The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Keith,
Kurbitz, Lambert, McNeice and Robinson, City Manager McMicken and City Attorney Andrews
present on roll call.
The Invocation was given by Councilman Kurbitz.
The minutes of the regular meeting of November 1$, 1968, having been duly certified accu-
rate by two Councilmen, and no one present wishing to have said minutes read publicly, May.
Larson declared said minutes approved as recorded. -

This being the time for the Hearing on Resolution No. D -1272, a resolution of intention to
improve property by the construction of a pipe sewer, and there being no protests in wri-
ting or otherwise, it was MOVED by Brown, seconded by Lambert that Ordinance No. 107$
creating. L.I.D. No. 974, King Street Addition and Others Sanitary Sewer, be passed as read:
carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll
call. John Mayo, Director of Public Works, explained that once the sewer is put in there
will be a monthly service charge independent of the L.I.D. assessment. He further ex-
plained that the sewer will start on Pierce Street East of 12th Avenue and cross St. Johns.
The sewer will be located in back of the lots. .
ORDINANCE NO. 107$, AN ORDINANCE providing for the improvement of certain property by con-
structing a pipe sewer with the necessary wye branches and manholes; establishing a Local
Improvement District,'providing for the method of payment thereof, and creating a special
fund.
This being the time fixed for the Hearing on the Assessment Roll for L.I.D. No. 964, Dillo
Addition and Others Domestic. Water District, and there being no protests in writing or
otherwise, it was MOVED by Robinson, seconded by Brown that Ordinance No. 1079 confirming
said Assessment Roll and every part thereof, be passed as read: carried, Brown, Keith, Kur
bitz, Lambert, Larson, McNeice and Robinson voting aye on roll call.
ORDINANCE NO. 1079, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 964 as created and established by Ordinance No. 913 of the Ordinances of the
City of Yakima.
It was MOVED by Lambert, seconded by Robinson that Ordinance No. 10$0 fixing tax rates for
certain utilities namely; Electric, Steam Heat, Telephone and Gas Businesses, for the year
of 1969, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and
Robinson voting aye on roll call. Discussion indicated that utility tax has been added on
the business of selling and furnishing steam for heat or other commercial consumption; tha'
the tax has been increased to 3% on the business of selling and furnishing gas for heat,
power, light, and other purposes, and that the tax on electricity and telephone service re
main the same as in 1968.
ORDINANCE NO. 10$0, AN ORDINANCE relating to taxes upon certain utilities, fixing tax rate -,
providing for a surcharge, saving certain taxes and amending Section 5.50.050 of the City
of Yakima Municipal Code. .
It was MOVED by Brown, seconded by Lambert that Ordinance No. 10$1 relating to wages, hour-
and working conditions for all City employees other than Fire and Police be passed as read:
carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll
call. Discussion indicated that this ordinance recognizes all of the holidays as set forth
in the state statute as the holidays for City employees, thus adding three holidays to
those now given. It further increases the payment of medical premiums by the City from
$5 to S11. It recognizes the 5% increase allowed in the 1969 budget with exceptions of
certain positions in. the Planning Department and Engineering Department which are to get
from 7% to 10% increases in the year of 1969.
ORDINANCE NO. 10$1, AN ORDINANCE relating to personnel of the City of Yakima; specifying
the amount of the City contribution to employees' group insurance; designating job class-
ifications and salary ranges for city positions; specifying city holidays; and amending
Sections 2.04.030, 2.20.100 and 2.40.0$0 A. of the City of Yakima Municipal Code.
It was MOVED by Brown, seconded by Lambert that Ordinance No. 10$2 relating to wages,
hours, and working conditions for Police and Fire be passed as read: carried, Brown, Keith,
Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Discussion indi-
cated that this ordinance eliminates Step One in the salary schedule for Fire Fighters,
Alarm Operators, Patrolmen, and Police women and it provides for an extra shift off per
year in lieu of holidays for firemen in order to bring them up in line with other govern-
ment employees. Mr. Ken Groth, representing the Fire Department, commented that he felt
that the firemen are still not getting the holidays that are given to other government
employees. He further stated that proposals will be made for next years budget.
ORDINANCE NO. 10$2, AN ORDINANCE relating to personnel of the City of Yakima; declaring the
policy for pay steps; specifying time -off privileges for firemen; and amending Sections
2.20.040 and 2.22.030 of the City of Yakima Municipal Code.
It was MOVED by Robinson, seconded by Lambert that Resolution No. D -12$0 increasing con-
tributions to Statewide City Employees Retirement System from the present 8400 per month
per employee to an amount equal to the full compensation of each employee's coverage by
said retirement system: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robin-
son voting aye on roll call.
RESOLUTION NO. D -12$0, A RESOLUTION increasing the basis on which contributions to the
Statewide City Employees Retirement System are to be calculated commencing January 1, 1969.
The Planning Commission having recommended that the City Council endorse a planto estab-
lish Yakima and Kittitas County "Development Area" it was MOVED by Robinson, seconded by
Lambert that the City Council concur with and endorse this plan to establish the Yakima
and Kittitas County "Development Area ": carried, Brown, Keith, Kurbitz, Lambert, Larson,
McNeice and Robinson voting aye by voice vote.

ber 2, 1968, it was MOVED by McNeice, seconded by Keith that they be excused: carried,
Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote.
There being no further business to come before the Council, it was MOVED by Kurbitz, se-
