R-2022-150 authorizing a Grant Agreement with the US. Department of Transportation, Federal Transit Administration to provide funding assistance for two fixed -route transit buses. WHEREAS, in 2022, the City of Yakima (City) will order two 35-foot low floor Gillig buses as part of Yakima Transit's capital vehicle replacement plan; and WHEREAS, in 2022, the US. Department of Transportation, Federal Transit Administration (FTA) opened up a grant funding opportunity under Federal Transit Administration American Rescue Plan Act of 2021 program; and WHEREAS, Yakima Transit applied for funding on June 27, 2022, and was awarded funding, on September 15, 2022 in the amount of $1,100,000; and WHEREAS, the two buses that will be ordered December of 2022 and will be delivered on or around March of 2024; and WHEREAS, it is necessary for the City and the FTA to enter into an agreement setting forth the terms, conditions, and requirements for allocating this funding; now; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to enter into Grant Agreement WA-2022-063- 01-00 with US. Department of Transportation, Federal Transit Administration to fund six fixed - route transit buses; is authorized to accept said grant funds to be applied to the purposes specified above; and is further authorized to complete any other forms necessary to procure the grant and/or grant funding. Stafford Disaster Relief and Emergency Assistance Act, a different Federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this Grant Agreement, it will provide written notification to FTA, and reimburse FTA for any Federal share that duplicates funding provided by FEMA, another Federal agency, or an insurance company. Yakima Transit was awarded $1,100,000 on September 15, 2022. These buses will be ordered in December 2022 and will be delivered approximately in March of 2024. The buses will be purchased with 100% funding from the ARPA of 2021. Local sales tax will not be needed for a match. It is necessary for the City of Yakima to enter into Grant Agreement WA-2022-063-01-00 with FTA for allocation of this funding.
