Petition No. 641, having been filed with the. City Clerk on August 4, 1969, by Don McNeice, . 'requesting improvement of property by street widening for diagonal parking on the east :-'.� side of North 4th, Avenue, from West "B." Street. to approximately 100 feet North, it was MOVED by Robinson, seconded by Lambert that said Petition No. 641 for the creation of a local improvement district be referred to the City. Manager and Staff for study and recom- mendation: carried, Brown, Keith, Lambert, Larson and Robinson, voting aye by voice vote. Kurbitz absent.'McNeice not voting because of a conflict of interests. Kurbitz.-,absent. • , . . • • It was MOVED,by McNeice, seconded by Lambert that Ordinance No. 1150 relating to licenses and business regulations and repealing Chapter 5.32 of the Yakima Municipal Code relating to Employment Agencies, be passed as read:. carried, Brown, Keith, .Lambert, Larson, McNeice and Robinson voting aye on roll call. City Attorney Andrews explained that. the Chapter of the Yakima Municipal Code headed "Employment Agencies' is • III a regulatory ordinance which imposes a regulatory fee upon Employment Agencies, specifying certain forms to be used, and has been an'Ordinance since 1917.. He further explained that the 1969 legislature passed a law which specifies that the State Government regulate private employment agencies, and preempts the City regulations. Mr. Andrews stated that : ' this means that the regulatory fee of $50 is no longer valid and effective and should be • repealed. He further reported that there are five employment agencies in the City of Yakima which will be affected by this ruling and that the City business license will still have to be paid by these agencies. . ORDINANCE NO. 1150, AN ORDINANCE relating to licenses and business regulations; and repeal- ing Chapter 5.32, "Employment Agencies," of the City of Yakima Municipal Code. City Manager McMicken referred to a request by Southeast Yakima Center at Work, Inc., for • City assistance in applying for Federal Funds to construct a Community Center and intro- • .duced Mr. Charles Lee, Chairman of the group. Mr. Lee presented a copy of the application for City involvement in applying for the requested :,.Federal Funds to the City Council and .a copy to each Council member of his presentation of the program, which he read and ex- plained. He explained, that the application defines the area, the severity of the social and economic problems therein, the accomplishments to date of the people in confronting . these problems, and the part a much improved Yakima Community Center could play in. this ongoing problem. He stated that most significantly, it suggests an appropriate and essential manner in which the entire Yakima Community can give assistance to. these efforts. Mr. Lee - stated that'this application requests a grant under the provisions of Section 703 of•the Housing and Urban Development Act of 1965 to aid and'.defray the costs of developing a neighborhood facility in Southeast Yakima. He further stated that this • application has been prepared by Southeast Yakima Community at Work, Inc., and that its . • history of•accomplishment and its projected programs are spelled out in this request for • funds for the development of a new Southeast Yakima Multi- Service Center. Mr. Lee stated that they turn to the community seeking local funds required to secure the federal grant, and specifically now ask the city to: • "A. Act as the local public agency in applying for Federal "703" Neighbor- . hood Facilities grant funds. . "b. Contribute in labo -r, material, equipment and cash - $40,000 of the needed local matching funds. The remainder of the local share will be raised through Operation Coalition from church, corporate, indivi- dual gifts and a public campaign." Mr. Lee further explained in detail, the application, plans for raising otI needed funds, the various uses planned for. the multi - service center, present and future, and the various people and organizations working with them on this matter. • Mr. Richard M. Doudna, Archi- tect, presented a Building Plan.and a model of the proposed Center, explaining the uses - • planned for the various rooms and offices. Mr. henry Beauchamp, also representing the Southeast. Yakima. Community at Work, Inc., explained that within a week, there will be copies.of the proposed application made available to each Council member. He further explained the project and stated that he has talked with HUD officials who were very im -. pressed with what they have been doing and their proposed plans. Council members indicatin that they are impressed by all the work that has been done by the Southeast Yakima Commu- r 601 AUGUST 11, 1969 ity on this project and are very much in favor of doing all they possibly can to partici- pate in this_pmgram and the filing of the requested application, it was MOVED by Brown, seconded by Lambert, that this matter be referred to the City Manager and Staff for fur- ther study and recommendation and•that it be placed on the Agenda for thenext Council • meeting on August 18, 1969, to be considered and acted upon at that time: Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote, Kurbitz absent. City Manager McMicken introduced Linda. Kerslake, who has been the City's Transit Hostess for the past. month, on a four -hour day basis. He stated that Miss Kerslake has designed her own uniform, and has done a fine job of interviewing passengers.. Miss Kerslake reviewed her activities for the Council members. She stated that she turned in a report regarding her work each day. She indicated that the passengers had very few complaints, and some suggestions were made for making the service better. She stated that people __riding the Summitview bus would like half hour instead of one hour service, especially in the early morning and late afternoon, and that many people would like service a few hours on Sundays, and later service on Monday and Friday nights when the stores are open. Miss Kerslake stated that on the whole, she felt that the people are very appreciative of the service on the buses, and that the bus drivers are well liked by the passengers. City Manager McMicken referred to his Report #61, Pedestrian Stairways on Overpasses, • stating that he sent copies of this report to abutting property owners. He stated that in talking with several of the businessmen in this area, he found that they see no neces- sity for pedestrian access in the middle of the bridges. He further stated that they indicated that they felt people will walk across the tracks before they will climb several flights of stairs.. Mr. McMicken stated that after hearing the City's consultant, ABAM engineers, report that the stairways will be 40 feet high and cost $15,000, that he concurs with their recommendation to delete them from the plan. Councilman Lambert indicated that she believes something should be worked out regarding pedestrian traffic across the tracks because many people cannot climb stairs and there must some way for pedestrians to get from one side to the other. Councilman Robinson inquired as to how many school children will be involved in crossing the tracks and from what schools. Councilman Keith indicated that he belives that we should have a further study of the movement of children going to school and also of the adults crossing•in'the area of the overpass structures. City Manager McMicken indicated that he feels there should be a safe way provided for the handling of pedestrians, and if the pedestrian then chooses to walk across the tracks, it would not then be-the City's liability. He further stated that there are no plans sug- gested for new sidewalks. After due discussion, it was MOVED by Robinson, seconded by McNeice that the City Council concur in the recommendation to eliminate the two 40 foot. . stairways from the plan: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson "- voting aye by voice vote. Kurbitz absent. City Manager McMicken explained that E. Randall Johnson has been leasing City property known as the "reservoir property" which lease expires on April 30, 1971 and both Mr. Johnson and the City now wish to termintate said Lease Agreement. Mr. McMicken requesting authorization to cancel said Lease Agreement and lease the property to another tenant, pursuant to a call for bids, it was MOVED by Brown, seconded by McNeice that.Resolution No. D -1376 terminating a Lease Agreement with E. Randall Johnson on Scenic Reservoir Pro- perty, authorizing the lease of said property . purSuant to a call for bids, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D- 1376, A RESOLUTION terminating a Lease Agreement with E. Randall Johnson covering property known as the "reservoir property" and authorizing the lease of such • property pursuant.to.a call for bids. • City Manager McMicken explaining that the Mayor has been provided office•space in City Hall, and it is necessary to purchase some additional furnishings, and requesting authori- zation to transfer $400 within the City Council account of the Current Expense Fund, it was MOVED by Brown, seconded by Robinson that Resolution No. D -1377 authorizing the.trans- fer of said funds within the City Council account, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D -1377, A RESOLUTION transferring the amount of $400 within the 1969 appro- priation for 101 -City Council. Councilman Robinson excused at 4:45 P.M. • City Manager McMicken referred the matter of traffic control devices for school crosswalk safety, to Traffic Engineer, Al Ray, who stated that they had been asked to do something about getting children across some twenty two of the more. critical crosswalks this fall. He explained that in order to give'each a priority rating, a study was made of these twenty two crossings which data was gathered. regarding: A. Condition of existing painted crosswalks.. B. Presence, or lack of, standard school crossing signs and conditions thereof. • C. Local clear view obstructions, conditions of sidewalk landing, etc. Mr. Ray stated that after data was gathered, it was reviewed with the Police Department and Traffic Safety Committee and divided into two Priority groups , in which order work wi • ll be done to correct defects as soon as possible. Mr. Ray explained the School Cross- walks Study Comparison Chart and Graph, a copy of which was. given to each Council member, • and which shows in detail data concerning /crosswalks. Council members indicated that they felt this study has been very thorough.
