JUNE 2, 1969
The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen
Brown, Keith, Lambert and McNeice, City Manager McMicken and City Attorney Andrews present
on roll call. Mayor Larson absent on roll call, having been excused at a previous meeting.
Councilman Kurbitz absent on roll call, and present after 2:10 P.M.
The Invocation was given by Councilman Brown.
The Minutes of the regular meeting of May 26, 1969, having been duly Certified accurate by
two councilmen, and no one present wishing to have said minutes read publicly, Assistant
Mayor Robinson declared said minutes approved as recorded.
A Damage Claim in the amount of $25.00, having been filed with the City Clerk on May 26,
1969, by Betty A. McCormick, 1409 Summitview, for damages caused by water flooding her
basement, it was MOVED by Keith, seconded by Lambert that said Damage Claim be . referred to
the City Manager and Staff for study and recommendation: carried, Brown, Keith, Lambert,
McNeice and Robinson voting aye by voice vote. . Kurbitz and Larson absent.

It was MOVED by Keith, seconded by Brown that the report of the City Treasurer dated
May 31, 1969, regarding the investments of the City of Yakima, be accepted'and approved:
carried, Brown, Keith Lambert, McNeice,and Robinson voting aye by ,voice vote. Kurbitz
and Larson absent. . . .
Councilman..Kurbitz present .after 2:10 P.M. . .
City Manager referred to: the matter'of the Police Park Safety Program, and stated
that Police Chief.Madden,:Lt. Bernard Kline, Community Relations Unit of the Police Depart-
ment, William Hutsinpiller, Park Director, and Mr. Frank Cameron of the Department of
Public Assistance, are present to speak to this matter. .Police Chief Madden explained
that about 20 youths, most of them from Aid to Dependent Children will be hired
•by the.State Department of Public Assistance -this summer and loaned out to the police and
. parks departments in the city's first park safety officer program. Lt. Bernard
explained that the'youths between 16 and 20 years old, will help guard crosswalks and
guard against molesters and other trouble. .'He stated that they will not be able.to make
arrests, but will act as 'eyes.and.ears" in the parks for the Police Department. Park
Director William• •Hutsinpiller, stated that the officers will help. direct park`
activities working under the_ regular park playground supervisors. He also stated that
several girls will work in the police records bureau... Mr. Frank Cameron of the Department
of Public Assistance; stated,that: the youths:.are part of a group of 74 from throughout
the Valley who are. being hired for,summer work with various agencies, but.Yakima is the
first community with plans for a safety officer program. He further explained that the
workers will have been selected from a field. of 600,originally•suggested for the summer
program aiid•that money earned during.the summer will not be deducted from ADC payments, in
conformance with. state regulations-'. Council members indicating that they.feel that this
seems to be a very well thought out and organized program, it was MOVED .by Ifeith, seconded
McNeice that the City Council go on record as endorsing and supporting this police. and
. park safety program: carried, Brown,,Keith, Kurbitz,.Lambert, McNeice and Robinson voting
aye by voice vote. . Larson absent. .
City Manager McMicken referring to the Damage Claim filed by Ruby Dolliver, 914 N. 4th
Avenue in the amount of $25.00 for damages caused when the basement was flooded by water
escaping from a city water line, it was MOVED by Brown, seconded by Lambert that Resolu-
tion No. D -1348 authorizing payment of said Damage Claim, be passed as read: carried,

. RESOLUTION NO. D -1348 authorizing payment of $25 to Ruby.Dolliver in satisfaction of a
claim for damages filed against. the City.
City Manager McMicken reporting that in connection 'with the contemplated sale Air West,
• Inc., of its assets, properties and business to Hughes Tool Company, and in conjunction
• with this sale., the contemplated,assignment of all rights and interest in and to the
leased premises at the Yakima Municipal Airport. ;: and.requesting authorization to execute

an agreement transferring the Agreement from Air West to Hughes Tool Company, it was
MOVED by Keith, seconded by McNeice that Resolution No. D -1349 . authorizing the execution
of an agreement transferring Lease Agreement from Air West, Inc., to Hughes Tool Company,
be passed as read: carried, Brown, Keith, Kurbitz, Lambert, McNeice and Robinson voting
aye on roll call. Larson absent. City Attorney Andrews explained that the Agreement and
Consent to the Assignment and Assumption of Lease does not become effective until and
unless Air West transfers its assets to the Hughes Tool Company, should the Civil Aero-
nautics Board approve the sale of the airline. Council members indicated that they would
like to take official action to urge the Civil Aeronautics Board to take early action on
this application. .After due discussion, it was MOVED by seconded by Lambert that
the Yakima City Council go on record as urging the C.A.B. to take early action on the
request for authority to transfer from Air West to Hughes Tool Company, and to request our
legislators and Congress to do everything they can to expedite the matter: carried, Brown,
Keith, Kurbitz,- Lambert, McNeice and Robinson voting aye by voice vote. Larson absent.
RESOLUTION NO. D- 1349,.A RESOLUTION consenting to the assignment of a lease, covering
space in the administration building at Yakima Municipal Airport, to Hughes Tool Company,
and authorizing and directing the City Manager and City Clerk of the City of Yakima to
execute an Agreement And Consent To The Assignment And Assumption Of Lease.
City Manager McMicken stating that the City Engineer reported the completion of L.I.D.. No.
969, North' 56th Avenue and Summitview Avenue Arterial Improvement and recommended that the
work be accepted and final payment made, it was MOVED by Keith, seconded by McNeice that
the report of the City Engineer dated May 28,. 1969, with respect to the completion of the
work on said project, be approved, the work be accepted and payment of the final estimate
in the amount of $3;244.90, is hereby authorized: carried, Brown, Keith, Kurbitz, Lambert,
McNeice and Robinson voting aye by voice vote. Larson absent.
City Manager McMicken explaining that as a result of FAA audit of the Airport Improvement,
it was found that miscellaneous extra orders performed by the contractor, Knobel Electric,
were not paid, and it is necessary to make a temporary loan of $2,000 from the Water -
Sewer Fund to the Airport Improvement Fund, to pay this bill, it was MOVED by Brown,
seconded by 'Keith that Resolution No. D -1350 authorizing said temporary loan, be passed as
read: carried, Brown, - Keith, . Kurbitz, - Lambert, .McNeice and Robinson voting aye on .roll
call. Larson absent. Discussion brought out that it is necessary for the Airport Improve
ment Fund to borrow this money until it receives funds from the Federal Government which
are due and should be coming in soon.
RESOLUTION NO. D -1350, A RESOLUTION authorizing a temporary loan of $2,000 from 520 - -Water
Sewer Fund to 912, Airport. Improvement Fund, and providing for repayment.
City Manager McMicken requesting that he and Director of Finance, Leonard Crose, be author
ized to travel to Eugene, Oregon, on June 10, 1969, together with the County Commissioners,
for the purpose of visiting the City of Eugene to observe and discuss joint data process -
ing, it was MOVED by McNeice, seconded by Lambert that said travel be allowed with expense
paid: carried, Brown, Keith, Kurbitz, Lambert, NcNeice and Robinson voting aye by voice
vote. Larson absent.
City Manager McMicken reported that Councilmen Kurbitz and Lambert will represent the City
of Yakima at the Fort Simcoe Flag Day service on Sunday, June 8, 1969.

City •Manager. McMicken stating that the term of Bert Broad, who has been serving the un-
expired term of Mr. Fairchild for three years on the Civil Service Commission for Yakima
City Employees, expires as of June 1, 1969, and that he is willing to serve for a complete
term, it was MOVED by Keith, seconded by McNeice that Bert Broad be appointed to the
Yakima City. Employees Civil Service Commission for a six -year term to expire June 1, 1975:
carried, Brown, Keith, Kurbitz,.Lambert, McNeice and Robinson voting aye by voice vote.
Larson absent. •
City Manager McMicken reported that the Council -City Manager form of Government has been
in existence ten years as of June 1, 1969, and Council members indicated that the Council
should go on record as giving a vote of commendation to Councilman Robinson and Mayor
Larson as two of the original members who are still on the Council.
City Manager McMicken indicating that an additional alternate is needed to serve for either
Mayor Larson or Councilman Keith on the Yakima Valley Council for Community Action and
Councilman Kurbitz offering to serve in this capacity, it was MOVED by Keith, seconded by
McNeice that Councilman Kurbitz be appointed as an additional alternate to serve for either
Mayor Larson or Councilman Keith: carried, Brown, Keith, Lambert, McNeice and Robinson
voting aye by voice vote. Larson absent. (This action now makes it possible for any
ber of the Council to serve as a member or an alternate.)
There being no further business to come before the Council, it was MOVED by Kurbitz,
seconded by Keith that we do now adjourn at the hour of 3 :45 P.M.: carried, Brown, Keith,
Kurbitz, Lambert, McNeice and Robinson voting aye by voice vote. Larson absent.
