Councilman Kurbitz- absent on roll call. It was MOVED by Robinson,,seconded by Keith that Councilman Kurbitz be excused from this meeting: carried, Brown, Keith, Lambert., Larson, McNeice and Robinson voting aye by voice. vote. *(Inadvertently left out above) City Manager McMicken and City Attorney Andrews present on roll call. II II The Invocation was given by Councilman Keith. The minutes of the regular meeting of June 10, 1968, having been duly certified accurate by two councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. Petition No. 612, Notice of Intention to Commence Annexation Proceedings, having been filed with the City Clerk on June 13, 1968, by Leo Fortier and Others, requesting annexation of property situated south of Nob Hill Boulevard, between 34th and 37th Avenues, it was MOVED by Robinson, seconded by McNeice that this date be set as the time for a meeting with: the ' initiating parties who signed the Notice of Intention to Commence Annexation Proceedings dated June 13, 1968: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Kurbitz absent. Mr. Leo Fortier, Mr. James Evans and Peggy and George Crow, owners of in excess of ten percent in value of the property for which annexation will be petitioned, and initiating parties who signed said Notice of Intention to Commence Annexation Proceedings, stating that they are willing to assume their share of the City's existing indebtedness, it was duly moved; seconded and passed that the annexation proposed by petition no. 612 (Notice of Intention to Commence Annexation Proceedings) be accepted by the City of Yakima and that the area sought to be annexed be required to assume the City's existing indebtedness. The above Motion was made by Robinson, seconded by Lambert and it carried:. Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Kurbitz absent. (Mr. Floyd Lightfoot, one of the signers on the Notice of Inten- tion to Commence Annexation Proceedings, was present after 8:30 P.M.) An Ordinance appropriating $68,203 from the Fire Capital Fund, (1965 Fire Levy), to pur- chase Airport crash truck, having been read in its entirety, was laid on the table for one week, or until June 24, 1968. An Ordinance appropriating $15,000 from unappropriated surplus and Current Expense Fund for Engineering salaries, and $30,000 for local share of Urban Arterial Street Improvement . Projects, having been read in its entirety, was laid on the table for one week, or until June 24, 1968. City Manager McMicken explained that the $15,000 is required in order to pay salaries for additional engineering personnel employed to augment the regular City staff during the work on the Urban Arterial Street projects, and the $30,000 is required to provide funds to be transferred to the Urban Arterial Street Fund for the purpose of;" providing operating cash and part of the required 10% matching funds for the Urban Arter- ial Street projects. City Manager McMicken reported that in connection with the Urban Arterial progress, that ABAM Engineers will be present at the next Council meeting on June 24, 1968, and as i , promised present their report on the matter of Grade Separation Project for "B" and Lin -.. coln Streets. He further stated that a public hearing will be held on the matter and letters will be sent to abutting property owners informing them of this hearing. . City Manager McMicken explained that the Contract between the City of Yakima and the • United States of America for the incarceration of Federal prisoners in the Yakima City Jail, expires on June 30, 1968, and that both parties to said contract desire to renew it. He further explained that the rate is $1.60 per person per day, which includes ordinary medical care. After due discussion, it was MOVED by Brown, seconded by Keith that Resolu- tion No. D -1219 authorizing the execution of said contract, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D -1219, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a contract with the United States of America for the incarceration of Federal prisoners in the Yakima City Jail. City Manager McMicken reported that as work has progressed on the remodeling and altera- tions of the Yakima Municipal Airport building, there have been several meetings with Mr. Eddie Mays, who leases the Airport Restaurant. He stated that Mr. Mays had made certain requests, some of which the City will take care of and others that the City Attorney has indicated Should care of by the Lessee. Mr. McMicken indicated that the City will take care of the following requested items: panel front desk area and re -hang gold chains, enclose service area, carpet stairway, provide music system with capability as before and install patio speakers, retile kitchen floor, repair bar sub - floor, and repair kitchen swinging door; He stated that the other requests -- recarpeting restaurant and lounge, and improving the decor of the ladies' restroom, are a part of the leased premises and additional interior decorating should be the responsibility of the lessee and not the City. Mr. McMicken explained that there needs to be a transfer of $2,500 within the 1968 Budget for Airport to install new flooringii•:. kitchen of the Prime Rib Restaurant at the Yakima Municipal Airport. Councilman Lambert suggested investigating the feasibility of using torginol for this flooring. After due discussion, it was MOVED by Robinson, seconded by Brown that Resolution No. D -1220 trarsFerring $2,500 within the 1968 . Budget for Airport, be passed as read: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye on roll call. Kurbitz absent. RESOLUTION NO. D -1220, A RESOLUTION transferring the amount of $2,500 within the 1968. appropriation for 390-Airport. 440 • • • • JUNE 17, 1968 • • City Manager McMicken stated that the Yakima Valley Shrine Club has filed an application to hold a parade on Saturday, September 28, 1968, from 2:00 to 4:00 P.M. He indicated that the Yakima Police Department has no objection, and recommended that the Council give approval and allow this parade. After due discussion, it was MOVED by Lambert, seconded by McNeice•that approval be given and said parade. be allowed: carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Kurbitz absent. : • City Manager McMicken requesting that Public Works.Director Frank Stein be authorized to travel to Denver, Coloradi, to look at three hydraulic sewer cleaners, with expenses paid, it was MOVED by Robinson, seconded by Lambert that Frank Stein be allowed said travel with • expenses paid: Carried, Brown, Keith, Lambert, Larson, McNeice and Robinson voting aye by voice vote.
