Richter CITY TREASURER • • • 426 MAY 6, 1968 It'.was MOVED by Keith, seconded by McNeice that the Report of the City Treasurer dated April 30, 1968, regarding the investments of the City of Yakima, be accepted and approved:: • carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice . vote. . City Manager McMicken referred to a request by the Water Department to purchase some butterfly valves without calling for bids. He stated that Public Works Director John Mayo and Public Utilities Director Frank Stein have been working on matters regarding the water system in connection with the road construction on 16th Avenue and have been involved in studies at Pullman with the Mcllroy analysis machine and other factors which corroborat- their findings. John Mayo referred to a map showing the distribution of water and locatio of the water.mains in the City. • He mentioned that the Mcllroy analysis made seven years • ago recommended certain'grid mains to be installed and nothing was mentioned•about 16th • Avenue. He further stated that Peggy Rabung, Water Department Engineer, brought attention to the possible need for installing additional mains on 16th Avenue before construction is • started. He stated that the first look at the Mcllroy study did not show this, but in checking it was found that this matter was overlooked in the 1962 report. Frank Stein. • explained that a certain type of butterfly valve is being requested which will match exist ing equipment and there is only one available source that can meet the County construction schedule for improving 16th Avenue. After due discussion, it was MOVED by Brown, seconded by Lambert that Resolution No. D -1200 authorizing the purchase of labor'and materials with . out calling for bids for water valves, be passed as read: carried, Brown, Keith, Kurbitz, - . Lambert, Larson, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1200, A RESOLUTION .authorizing the purchase of material without calling . for bids. . .City Manager McMicken :referred to another matter of purchasing certain'pipe without callin. for bids, which is not on the agenda, but was brought to his attention on this date. He . explained that the purchase of this material without calling forbids is necessary in orde. . to get the water main installed during and as a part of the widening and improving of 16th Avenue, and the suppliers listed are the only ones that can supply said material in time to meet the schedule of construction. Council members asked if this amount of money can . legally be spent for materials, without calling for bids. City'Attorney Andrews explained that the City Charter limits to an amount of $500 without calling for bids unless the City Council declares an emergency to exist and they can then authorize purchase of such ' material without calling for bids.. City Manager McMicken spoke to the emergency stating - that both the Engineering Department and the Staff found this to be an emergency'as it.is a matter of putting in the pipe before constructing the road. After due discussion, it was MOVED by Brown, seconded by .Lambert that Resolution No. D -1201 authorizing the pur- chase of pipe and .other materials without calling for • bids, be passed as read: carried, . : •Brown, Keith, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. . RESOLUTION NO. D -1201, A RESOLUTION authorizing the purchase of material without calling for . City Manager McMicken reported that E. Randall Johnson wishes to enterinto'a Farm Lease . Agreement with the City for use of.the high level'reservoir property at North 58th Avenue and Scenic Drive. After due discussion, it was MOVED by Lambert, seconded•by Robinson . that Resolution No. D- 1202•authorizing the execution of said Lease Agreement, be passed • • as read: carried, Brown; Keith, Kurbitz, Lambert, Larson, MeNeice and Robinson voting aye .' on roll call. . .::: • RESOLUTION NO. D -1202, A RESOLUTION' authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a Lease, Agreement with E. Randall Johnson. City Manager McMicken reported that it is proposed, that a Yakima Area Arboretum be created between the Yakima - River and Interstate Highway 82 near the City of Yakima. He further . reported that the Chamber of Commerce is supporting this matter. After due discussion,, it was MOVED by Keith, seconded by Brown that Resolution No D -1203 supporting the creation and development of said Yakima Area Arboretum, be passed as read: carried, Brown, Keith, Kurbitz, Lambert, Larson, McNeice Robinson voting aye on roll call. . . RESOLUTION NO. D -1203, A RESOLUTION supporting the creation and development of a. Yakima Area Arboretum. City Manager McMicken recommended that three Firemen, Eddie Lexa, Michael Nugent and Donal. Munroe, who are recommended Fire Chief Shockley to go to an Arson Seminar in Eugene, . Oregon, May 13 to 17, 1968, be said travel with expenses paid. He also recommende. that two Investigators from the Police Department, James Beaushaw and Robert Jones, be authorized to attend the Western•States Crime Conference, May 19 to 22, 1968,'at Salt Lake City, Utah,' with expenses paid.
