Councilmember Brown proclaimed September 17-23, 2022 as Constitution Week and Jill Scott
accepted the proclamation.
5. Council Reports

6. Consent Agenda
Mayor Deccio referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.
(Items on the Consent Agenda are handled under one motion without further discussion—see
motion directly below.)
MOTION: Lund moved and Byers seconded to approve the consent agenda. The
motion carried by unanimous vote.

RESOLUTION NO. R-2022-127,A RESOLUTION authorizing an agreement with Yakima
Housing Authority in the amount of up to Three Hundred Thousand dollars ($300,000) in
Federal Housing and Urban Development HOME funds for acquisition reimbursement for
construction of 54 low-income housing units.

RESOLUTION NO. R-2022-130,A RESOLUTION accepting $299,771.00 through the
Connecting Housing to Infrastructure Program (CHIP) to be administered by the City of
Yakima's Community Development Department.
L. Ordinance granting a telecommunications system franchise to Lightspeed
Networks, Inc.
ORDINANCE NO. 2022-026,AN ORDINANCE granting a non-exclusive franchise to
LightSpeed Networks, Inc. ("LS Networks") to construct, operate and maintain a
Telecommunications System,with all necessary facilities,within the City of Yakima,
Washington (the"City"); setting forth provisions, terms and conditions accompanying the grant
of this Franchise; providing for City regulation of construction, operation, maintenance and use
of the Telecommunications System; prescribing penalties for the violations of its provisions;
and setting an effective date.

7. Public Comment
There was no public comment. MOTION: Byers moved and Lund seconded to adjourn
(recess)for approximately 10 minutes until 6:00 p.m. The motion carried by unanimous
vote. The meeting reconvened at 6:00 p.m. at which time public hearings began.
PUBLIC HEARINGS
8. Public Hearing and resolution authorizing an interlocal agreement with Yakima County
regarding the 2022 JAG Grant
Lieutenant Tory Adams reported on the grant.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
The City Clerk read the resolution by title only.
MOTION: Byers moved and Cousens seconded to adopt the resolution. The motion
carried by unanimous vote.

RESOLUTION NO. R-2022-131,A RESOLUTION ratifying an application for a grant in the
total amount of$66,982 from the United States Department of Justice, Bureau of Justice
Administration, Edward Byrne Memorial Justice Assistance Grant Program.
9. Public meeting to consider the Notice of Intent to Commence the Prickly Pear Annexation in
the Vicinity of S 38th Avenue and Sorenson Road
Planning Manager Joseph Calhoun briefed Council on the annexation petition.
Mayor Deccio opened the public hearing and, with no one coming forward or calling in to
speak, closed the hearing.
MOTION: Lund moved and Cousens seconded to direct staff to draft the official
Annexation Petition and collect signatures from property owners to begin the
Annexation review procedures. The motion carried by unanimous vote.
10. Other Business
Councilmember Cousens announced the Sunfair Parade is at 10 a.m. on September 24, 2022.
Councilmember Byers reported the Growing Together Fair begins Friday and encouraged
community members to attend.
City Manager Harrison recapped the lobbying trip to Washington D.C., which he,Assistant
Mayor Lund, Councilmember Brown, Public Affairs Manager Beehler and City Engineer
Preston attended.

MOTION: Byers moved Lund seconded to extend and amend the City Manager's
contract as discussed in Executive Session. The motion carried by unanimous vote.
11. Adjournment
MOTION: Lund moved and Cousens seconded to adjourn to a City Council study
session on September 27, 2022, at 5:00 p.m. in the Council Chambers. The motion
carried by unanimous vote. The meeting adjourned at 6:38 p.m.

3. Public comment(allow 15 minutes)
Mayor Deccio called the Yakima City Council Study Session meeting to order at 5:00
p.m. Present: Mayor Janice Deccio, presiding,Assistant Mayor Soneya Lund and
Councilmembers Matt Brown, Patricia Byers, Holly Cousens, Danny Herrera and Eliana
Macias (attending via Zoom)
Staff: City Manager Robert Harrison, City Attorney Sara Watkins and City Clerk Sonya Claar
Tee and Records Administrator Brandy Bradford
Makayla Huckabee, City resident and relative of missing child Lucian Munguia, read a letter
from the family regarding concerns about the safety of the Munguia family due to a Facebook
page and shared her dismay about Councilmember Byers' participation on the page.
Councilmember Byers responded to the comments, apologized, and explained her
involvement with the social media page.
Amy Bailey, non-resident and Aunt of missing child Lucian Munguia, shared additional
concerns about Councilmember Byers participation on the Facebook page. Councilmember
Byers apologized and stated there was no ill intent.
Mike Kay, Director of Camp Hope, reported that he spoke at a recent Code Administration
conference about Camp Hope and noted Yakima is not alone with the homeless issue. He

discouraged Council from considering the responses of three larger West Side Counties as
a guide for Yakima and encouraged a diverse response for the homeless in our community.
Councilmember Cousens stated at the next regular business meeting she will be asking for a
future study session regarding safety in City parks.
MOTON: Lund moved and Cousens seconded to take a 5 minute recess. The motion
carried by unanimous vote and adjourned at 5:19. The meeting reconvened at 5:24.
4. Downtown parking presentation
Mayor Deccio announced that due to a scheduling conflict with the consultant, this item is
postponed until October 11, 2022.
5. Homeless Network presentation
Lee Murdock, Director of the Homeless Network of Yakima County, presented on why
homelessness exists and what is being done to address it. She reviewed the types of
housing available, necessary income for each, and what is needed to help the current
situation in our community, as well as the contributing factors. Ms. Murdock's
recommendation to address the gaps is to plan, collaborate, shift the focus, help transition
people out of shelters, and promote using data driven decision making. She reported 660
people were successfully placed into homes last year.
6. Homeless Coalition presentation
Esther Magasis takima Count Human Services`Director, presented on the 2022 HHA RFP
Award process M nducted b�the-Yakima County'DepartmenLof Human Services and the
2163 local filing f�es She st ted the primary-purpose of the Yakima County Homeless
Coalition is to d velop and red iew the Yakima County 5-year plan. In addition, she reviewed
the 2163 surcharge for local homeless housing and assistance (2163 local filing fees),
which must be used by the County to accomplish the Homelessness Housing and
Assistance Act.

MOTION: Lund moved and Cousens seconded to adjourn to a City Council study
session on October 4, 2022, at noon in the Council Chambers. The motion carried by
unanimous vote. The meeting adjourned at 6:24 p.m.
