Brown, Keith, Lambert, McNeice and Robinson, City Manager McMicken and City Attorney Andrews present on roll call., Councilman Kurbitz absent on roll call. It was MOVED by Robinson; seconded by McNeice that Councilman Kurbitz, be excused from this meeting: carried, Brown,. Keith, Lam - bert, Larson, McNeice and Robinson voting aye by voice vote. The Invocation was given by City Manager McMicken. The minutes of the regular meeting of July 15, 1968, having been duly certified accurate • by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. .. . 1 I This being the time fixed . for the Hearing on Rezone Application filed by Retirement Income Corporation, requesting rezone of property located at 38th and Webster Avenue's, it was MOVED by Brown, seconded by Lambert that Ordinance No. 1050 accepting the recommendation 4 of the Planning Commission and rezoning said property, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. City Manager McMicken explained that the Planning staff and Planning Commission recommende. rezoning said property as requested. Mr. Pete Samuelson, of Sparkman & McLean, represent - ing,the Retirement Income Corporation, being present, explained the plans to build a multi family development on this property. Mr. Bob Buren. and Mrs. Edgar Peloquin, property owners in this vicinity asked questions about the height of the proposed buildings and what rental charges for - .these apartments will be. ORDINANCE NO. 1050, AN ORDINANCE accepting the recommendation of the Planning.Commission • and rezoning certain property situated on the east side of South 38th Avenue,; north of Webster Avenue, in City of Yakima, Washington, from B -2, Local Business Zone, to R -3, Multiple Family Zone. . Nob Hill Boulevard, it was MOVED by Lambert, seconded by McNeice that Ordinance No. 1051 accepting the recommendation of ,the Planning Commission and rezoning said property, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. City Manager McMicken reported that this rezone request is for three lots on which to, buil. a one -story apartment complex, and that the Planning staff and Planning Commission recom mended rezoning said property as requested. Mr. Charles Lyon, attorney representing the • property owners, presented aerial photos of this.property and explained that there will not be a traffic problem as there will be off - street parking, and access t� the proposed apartment building will be located on S.,20th Avenue, not the alley or on Nob;'Hill Blvd.. ORDINANCE NO. 1051,•AN ORDINANCE accepting the recommendation,of the PlanninglCommission and rezoning certain property situated at•the northwest corner of South 20th.Avenue and a West Nob Hill Boulevard, in the City of Yakima, Washington, from R -2, Two Family `Zone, to R -3, Multiple Family. Zone. City Manager McMicken stated'that regarding the appointment of members to the Planning Commission, who are appointed by 'the Council,•and to the Board of Adjustment,, who-are ' appointed by'the City Manager with the approval of the City Council,..that.on August 31, 1968, the terms ofItwo Planning Commission members expire. He reported that Ellis Cummins, who w<as appointed April, 1965 to replace Jim Cowan, ,has been serving an unexpired term and John Fairbrook, who. wasappointed to. replace Herb Frank and has been serving his unexpired . term, and suggested, that the Council reappoint these two men for term of six years. Mr. McMicken also reported that Paul Goole's term on the Board of Adjustment expires.on • July 25, 1968 and suggested that he be reappointed for a term of six years. Councilman Robin- son remarked that these men have served on.these Boards excellently and the other - Council . members concurred with his remarks. After due discussion, it was MOVED by-Robinson, seconded by Brown that Mr. Ellis Cummins and Mr. John Fairbrook be reappointed to the Planning Commission for a six year term which will expire, August, 1975 and Paul Goode be reappointed to the Board of Adjustment for a term of six years to expire July'25, 1974: ca - ried, Brown, Keith,. Lambert, Larson, McNeice and Robinson voting aye by voiceivote. Kur- bitz absent. • • City Manager McMicken reported that the new and enlarged Airport facilities are finished • and the furniture should be in by the middle of August and suggested that September 15, 1963, be set as the time for the Dedication of these facilities. He further reported that announcements of this Dedication will be mailed out, and a public ceremony planned. After due discussion, it was MOVED by Keith, seconded by McNeice that September 15, 1968, be set as the time for the Dedication of the new and enlarged Airport facilities: 'carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote.; Kurbitz absent. • - • • City Manager McMicken stated that it is necessary to purchase parts for the repair of a John Deere Loader -Hoe combination, and there is one source only from which this can be purchased. He requested authorization to purchase said material without calling for bids. After due discussion, it was MOVED by Brown, seconded by Keith that Resolution No. D -1234 • I/ authorizing the purchase of said material, without calling for bids, be passed as- ,read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll ca -11. D -1234, A RESOLUTION authorizing the purchase of material without calling • for bids. - • • • 454 • JULY 22, 1968 Public Works Director John Mayo referred to two aerial photos of the Airport that were posted on the Bulletin Board, and stated that these were taken by the State Highway Depart- . ment and that similar pictures of the entire Yakima area are available for reference, or copies may be purchased. Mayor Larson asking to be excused from the next Council meeting on July 29, 1968, it was MOVED by McNeice, seconded by Robinson that Mayor Larson be excused from said meeting: carried, Brown, Keith, Lambert, McNeice and Robinson voting aye by voice vote. Kurbitz absent. There being no further business to come before the Council, it was MOVED by Keith, seconded by McNeice that we do now adjourn at the hour of 3:40 P.M.: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote.
