Mr. Andrews explained that the existing Franchise held by Pacific Power & Light Company will expire on July 11, 1969. He stated that the matter has been the.subj,ect of discussion several times and cited that a vote on a new Franchise to allow Pacific Power & Light • Company to continue their usage will not be held at a Special Election this summer, but rather that the.Franchise will be submitted to the electorate. this fall. Mr. Andrews further stated•that in the meantime, it is proposed that the City grant a.temporary license or permit to Pacific Power & Light Company, to be effective as of date of ex- piration.of the Franchise and to be effective until the election is held; so that they can continue operation as in the past and not find themselves in difficulty because - of lack of permission to continue work. Mr. Andrews indicated that the Franchise can be • ' submitted to the voters either at the Primary Election on September 16, 1969, or the General Election held on November 4, 1969. City Manager McMicken referring to the City Engineer's report on the completion of L.I.D. No.'s 970 & 971, Richey. Road and Others Paving District, recommending that the work be accepted and final .payment made, it was MOVED by Robinson, seconded by Lambert that'the . report of -the City Engineer dated June 27, 1969, with respect to the completion of the • work on said project, be approved, the work be and payment of the final estimate in the amount of $26,337.96, is hereby authorized: carried, Brown, Keith, Kurbitz, Lambert Larson, McNeice and Robinson voting aye by voice vote.
