HomeMy WebLinkAbout10/25/2022 Study Session/Executive Session 67 MINUTES YAKIMA CITY COUNCIL STUDY SESSION October 25, 2022 City Hall —Council Chambers 4:30 p.m. Executive Session; 5:00 p.m. Study Session meeting conducted in person and virtually via Zoom 1. Roll Call Present for executive session: Mayor Janice Deccio, presiding, and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, and Danny Herrera. Absent and Excused:Assistant Mayor Soneya Lund and Councilmember Eliana Macias. MOTION: Cousens moved and Byers seconded to adjourn to executive session for 30 minutes to discuss property matters per RCW 42.30.110(1)(b). The motion carried by unanimous vote, Lund and Macias absent. Executive Session was held at 4:35 p.m. and adjourned at 4:54 p.m. The meeting reconvened at 5:02 p.m. Present: Mayor Janice Deccio, presiding, and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera, and Eliana Macias (attending via Zoom). Absent and Excused:Assistant Mayor Soneya Lund. Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee. 2. Public comment (allow 15 minutes) None. 3. Presentation from Yakima Valley Conference of Governments Chris Wickenhagen, YVCOG Executive Director, presented on the benefits of membership in YVCOG as well as current projects and programs including the Local Crime Lab. Ms. Wickenhagen also provided a brief overview of other programs available through YVCOG membership. 4. Discussion of potential Public Development Authority for the betterment of the North First Street area Senior Assistant City Attorney Ryan Bleek provided a model ordinance for consideration and Page 1 of 2 68 discussion if Council is interested in creating and allocating funding for a Public Development Authority(PDA)for the betterment of the North First Street area. The sample ordinance also provided model PDA charter and bylaws. 5. Port Districts City Attorney Sara Watkins gave a brief presentation regarding the formation and function of port districts. 6. Adjournment MOTION: Cousens moved and Byers seconded to adjourn to the next City Council regular meeting on November 1, 2022, at 5:30 p.m. in the Council Chambers at City Hall.
