Roll Call Present: Mayor Janice Deccio, presiding, and Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana Macias Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar Tee Absent and Excused:Assistant Mayor Soneya Lund 2. Pledge of Allegiance Mayor Deccio introduced the Girl Scout Troop to lead the Pledge of Allegiance in honor of the 10 year anniversary of International Day of the Girl. 3. Interpreter Services Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in Spanish. 4. Open Discussion for the Good of the Order A. Presentations/ Recognitions/ Introductions Bicycle and Pedestrian Advisory Committee presents a proposed amendment to policies and procedures Neil McClure, Chair of the Yakima Bicycle and Pedestrian Advisory Committee, reported on the following proposed changes to the policy from the Committee: 1. Membership Qualifications-allowing members to reside in Yakima County, not just the City of Yakima (no more than 2 members). 2. Membership Length of Appointment-three full terms instead of two. Also allowing full-term members to continue to serve until a replacement is appointed. 3. Actions taken by the Committee- Change to frequency and type of reporting to Council. City Attorney Watkins advised that the City has an ordinance for standard term lengths on most of the boards and committees, which is a 4-year term with no term limits, noting this Committee is one of the few that is not included in the City code by ordinance. Page 1 of 4 64 Council requested staff prepare an ordinance to formalize the Bike/Pedestrian Committee in the municipal code. MOTION: Cousens moved and Macias seconded to change the term to 4-years with no term limits. The motion carried by unanimous vote, Lund absent. 5. Council Reports A. Report on Association of Washington Cities (AWC) Board meeting by Councilmember Cousens Councilmember Cousens provided a report on the recent Association of Washington Cities Board meeting she attended. 6. Consent Agenda Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members present. There were no changes. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Byers moved and Cousens seconded to approve the consent agenda. The motion carried by unanimous vote, Lund absent. A. Approval of minutes from the October 4, 2022 City Council regular meeting and October 4, 6, 11 (noon) and 11 (5 PM), 2022 City Council study sessions B. 2022 3rd Quarter Treasury Report C. Approve payment of disbursements for the period September 1 —30, 2022 D. Project completion and contract acceptance for the Miller Park Playground Project 12210 with Landscape Structures E. Set date of November 1, 2022 for a public hearing to declare property surplus to the City needs and abandon a section of former Drainage Improvement District#39 F. Set date of November 1, 2022 for public hearing regarding the Ad Valorem Tax (property tax)for collection in 2023 G. Set dates of November 1 and 15, 2022, for public hearings on the 2023-2024 Preliminary Biennial Budget for the City of Yakima H. Set date of November 15, 2022 for a closed record public hearing to consider the Yakima Planning Commission's recommendation regarding the preliminary plat of "Golden Ridge Phase 2"submitted by Apple Tree Construction Co LLC, located at 9203 Coolidge Rd Resolution authorizing grant acceptance from the Department of Archaeology and Historic Preservation to create historic overlay district guidelines for Naches Ave Page 2 of 4 65 RESOLUTION NO. R-2022-137,A RESOLUTION authorizing acceptance of a $14,000 grant from the Washington State Department of Archaeology and Historic Preservation (DAHP)for the purpose of preparing design criteria and a historic overlay district draft for Naches Ave. J. Resolution to ratify an agreement with the Washington State Department of Commerce for grant funds to replace the Capitol Theatre curtains and other soft goods RESOLUTION NO. R-2022-138,A RESOLUTION ratifying an agreement with the Washington State Department of Commerce to accept a 2022 Local and Community Projects grant of up to$245,000 for Capitol Theatre curtains and other soft goods replacement. K. Resolution authorizing the Chief of Police to execute recurring annual agreements with the United States Department of Justice, Drug Enforcement Administration RESOLUTION NO. R-2022-139,A RESOLUTION authorizing the Chief of Police to execute recurring annual agreements with the United States Department of Justice, Drug Enforcement Administration. L. Resolution authorizing Task Order 2022-02 with HLA Engineering and Land Surveying, Inc. to provide engineering services for City of Yakima Project No. SW2651 —2023 Drainage Improvement District CIPP Rehabilitation RESOLUTION NO. R-2022-140,A RESOLUTION authorizing Task Order 2022-02 with HLA Engineering and Land Surveying, Inc. to provide engineering services for City of Yakima Project No. SW2651 —2023 Drainage Improvement District CIPP Rehabilitation. M. Resolution authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide Engineering Services for the Pacific Avenue Sidewalks Project 2612 and the Nob Hill Grind and Overlay Project 2619 RESOLUTION NO. R-2022-141,A RESOLUTION authorizing an agreement with HLA Engineering and Land Surveying, Inc. to provide engineering services for the Pacific Avenue Sidewalks Project 2612 and the Nob Hill Grind and Overlay Project 2619 (PROJECTS). N. Ordinance adopting the City Council's decision on Comprehensive Plan Amendment CPA#001-22 ORDINANCE NO. 2022-030,AN ORDINANCE amending the Future Land Use Map of the City of Yakima for parcels 181322-42486, 42487, 42488, 42489, 42492 from Low Density Residential to Community Mixed-Use. 7. Public Comment Tony Courcy, resident, spoke regarding Council procedures for public comment and a water rights matter. DEPARTMENT ITEMS 8. Mentorship-Internship Program City Attorney Sara Watkins reported on the status of the Mentorship-lnternship Program, noting funds for this program have been completely expended and supplemented by City funds to complete the current year. Page 3 of 4 66 9. Resolution adopting a new City of Yakima Proclamation Issuance Policy City Attorney Sara Watkins introduced the proclamation policy requested by Council. The City Clerk read the resolution by title only. MOTION: Cousens moved and Byers seconded to adopt the resolution. The motion carried by unanimous vote, Lund absent. RESOLUTION NO. R-2022-142, A RESOLUTION adopting a new City of Yakima Proclamation Issuance Policy. 10. Other Business None. 11. Adjournment MOTION: Byers moved and Cousens seconded to adjourn to a Council study session on October 25, 2022, at 5:00 p.m. in the Council Chambers at City Hall.
