HomeMy WebLinkAbout04/21/1969 Business Meeting • 558 • • • .APRIL 21, 1969 The City Council met in regular session, Mayor Larson presiding,.Councilmen Brown, Keith, McNeice and Robinson, and City Manager McMicken present on roll call. Councilmen Kurbitz and Lambert and City Attorney,Andrews absent on roll call. Councilman'Kurbitz was excused from' this meeting at the previous meeting on April 14, 1969. It was MOVED by Robinson, seconded by McNeice that Councilman Lambert be excused from this meeting: carried, Brown, Keith,.Larson, McNeice and Robinson voting.aye by voice vote. The - I- nvocation was given by. Councilman Brown. - The minutes of the regular meeting of April 14, 1969, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. In accordance with action taken by the Council at the previous meeting on April 14, 1969, and the matter of authorizing,the execution of a contract with American District Tele- graph Company of Washington, to furnish burglar alarm service at the Water Treatment Plant, having been continued to this date to allow.for further study on this matter, City Manager McMicken stated that Public Utilities Director Frank reports that.this is the only Company that furnishes this kind of service in this area and feels that there must be burglar alarm service at the Water Treatment Plant.to protect the facilities from vandalism." 'Public Works Director John Mayo explained that the contractor is being author - ized to shut down for the present until the water is brought into the Plant, which will be nearly a year, and also recommends that authorization be given to execute a contract • with American District Telegraph Company to.- furnish.burglar alarm service. Kurbitz and Lambert absent. • .RESOLUTION NO. D- 1340,.A RESOLUTION authorizing and directing the City Manager and City Clerk•of the City of Yakima to execute an agreement with the American District. Telegraph Company of Washington for the installation and service of a protective signalling' system • for the Water Treatment Plant. • City•Manager McMicken reporting that it has been necessary for the City to hire snow re- moval equipment because of•extreme weather conditions creating an emergency so as to • justify the hiring of such equipment to assist with snow removal. at the Yakima Municipal • Airport,without calling for bids, and recommending that said authorization be given, it • • was MOVED by Brown, seconded by Keith that Resolution No. D -1341 authorizing and ratifying the hiring of emergency snow removal equipment at•the Yakima Municipal Airport, without calling for bids, be passed as read: carried, Brown, Keith, Larson, McNeice and Robinson voting aye on roll call.. Kurbitz and Lambert absent. • RESOLUTION NO. D- 1341, -.A RESOLUTION authorizing and ratifying the hiring of emergency snow removal equipment without calling for bids. . • City Manager McMicken explaining that it is necessary to purchase material for the repair of a Mobil sweeper, without balling,for bids, because the necessary material is available. • from one source only, and recommending said purchase, it was MOVED by Robinson, seconded by Keith that Resolution No. D -1342 authorizing. the purchase of said material, be passed as read: carried, Brown, Keith,. Larson,.McNeice and Robinson voting aye on roll call. • .Kurbitz and Lambert absent. RESOLUTION NO. D- 1342, -A RESOLUTION authorizing the. purchase of material without calling for bids. • • City Manager McMicken stated that the next two items on the Agenda are related. He ex- plained that Va -Alta, Inc., wishes to perform such landscaping work as an incident to the completion of a motel complex adjacent to State Highway right-of-way along East Yakima Avenue. He further explained that the State of Washington cannot grant a permit to a private party to landscape State Highway property, but may grant such a permit to - the City of Yakima, which in turn may grant a license to Va -Alta, Inc., to landscape said property. Mr. McMicken referred to a diagram of the proposed motel and landscaping plans, stating that Va -Alta, Inc., has agreed to be responsible entirely-for maintaining the pedestrian walkways, and that the permit to be granted is a revocable permit that may be cancelled at any time, as can the one to be granted to the City of Yakima by the State of Washing- . ton. After due discussion, it was MOVED by Brown, seconded by McNeice that Resolution No. D -1343, authorizing the acceptance of a permit from the State of Washington to landscape State Highway right -of way along East Yakima Avenue, be passed as read: carried, Brown, Keith, Larson, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. • • • RESOLUTION NO. D- 1343,.A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to accept a permit to be granted to the City by the State of Washington to landscape State highway property on East Yakima Avenue. • It was MOVED by Robinson, seconded by Keith that Resolution No. D -1344 authorizing, the • granting of a license to Va -Alta, Inc., to landscape State highway right-of-way along • East Yakima Avenue, be passed as read: carried, Brown, Keith, - Larson, McNeice and Robin- son voting aye on roll call. .Kurbitz and Lambert absent. RESOLUTION NO. D -1344, A RESOLUTION authorizing the grant of a license to Va -Alta, Inc., to landscape state highway property on East Yakima Avenue. City Manager McMicken requested-out-of-State travelPand recommended that it be allowed with expenses paid, for the following City personnel: Fritz Jaeger, City Engineer, to attend the American Water Works Association meet - ing in Victoria, B. C., Canada, April 30 to May 2, 1969, • three officers of the Police Department, Bob Jones, Richard Clark and 0. A. Nye, to attend the 'Western States Crime Conference, in Burley, Idaho, May 11 - 15, 1969, and Robert Brimmer of the Police Department, to attend the Northwest Fire and Arson • Investigation Seminar, Portland, Oregon, May 12 - 16, 1969. • It was MOVED by Robinson, seconded by Keith that said travel be allowed with expenses . . paid: carried, Brown, Keith, Larson, McNeice and Robinson voting aye by.voice vote.
