2. Pledge of Allegiance
Mayor Deccio led the Pledge of Allegiance.
3. Interpreter Services
Mayor Deccio introduced Jorge Villasenor who announced interpreter services are available in
Spanish.
4. Open Discussion for the Good of the Order
A. Proclamations
Constitution Week proclamation
Councilmember Brown proclaimed September 17-23, 2022 as Constitution Week and Jill Scott
accepted the proclamation.
5. Council Reports
None.
6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion —see
motion directly below.)
MOTION: Lund moved and Byers seconded to approve the consent agenda. The
motion carried by unanimous vote.

the Washington Traffic Safety Commission for funding to provide traffic safety emphasis

H. Resolution authorizing a contract with Yakima Housing Authority, in the amount of
$300,000 of HOME Investment funds for acquisition reimbursement for the
construction of a 54-unit low income affordable housing project located at 1116
Fruitvale Blvd.
RESOLUTION NO. R-2022-127, A RESOLUTION authorizing an agreement with Yakima
Housing Authority in the amount of up to Three Hundred Thousand dollars ($300,000) in
Federal Housing and Urban Development HOME funds for acquisition reimbursement for
construction of 54 low-income housing units.
Resolution authorizing grant agreement acceptance from the Department of
Commerce through the Connecting Housing to Infrastructure Program (CHIP) to
the City of Yakima for the "Rod's House" project for system development charges
and utility infrastructure improvements
RESOLUTION NO. R-2022-128, A RESOLUTION accepting $185,352.00 through the
Connecting Housing to Infrastructure Program (CHIP) to be administered by the City of
Yakima's Community Development Department.

LightSpmed Networks, Inc. ("LS Networks") to nnnmtruot, operate and maintain a
Telecommunications System, with all necessary facilities, within the City of Yakima,
Washington (the "City"); setting forth provisions, terms and conditions accompanying the grant
of this Franchise; providing for City regulation of construction, operation, maintenance and use
of the Telecommunications System; prescribing penalties for the violations of its provisions;
and setting on effective date.
M. Ordinance amending the 2U22Budget for the City ofYakima and making
appropriations from unappropriated fund balances within various funds for
expenditure during 2O22for various purposes (Second Reading)

7. Public Comment
There was no public comment. MOTION: Byers moved and Lund seconded to adjourn
(recess) for approximately 10 minutes mmt|0 6:00 p.m. The motion carried by unanimous
vote. The meeting reconvened at5:OUp.nn.mtwhich time public hearings began.
PUBLIC HEARINGS
R. Public Hearing and resolution authorizing an interlocal agreement with Yakima County
regarding the 2022JAG Grant
Lieutenant Tory Adams reported onthe grant.
Mayor Deccio opened the public hearing and, with noone coming forward or calling into
speak, closed the hearing.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Cousens,mmcomded to adopt the resolution. The motion

RESOLUTION NO. R-2022-131, A RESOLUTION ratifying an application for a grant in the
total amount of $66,982 from the United States Department of Justice, Bureau of Justice
Administration, Edward Byrne Memorial Justice Assistance Grant Program.
9. Public meeting to consider the Notice of Intent to Commence the Prickly Pear Annexation in
the Vicinity of S 38th Avenue and Sorenson Road
Planning Manager Joseph Calhoun briefed Council on the annexation petition.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
MOTION: Lund moved and Cousens seconded to direct staff to draft the official
Annexation Petition and collect signatures from property owners to begin the
Annexation review procedures. The motion carried by unanimous vote.
10. Other Business
Councilmember Cousens announced the Sunfair Parade is at 10 a.m. on September 24, 2022.
Councilmember Byers reported the Growing Together Fair begins Friday and encouraged
community members to attend.
City Manager Harrison recapped the lobbying trip to Washington D.C., which he, Assistant
Mayor Lund, Councilmember Brown, Public Affairs Manager Beehler and City Engineer
Preston attended.
A. Executive Session to review the performance of a public employee per RCW
42.30.110 (1)(g)
MOTION: Lund moved and Cousens seconded to adjourn to an executive session for
30 minutes to review the performance of a public employee per RCW 42.30.110. The
motion carried by unanimous vote. Executive session was held at 6:06 p.m. and adjourned at
6:27 p.m. The Council meeting reconvened at 6:37 p.m.
MOTION: Byers moved Lund seconded to extend and amend the City Manager's
contract as discussed in Executive Session. The motion carried by unanimous vote.
11. Adjournment
MOTION: Lund moved and Cousens seconded to adjourn to a City Council study
session on September 27, 2022, at 5:00 p.m. in the Council Chambers. The motion
carried by unanimous vote. The meeting adjourned at 6:38 p.m.
