JUNE 10, 1968 The Council met in regular session, Acting Mayor Lambert presiding, Councilman Brown, Keith, Kurbitz and McNeice, City Manager McMicken and City Attorney Andrews present on roll call. Mayor Larson and Councilman Robinson absent on roll call. Mayor Larson having been excused at a previous meeting, it was MOVED by Keith, seconded by McNeice that Councilman Robinson be excused from this meeting: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye by voice vote. The Invocation was given by Councilman Brown.. The minutes of the regular meeting of June 3, 1968, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Acting Mayor Lambert declared said minutes approved as recorded. Petition No. 597, having been filed with the City Clerk on this date, by John Decoto, requesting annexation of property situated on the north side of West Washington. Avenue, it was MOVED by Keith, seconded by McNeice that the Petition for Annexation filed by John Decoto, being Petition .No. 597, be approved as meeting the requirements of law; that said Petition be referred to the City Manager and Planning Commission for study and recommenda- tion; that the Mayor be authorized to convene a Review Board, as required by law, for a hearing and review of this proposed annexation; and that July 8, 1968, be set as the date for a public hearing 15y the City Council on this Petition: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye by voice vote. Larson and Robinson absent. , Damage Claims were filed with the City Clerk by Raymond F. Strong, 1008 S. 27th Avenue, in the amount of $791.00, George E. McNeill, 1007 S. 27th Avenue, in the amount of $542.11, and Ray C. Jones, 1010 S. 27th Avenue, in the amount of $118.22, all for damages caused to property and personal belongings by water due to insufficient drainage due to construction of apartments. A Damage Claim was also filed with the City Clark by Herman G. Guenther, 702 S. 15th Avenue in the amount of $73.80 for damages caused to his automobile when a City Water Department truck backed into it. After due discussion, it was MOVED by Brown, seconded by McNeice that said damage claims be referred to the City Manager and Staff for study and recommendation: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye by voice vote. Larson and Robinson absent. Mrs. Selby Hanson, a member of the Mayor's Committee on Human Rights, being present, state6 that they feel that the people of the City are not aware of many of the problems of the community. She suggested that more effective use of the Mayor's Committee might be made if the Council could use this Committee's information and effectively communicate to the people these various problems. Councilmen Lambert and Keith indicated that they felt that one of the main problems in this situation is the lack of effective communication and that there should be some type of a coordinating group. The Planning Commission reporting on Rezone Application filed by Frank Homes Tire Service, Inc., et al, requesting rezone of property located on the east side of N. Front Street, between East "G" and "H" Streets, it was MOVED by Keith, seconded by Brown that June 24, 1968, be set as the time for a hearing by the City Council on the matter of the rezone of certain property as petitioned by Frank Homes Tire Service, Inc., et al, and that the City Clerk give notice of such hearing as required by law: carried, Brown, Keith, Kurbitz, Lam- bert and McNeice voting aye by voice vote. Larson and Robinson absent. The Planning Commission reporting on Petition No. 608, filed by Traders Realty Co., re- questing Vacation of the alley located north of Elm Street and west of N. 1 Ave., it was MOVED by Brown, seconded by Keith that Resolution No. D -1217 setting July 8, 1968 as the time for a hearing by the City Council on said Petition, be passed as read: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye on roll call. Larson and Robinson absent. RESOLUTION NO. D -1217, A RESOLUTION fixing the time and place for hearing on petition for vacation of a public alley. The Planning Commission . reporting on creating a Planned Development District Zone, it was MOVED by Keith, seconded by McNeice that June 24, 1968, be set as the time for a hearing by the City Council on said matter: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye by voice vote. Larson and Robinson absent. Acting Planning Director Ed Loid- hamer explained that the history of zoning has been that it has been inflexible and througr. the use of a planned development committee, it is hoped to improve the zoning picture and allow the creation of planned residential developments and greater flexibility in zoning matters. Larson and Robinson absent. City Manager McMicken reported that a letter was received from H. Washburn, Manager,• Yakima Ambulance Service, notifying the City of changes in the charges of oxygen.- resuscitation and Suction, which increase is due to the increase in the cost ofoxygen. Councilman Brown commented that Public Works Director Frank Stein's letter in the Yakima paper explains very plainly the reasons for the charges for irrigation.- Council members suggested that in the future this letter might be sent to the customer, with the statement of charges. 438 ' JUNE 10, 1968 v` There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Keith that we do now adjourn at the hour of 3:40 P.M.: carried, Brown, Keith, Kurbitz, Lambert and McNeice voting aye by voice vote.
