JUNE 3, 1968 The Council met in regular session, Mayor Larson presiding, Councilmen Brown, Keith, Kur- bitz, Lambert, McNeice and Robinson, City Manager McMicken and. City Attorney Andrews present on roll call. The Invocation was given by Councilman Kurbitz. The minutes in the regular meeting of May 27, 1968, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded.. A Damage Claim having been filed with the City Clerk on May 27, 1968, by Home Federal Sav- ings & Loan Association of Yakima, 214 W. Yakima Avenue, in the amount of $11,527.47, for damages caused by water to new construction, it was MOVED by Robinson, seconded by Brown that said Damage Claim be referred to the City Manager for study and recommendation: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. In accordance with action taken at the Council meeting of May 27, 1968, it was MOVED by Brown, seconded by Lambert that Ordinance No. 1036 amending the Yakima Municipal Code and reorganizing Finance Department, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. ORDINANCE NO. 1036, AN ORDINANCE relating to the organization and duties of administrative departments of the City of Yakima; specifying the functions of the Finance Department, the Division of General Accounting and the Division of Treasury; and amending Sections 1.18.060, 1.18.065 and 1.18.070, and repealing Section 1.18.075, all of the City of Yakima Municipal Code. In accordance with action taken at the Council meeting of May 27, 1968, it was MOVED by Robinson, seconded by McNeice that Ordinance No. 1037 amending the Compensation Plan, creating a new position of Controller and abolishing the position of Assistant Finance Director, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. ORDINANCE NO. 1036, AN ORDINANCE relating to City personnel; designating job classifica- tions and salary ranges for certain City positions; and amending Subsection 2.20.100 (a) of the City of Yakima Municipal Code. - City Manager McMicken reported that the Staff has met with the Yakima Mall - Shopping Center Corporation people and because they are planning to add additional space„and for various other reasons, including problems of construction, they will not be ready for the Vacation of the property by the effective date of July 1, 1968. He recommended that the effective date of the Vacation of 4th Street between Yakima Avenue and "A" Street, be deferred until November 1, 1968, and explained that it will be necessary to hold a Hearing on amending Ordinance No. 1012, passed on March 11, 1968,providing for said Vaction. After due discussion, it was MOVED by Keith, seconded by Brown that Resolution No. D -1212 fixing the time and place for a public hearing on said matter and providing that such Vacation shall be effective on November 1, 1968, be passed as . read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1212, A RESOLUTION fixing the time and place for a public hearing on the amendment of Ordinance No. 1012, passed March 11, 1968, vacating a portion of North 4th Street and certain alleys in the City of Yakima, to provide that such vacation shall be effective on November 1, 1968. City Manager McMicken explained that with reference to the reorganization of the Finance Department, and particularly with the conversion to Data Processing equipment, an agree- ment with International Business Machines Corporation needs to be made at this time in order that some of the first functions may be ready by January 1, 1969. After due dis- cussion, it was MOVED by Robinson, seconded by Lambert that Resolution No. D -1213 authoriz- ing the execution of an agreement with International Machines Corporation, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson vot- ing aye on roll call. RESOLUTION NO. D -1213, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with International Business Machines Corporation. City Manager McMicken explained that the Finance. Director advises that it . is necessary to transfer $70,000, plus interest, from Construction Expenditures in the 1967 Budget of the Airport Improvement Fund to Loan Repayments. It was then MOVED by Brown, seconded by Kurbitz that Resolution No. D -1214 authorizing said transfer of funds, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1214, A RESOLUTION transferring the amount of $72,675.55 within the 1967 Budget for 912- Airport Improvement Fund. City Manager McMicken explained that the City of Yakima had hired the use of a Littleford heater - planer for use in connection with the improvement of certain City streets. Public Works Director John Mayo explained that the heater - planer was used while Superior Asphalt Paving Company had it in town for the Nob Hill Boulevard- 16th to 24th Avenue project, thus saving move -in and move -out costs of $250. After due discussion, it was MOVED BY Robinson, seconded by Keith that Resolution, No. D -1215 authorizing the rental of a heater - planer for the amount of $846.45, without calling for bids, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. • 434 • • • JUNE 3, 1968 J ,1 RESOLUTION NO. D -1215, A RESOLUTION authorizing and ratifying the.hiring of equipment without - calling for bids. • City Manager McMicken explaining that it is necessarythat'the City of Yakima immediately purchase material in order to repair a Heil 20 cubic yard Garbage Packer truck which is available from one source only, it was MOVED by Lambert, seconded by. Keith that Resolution No. D -1216 authorizing the purchase of said repair parts, without calling for bids, be ' passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. • . RESOLUTION NO.'D -1216, A RESOLUTION authorizing the purchase of material without calling for bids. • • City Manager McMicken requested that authorization be given for.Battalion Chief Lindberg and Francis Showman of the Fire Department to travel to Fort Wayne, Indiana, to pick up the Snorkel, stopping on the way at'Chicago, Illinois, for training. He explained that they will receive training at the Factory at.Fort Wayne. He further reported that the Snorkel will then be delivered to Cornelius, Oregon'for completion. Mr. McMicken stated that the expenses for the trip will be'paid, except the two days in Chicato. After. due discussion, it was MOVED by Keith, seconded by' McNeice that said travel be allowed and • expenses in the amount of $36:00 be paid:' carried, Brown, Keith, Kurbitz, Lambert, Larson, .
