the proposed pedestrian crossing over the Yakima Trolley Bridge.
Coleen Anderson, City resident, spoke in support of the proposed pedestrian crossing over the
Yakima Trolley Bridge.
Tony Courcy, City resident, complained about a water rights claim in Selah.
Thomas Francis McCormick, City resident, asked for and was granted 10 seconds of silence
for Queen Elizabeth of Great Britain and shared his support of the trucking industry.
PUBLIC HEARINGS
8. Open record public hearing to consider the Yakima Planning Commission's recommendation
on a Comprehensive Plan Amendment (CPA#001-22) request submitted by the City of Yakima
Planning Division
Planning Manager Joseph Calhoun briefed Council on the public hearing.
Mayor Deccio opened the public hearing and Daniel Tilley, City resident, spoke in support of
the comprehensive plan amendment. With no one else coming forward or calling in to speak,
Mayor Deccio closed the hearing.

DEPARTMENT ITEMS
9. Presentation by FCS Group regarding preliminary study results for fees related to land use,
building permits, and fire inspections
Community Development Director Joan Davenport provided a brief introduction of the fee
proposal and staffs recommendations regarding land use development and fire permit fees.
City Manager Harrison provided additional detail regarding the recommendations for the fee
proposal, specifically that Council will be deciding if those parties utilizing the services should
pay the associated costs; or, in the alternative, if the community should subsidize a portion of
the costs for community benefit.
Martin Chaw, Project Manager with the FCS Group, attended and shared a PowerPnint
presentation on development services and fire permits fees via Zoom. After questions and

Trail Foundation /VV[)OTF\. Mr. Carmody reviewed the benefits of sharing the trolley bridge
for pedestrian access and requested the City Council direct Yakima Valley Trolleys and
VVC>DTFtn work together with City Staff to: (1) strengthen aNaoheo River Crossing National
Historic Landmark application by including the Naches River Trolley Bridge in association with
the historic William[}. [}VUg|8S Trail, and (2)find 8vvin-vvin accommodation that prVnl0t8S the
complementary community interests in the historic trolley and historic trail.
Ken Johnsen, President of Yakima Valley Trolley Association (YVT), reviewed the YVT's
recent financial accomplishments to fund trolley improvements and the pending application for
National Historic Landmark St8tUS ofYVT. Mr. Johnson also reviewed Y\/T'S concerns with
building a pedestrian crossing and fence on the trolley bridge and asked the City Council to
reject the trail group's proposal. YVT Board Members Scott Neal and Gregory Johnsen spoke
against the pedestrian crossing.
Councilmember Brown questioned the Burlington Northern Santa Fe (BNSF)
railway's position regarding the proposed pedestrian crossing over the trolley bridge. City
Attorney Watkins stated the BNSF is willing to engage in conversation; hovvever, there is no
clear preclusion to a pedestrian access until BNSF can review plans before making a decision.

Bike/Pedestrian Committee finishes their plan. The motion carried by a 5-1 vote with
Byers voting no. Couaeno absent.
11. Proposed fee increase for City of Yakima Parks and Recreation Division programs and
services
Parka and Recreation Manager Ken Wilkinson reviewed o proposed fee increase for Parks
and F|ecnaation, which the Parks and Recreation Cnrnnninoinn supports.
After discussion, Council requested 8nl8ndnl8ntS be brought back for additional consideration
at the October 11. 2022 study session.

City Manager Harrison provided an introduction to today's budget meeting. Mr. Harrison
reported the City's primary goals for fiscal sustainability are to achieve a balanced budget; to
assure prioritized services citywide; and to continue focus on economic development in the
City, as the City continues to prioritize existing expenditures to realign with City priorities. He
also mentioned the 1% property levy adjustment and current staffing for the City with planned
staffing adjustments.
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, provided an overview of the
proposed 2023-2024 Budget, the first biennial budget for the City of Yakima, and reviewed
the following:
1. Importance of a Budget
2. Budget Challenges
3. Budget Considerations
4. Revenue and Expenditures Summary-General Fund and Citywide
5. The Big Three
6. Fund Balance Reserve
Assistant City Manager Roselyn Oglesby shared the accomplishments and goals of
Economic Development for the next biennium.

Chief Aaron Markham reported the achievements and goals for the Yakima Fire Department,
as well as an overview of the department's budget.
Chief Matthew Murray showed a video regarding accomplishments of the Yakima Police
Department in conjunction with the department's budget presentation.
Community Development Director Joan Davenport discussed efforts towards community
housing and provided a budget overview for the Community Development Department, which
includes the divisions of Code Administration, Planning, and Office of Neighborhood
Development Services.
Parks & Recreation Manager Ken Wilkinson described the accomplishments and highlights
of the Parks and Recreation division and budget summary.
Director of Finance and Budget Ferrer-Santa Ines concluded the budget presentations with a
brief overview of the departments which will present at the next budget study session on
October 6, 2022.

Executive Session scheduled for October 4, 2022 at 5:00 p.m., and City Council

City Manager Robert Harrison introduced the budget study session agenda for this meeting.
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, provided an overview of the
proposed 2023-2024 Budget.
Jaime Vera, Interim Airport Director, presented the 2022 accomplishments and budget
overview for the Yakima Air Terminal - McAllister Field.
Charlie Robbins, CEO of the Capitol Theatre Committee, reported budget information
relating to the City's financial obligation to the Capitol Theatre.
Public Works Director Scott Schafer provided accomplishments and overview of some
Public Works (PW) projects and budget presentations for several of the various divisions
under the umbrella of PW.
Leo Cruz,Acting Refuse Manager, presented the Refuse Division achievements, goals,
challenges, and budget.
Water/Irrigation Manager Dave Brown reported on the Water Quality Report, status of Nelson
Dam removal, planned projects, and division budget.
Alvie Maxey and Greg Story, Transit Manager and Assistant Manager, presented the

accomplishments, future plans, and proposed budget for the Transit Division.
Fleet and Facilities Manager Kerry Jones provided information regarding the Equipment
Rental Division challenges, future projects and plans, and the cost recovery budget for the
division.
Mike Price, Wastewater Manager, explained the Wastewater and Stormwater Collections
systems, long-term planning, projects and budget.
Public Works Director Schafer returned to discuss project plans, achievements, goals and
budgets for the Street Maintenance and Traffic Engineering/Operations Divisions.
Ms. Ferrer-Santa Ines concluded the presentations by providing a preview of the next budget
study session scheduled for October 11, 2022.
MOTION: Lund moved and Macias seconded to adjourn to an Executive Session
for 15 minutes pursuant to RCW 42.30.140 regarding collective bargaining. The
motion carried by unanimous vote. Executive session was held at 2:39 p.m. and adjourned
at 2:54 p.m.
Mayor Deccio reconvened the meeting at 2:55 p.m. with Councilmember Cousens absent.

City Manager Robert Harrison introduced the budget study session agenda for this meeting.
Jennifer Ferrer-Santa Ines, Director of Finance and Budget, opened the study session with
the following ARPA funded projects presentations:
• Stephanie Hsu, Founding Executive Director of Yakima Music en Accion (YAMA),
provided background and history of this program. She reported YAMA is interested in
the potential space available for its program through the Arts Commission and the
Yakima Arts Center being planned for the former Bank of America location.
• City Engineer Bill Preston and Water& Irrigation Manager Dave Brown provided
information on utility improvements near the Mill Site being funded in conjunction with
LIFT funds.
• Cheri Kilty of the YWCA and Isabel Garcia of Office of Rural and Farmworker Housing
spoke about plans to expand Emergency Domestic Violence Shelter facilities at the
former St. Elizabeth's School of Nursing building. Ms. Garcia stated the additional
location will include many amenities inculding options to assist men and their children
experiencing domestic violence.
• Assistant City Manager Rosylen Oglesby and Community Development Director Joan
Davenport shared some initiatives, projects, and potential future funding options for the
City Council's Strategic Priority related to Affordable Housing.
• Yakima Fire Department Chief Aaron Markham and Lt. Ira Cavin of the Yakima Police
Department provided status of the public safety vehicles purchased using ARPA

funds.
• Ms. Oglesby returned to discuss technology purchases for the City.
• Ms. Ferrer-Santa Ines mentioned assistance to the Yakima Convention Center.
• Ms. Watkins spoke about hiring an additional Domestic Violence Advocate in the Legal
Department.
• Mr. Harrison provided additional information regarding programs and community
partnerships that are still being discussed and modified.
City Engineer Bill Preston reported on the Engineering Division budget.
John Cooper, President& CEO of the Yakima Valley Visitors and Convention Bureau,
discussed Yakima Valley Tourism and the Yakima Convention & Event Center.
City Attorney Watkins gave a report on the GRIT program, which is now being funded
through a federal grant and no longer requires City funding.
Council recessed at 1:36 p.m. and reconvened at 1:48 p.m.
4. Proposed fee increase for City of Yakima Parks and Recreation Division programs and
services
Parks & Recreation Manager Ken Wilkinson presented the amended proposed fee
increases which reflect Council's requests regarding youth programs.

Joan Davenport, Community Development Director, provided brief comments regarding the
fee study previously presented for Council's consideration. She noted further analysis will be
performed to create a fee schedule for Council's future consideration.
Fire Chief Aaron Markham responded to Council questions regarding that portion of the study
relating to fire inspection fees.
MOTION: Lund moved and Deccio seconded to direct staff to prepare legislation for
100% fee recovery. The motion carried by 5-2 vote, Brown and Byers voting no.

approach to a paid parking plan to include shoppers, employees and residents of the
downtown area.
3. Downtown parking presentation
City Manager Robert Harrison introduced the downtown parking presentation and history of
downtown parking in the City. Mr. Harrison also provided an overview of how the City
anticipates using potential revenue generated by parking fees in the downtown area, including
capital improvements and infrastructure.
Rick Williams of Rick Williams Consulting (RWC) presented the results of the downtown
parking analysis conducted by RWC, in partnership with ECONorthwest, and the
administration's recommendations for exploring parking management strategies to move the
parking program toward a financially self-sustaining platform. After Council discussion,
MOTION: Lund moved and Deccio seconded to direct staff to draft two ordinances
to bring back to Council for review: An ordinance amending the current parking
regulations to allow for paid parking in amounts and locations to be determined, in
part, by the parking study; and, an ordinance adding a chapter to Title 3 creating a
fund for parking revenue to go into so it can be used for improvements and
maintenance of the downtown. Included with those ordinances should be a map

showing the parking regulations for each area where the ordinance will change for
review. The motion carried by a 4-3 vote, with Brown, Byers, and Cousens voting no.
4. Annexation Strategy Report Summary
Community Development Director Joan Davenport provided an overview report of the
processes for annexation into the City of Yakima, as well as a summary of the unincorporated
regions within the City of Yakima Growth Area. After Council discussion,

further information on the price of an annexation consultation. The motion carried by
unanimous vote.
5. Adjournment
