It,was MOVED by Robinson, 'seconded by • Keith that.- Councilman.Kurbitz be excused from this meeting : Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote. . - • The Invocation was given by Councilman Keith. • The minutes of the regular meeting of June_16, 1969,'having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. This being the time fixed for a Public•Hearing by the Council on the following street im- provements: • . • _. • • (a) Washington Avenue, 16th to 24th Avenues, . (b) "B" Street, Lincoln Avenue, & Couplet, 6th Avenue to 6th Street, '(c) Six -Year Street Construction Program, • Mayor Larson stated that each project will be reported upon by John Mayo, Director of Pub- lic Works, by Ed Loidhamer of the Planning Department, and then discussed by the public and Council members. (a) Mr. Mayo reviewed the matter of the Washington Avenue Improvement, South 16th Avenue to South 24th Avenue, stating that construction is.scheduled for the 1969 construction season with 2 gas tax funds to be used, and that the prospectus has been submitted to the Urban Arterial Board 'for approval. He explained that plans call for improvement of.this portion of Washington Avenue to Major Arterial standards. Mr,. Mayo explained that the basic[street cross - section'shows two 13- foot travel lanes, two 12- foot,t'ravel lanes and a 6 -foot planted median strip, all within a 75 -foot right -of -way. He stated that a sidewalk is located on the south side of Washington Avenue and extends from the east entrance of the terminal parking lot to South 16th Avenue, with the walk being separated from the travel portion of the street by a six -foot planting strip, and that the only sidewalk planned for the north side Washington Avenue will extend from the intersection of South 24th Avenue to • - the westerly entrance of the Perry Trade 'School. • Mr. 'explained the -pro .. . . posed traffic patterns regarding ingress and egress, stating that access to the Yakima Municipal Airport will be focused on the South 24th Avenue entrance. He stated that the improvement of this portion of Washington Avenue will connect on the west to the Washington Avenue relocation (S. 24th to S. 46th Avenues) which is presently being 'completed and that the new alignment will carry Washington Avenue. traffic around the westerly end of the Yakima Municipal Airport, and reconnect to the Old Washington Avenue in the vicinity of South 46th Avenue, and from South 16th Avenue, Washington Avenue will continue in an easterly direction to South 1st Street. Mr. Loidhamer of the Planning Department reported that:in view of the fact that the improvement of Washington Avenue • conforms to the General Plan and Arterial Street Plan for the City of Yakima, that the Planning Staff and Planning Commission recommended the approval of the design as submitted. Mr. Roy F. Johnson, Mr. Ralph Stiles and Mr. Gard- ner, property owners in this vicinity asked questions about the existing Broadway irrigation pipe line, indicating they felt pipes might be broken during construction and wondered what plans are for replacement of the system. Mr. Francis Jaeger, City Engineer, stated that no problems are anticipated . _ regarding this matter as the pipes are deep enough that there should be no breakage during construction. After due discussion, Council members indicated their approval of the proposed Washington Avenue improvement design as sub- mitted. . (b) Mr. Mayo explained. the proposed traffic pattern and signalization of the Lincoln Avenue - "B" Street couplet, stating that the project will extend from North 6th Avenue on the west to North Naches Avenue on the east. He stated that the proposed scheme is a follow -up of the general traffic pattern and shows the way the two proposed overpasses tie the City together. He presented two alternative traffic pattern proposals for the portion of "B" between 5th and 6th Avenues. Mr. Mayo reported that the prospectus on this project has also been,submitted to the 'Urban Arterial Board for approval. Mr. Loidhamer of the Planning Department reported that after reviewing the matter of the Lincoln Avenue - "B" Street improvement, the'planning Commission re- commended that "B" Street, between North 5th and 6th be one -way east bound -- -that the frontage roads north and south of the viaduct, between 3rd and 2nd Avenues, be two-way---that the existing south curb line on "B" • Street, be maintained between 4th Street and Naches Avenue with all on- street parking prohibited -- -that the frontage roads north and south of the westerly bridge approach on Lincoln Avenue, between 3rd and 2nd Avenues, be two- way - -- - and that Lincoln Avenue, west of North 5th Avenue, "rema,in two -way. Several interested property owners in this vicinity -asked questions regarding the Ilr traffic flow on the various streets that will be affected by this construc- tion, and also asked if any provisions have been made to pay damages to property that may be damaged in the process of the construction of the overpasses. City Attorney Andrews reported that this matter,,has been studied and that a report will be presented to the City Manager within a few days. Public Works Director John Mayo reviewed the funding of this project, stating that it is being funded to the extent of 90% by the State and the City_of Yakima • will have to pay 10 %. He stated that the overpass structures will be paid for by U.A.B. funds and from the two railroads that are involved. Mr. Mayo 584 • JUNE 23, 1969 • further stated that the Lincoln Avenue improvement is part of the State • Highway and that'he had invited them to participate in the project . • financially. '.Mr. George Mattoon, State Highway Department, stated he • . is merely present to listen as they ,are interested in these projects, . II especially where they will tie in with State Highway projects. After due discussion on the first two street improvement projects, it was MOVED by Robin- son, seconded'by'McNeice that the recommendation of the Planning Commission on these two matters be approved as stated in their letter of June 20, 1969, to the Yakima City Coun- cil, as follows: (a) Washington Avenue improvement -- "the Planning Commission recom- mended the approval of the design as submitted, as the improvement of Washington Avenue conforms to the General Plan and the Arterial Street 'Plan for the City of Yakima, " and (b) The Lincoln Avenue - "B" Street improvement, "the Planning Commission. recommended that "B" Street, between North 5th and 6th Avenues, be one -way east bound -- -that the frontage roads north and south of the viaduct, between.3rd and 2nd Avenues, be two- way -- -that the existing south curb line on "B" Street be maintained between 4th Street and Naches Avenue with all on- street parking prohibited -- -that the frontage roads north and south of the westerly bridge approach on Lincoln Avenue, between 3rd and 2nd Avenues, be two- way - -- and that Lincoln Avenue, west of North 5th Avenue, remain two- way ": carried, "Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote. (c) Public Works Director John Mayo. explained that in accordance with Chapter 35.77 of the Revised Code of Washington, it is required that each year the Six • • Year Construction Program for the construction of streets and arterial streets • be reviewed and adopted for the ensuing six -year period. He further explained .that the major difference from Six -Year Construction Program adopted last year, is the timing of the accomplishment of said projects. Mr. Loidhamer, .stated that the Planning Commission reviewed the six -year street construction . • program and,after a lengthy discussion, recommended that the six -year program be approved as presented. . ORDINANCE NO. 1140, AN ORDINANCE relating to traffic control; specifying maximum vehicular speed limits on certain streets; specifying the maximum speed limit when passing school • or playground crosswalks; and amending Sections 9.10.050;'.9.75.010 (c) (4) .and 9.75.010 (d) (3) of the City of Yakima Municipal Code. 0 • City Manager McMicken,introducedPolice Chief Bob Madden to the Council as the new Grand . President of the International Footprinters' Association, having been elected to this position recently at their Annual Convention in Pueblo, Colorado.. Mr. Madden 'stated' that next year, June 25, '26 and 27th this'convention will be held in Yakima. . City Manager McMicken stated that in accordance with action taken by the Council on May • • 12, 1969, on the matter a Senior Citizen Bus Pass program, legislation has been'pre- pared to set up a program and the Finance Department has worked out a program to sell the . passes.. D -1361, A RESOLUTION adopting a Senior Citizen Bus Pass program for the public bus transportation sy.s,tem operated by the City of.Yakima; and amending Resolution . No. D -1005 of the. City of Yakima, adopted September 26, 1966. • . City Manager McMicken referred to his.Report #59, Dangerous Building Code -- Demolition . Fund, and stated that a great deal has been accomplished in the past year by the Building Division in enforcement of the Dangerous Building Code. He 'reported that most property owners have been very cooperative in.complying with requests to either demolish or remove, or repair and rehabilitate. However?, there are two property owners who have not complied ill . and steps should now betaken by the City to- obta authorization to. proceed with demolition by the City. Mr. McMicken stated that before a report of the particular cases is brought before the Council for authorization to' proceed with demolition or repair, a "Cumulative Reserve for Repair and Demolition of Dangerous Buildings Fund" should be • established for financing the cost of the work. He indicated that although some of the • costs. will be recovered and some will not, making this in . a sense, a revolving account, . an initial sum is necessary for financing the work, and recommended that $1,000 from the • Statutory and General account be deposited in this Fund. After'due discussion, it was MOVED by Keith, sgEonded by Robinson that recommendation' of the'City Manager be approved and that /Ordinance be prepared which will create said fund with an initial app- ropriation of $1,000: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson . voting aye by voice vote.
