DECEMBER 9, 1968
The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Keith,
Lambert, McNeice and Robinson, City Manager McMicken and City Attorney Andrews present on
roll call. Councilman Kurbitz absent on roll call. It was MOVED by Robinson, seconded by
McNeice that Councilman Kurbitz be excused from this meeting: carried, Brown, Keith, Lam-
bert, Larson, McNeice and Robinson voting aye by voice vote.
The Invocation was given by Councilman Keith.
The minutes of the regular meeting of December 2, 1968, having been duly certified accurate
by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor
Larson declared said minutes approved as recorded. .
This being the time fixed for the. Hearing on . the appeal from the Planning Commission's
decision on Rezone Application filed by Harry L. Whitehead, requesting rezone of property
located at 107 N. Naches Avenue, said matter having been tabled until this date, Mayor
Larson stated that two appeals from the Planning Commission's decision to deny rezone appli-
cations of adjoining properties, have been filed with the City Clerk on this date, by Miss
Alvena C. Schlotfeldt and'William Greenwood, and Mr. Whitehead has indicated that he would
like the Hearing on his appeal to be continued to the date to be set for Hearings on the
appeals of the two adjoining properties. After due discussion, it was MOVED by Robinson,
seconded by McNeice that this matter be taken from the table and that January 6, 1969, be
fixed as the time for a Hearing by the City Council on the matter of Mr. Whitehead's appeal
from the Planning Commission's decision to deny said rezone: carried, Brown, Keith, Lam-
bert, Larson, McNeice and Robinson voting aye by voice vote. Kurbitz absent.
An Ordinance appropriating $2,500 for the Transit Department, having been read in its en-
tirety at the regular meeting on December 2, 1968, and being read by Title only at this
meeting, it was MOVED by Brown, seconded by Keith that Ordinance No. 1083 providing for
said appropriation, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and
Robinson voting aye on roll call. Kurbitz absent. City Manager McMicken explained that
the transit operation is doing nicely, stating that it is showing slight, but increased
gains in revenue. He further explained that this request for additional funds is occasion-
ed by an increase in overtime, due to vacation leaves of men who have finished working the
first year of this transit operation, and the difficulty in retaining a driver for relief
purposes, which explains why the costs have exceeded the estimates in the 1968 Budget.
ORDINANCE NO. 1083, AN ORDINANCE appropriating the amount of $2,500 from unappropriated
money in Fund No. 410- Transit Fund, to Account No. 7 -010, Permanent and Probationary Per -
sonnel, in the 1968 appropriation for 410, Transit Fund.
An Ordinance appropriating $3,000 for Police Relief and Pension Fund, having been read in
its entirety at this meeting, was laid on the table for one week or until December 16,
1968. City Manager McMicken explained that the appropriation is necessary because of the
unusually high medical bills for the Police Department.
An Ordinance appropriating $4,000 for Firemen's Relief and Pension Fund, having been read
in its entirety at this meeting, was laid on the table for one week or until December 16,
1968. City Manager McMicken explained that the appropriation is necessary because of the
unanticipated number of retirements from the Fire Department.
An Ordinance appropriating $2,800,000 for Domestic Water Improvement Fund, in order to pay
for costs of constructing additions and improvements to the domestic water system, having
been read in its entirety at this meeting, was laid on the table for one week or until
december 16, 1968.
The following reports were received and reviewed by the City Council:
1. Planning Commission's report on Rezone Application, filed by Harold Sanford,
requesting rezone of property situated at 3510 High View Drive.
2. Planning Commission's Report on its Resolution of Intention recommending a
change in the Yakima Municipal Code under Title 12.
3. Appeal from the Planning Commission's decision to deny application, filed by
Alvena C. Schlotfeldt, requesting rezone of property situated at 111 N. Naches
Avenue.
4. Appeal from the Planning Commission's decision to deny application, filed by
William Greenwood, requesting rezone of property situated at 105 N. Naches Ave.
5. City Engineer's Report on the completion of L.I.D. No. 960, North 58th Avenue
and Others Paving District.
After discussion on each of the above reports, it was MOVED by Robinson, seconded by Brown
that January 6, 1969, be fixed as the time for Hearings on said matters by the City Coun-
cil: carried, Brown,. Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote.

It was MOVED by McNeice, seconded by Keith that the report of the City Treasurer dated
November 30, 1968, regarding the investments of the City of Yakima, be accepted and approv-
ed: carried, Brown, Keith,' Lambert, Larson, McNeice and Robinson voting aye by voice vote.
Kurbitz absent. .
City Manager McMicken reporting that in connection with the construction of the City's .
water treatment plant, it is necessary for the City of Yakima to grant an easement to the
Pacific Power & Light Company in order to facilitate the furnishing of electric power to
the treatment plant, it was MOVED by Robinson, seconded by Keith that Resolution No. D -1281
authorizing the granting of an easement to the Pacific Power & Light Company, be passed as
read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call.
Kurbitz absent.

RESOLUTION NO. D -1281, A RESOLUTION authorizing the City of Yakima to grant an easement to
Pacific Power & Light Company.
City Manager McMicken read a portion of the minutes of the meeting of the Board of Trustees
of the Yakima Public Library, in which it was reported that the Yakima Valley Regional
Library needs additional shelves and it was suggested that they authorize the expenditure
of $658.56 from the A. E. Larson Library Fund, for the installation of book shelves in the
headquarters library of the Yakima Valley Regional Library.' After due discussion, it was •
MOVED. by Robinson, seconded by McNeice that Resolution No. D -1282 authorizing the expendi-
ture of $658.56 from the A. E. Larson Library Fund, which is the balance of the monies in
this Fund: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye.on roll
call. Kurbitz absent.
RESOLUTION NO. D -1282, A RESOLUTION authorizing the expenditure of $658.56 from the A. E.
Larson Library Fund of the City of Yakima. .
City Manager.McMicken referred to a Memo from the Office of the City Attorney regarding a
Damage Claim which had been filed with.the City Clerk on August 7, 1968, by Cecil Purdy,
918 S. 16th Avenue, in the amount of $23.33 for damages caused by a sewer backup when the
City moved a water meter, and recommending payment of this claim. After due discussion,
it was MOVED by Robinson, seconded by McNeice that Resolution No. D -1283 authorizing pay-
ment of said Claim for Damages to Cecil Purdy,' be passed as read: carried, Brown, Keith,
Lambert, Larson, McNeice and'Robinson voting aye on roll call. Kurbitz absent. •
