HomeMy WebLinkAbout09/05/1967 Business Meeting 323 SEPTEMBER 5, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lynch, McNeice and Robinson, Acting City Manager Friedline and City Attorney Andrews pres- ent on roll call. Councilman Lambert absent on roll call.. It was MOVED by. Robinson, seconded by Lynch that Councilman Lambert be excused from this meeting: carried, Brown, Kurbitz, Larson, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Brown. The minutes of the regular meeting of August 2$, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. . MOVED by Lynch, seconded.by Brown that Resolution No. D -1114 authorizing hiring of work and purchase of materials without calling for bids, for repair of a National Cash Register accounting machine, be passed as read: carried, Brown, Kurbitz, Larson, Lynch, McNeice and Robinson voting aye on roll call. Lambert absent. Finance Director Ray McGraw explained that by the repairing of this machine, it should keep i:-;. in service for another six years. He further explained that this is a $7,000 machine, with a life .expentarlcy of about fifteen years, and they would not want to purchase a new one at this time, because within the next few years, may go to electronic or data processing accounting. RESOLUTION NO. D- 1114., A RESOLUTION authorizing the hiring of work and the purchase of materials without calling for bids. Bids were received and considered by a Bid Board on this date for the 1967 Asphalt Concrete Overlay Program as follows: Yakima Cement & Asphalt Paving Co. 823,121.75 Superior Asphalt and Concrete Co. 23,2$1.90 The City Engineer reporting that Yakima Cement and Asphalt Paving Company of Yakima, having submitted the low bid, and recommending that they be awarded the contract, it was MOVED by Robinson, seconded by McNeice that the Engineer's recommendation be accepted and the bid be awarded to Yakima Cement & Asphalt Paving Co. of Yakima, in the . amount of S23,121.75, and that the City Manager be and is hereby authorized to enter into a contract with said con - tractor upon the filing of the proper bond and insurance: carried, Brown, Kurbitz, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Lambert absent. Public Works Director John Mayo explained that bids are considerably higher than the Engineer's estimate because the Engineer's estimate is based on what they did last year, and the contractors bidding this year have other jobs, and have bid this job more on a flat rate instead of basing their figures on length of haul and job on each street, thus giving a higher bid than if they had worked it out more in detail as did the Engineer's department. Mr. Galloway being present, stated that he has been watching the buses, and being retired with time to help out, would like to talk to people and to help get the people to ride the buses. He further stated that he has suggestions and would like to talk to someone about this situation. Council members indicated that they are very pleased to hear from someone interested enough to offer to help get people to ride the. City buses and suggested that he meet with Mr. Martin Friedline after this meeting to either discuss with him his ideas and suggestions, or set up an appointment to meet with him at a later date on this matter. Mayor Larson introduced two guests from Japan, Mr. Morita and Mr. Kamamato, who are interes- ted in various aspects of municipal administration. Acting City Manager Friedline reported that in accordance with Statute, the Preliminary Budget for 196$ has been duly filed with the Mayor and Councilmen for their consideration. He further stated that the staff is ready to meet with council members and consider any suggestions that they may have. After due discussion, it was MOVED by Robinson, seconded by Brown that a resolution adopting the Preliminary Budget for 1968, be prepared for the Council's consideration at next week's Council meeting on September 11, 1967: carried, Brown, Kurbitz, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Lambert absent. (Mayor Larson explained that the new City Manager, Craig McMicken, will not be here until next week, instead of today as planned, because his father passed away this weekend.) Don Brazier, former Council member, now a member of the Washington State Legislature, explained that he is a member of a committee studying the matter of the funds allotted to the Cities and is particularly interested in how this fits into the Yakima City Budget. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour. of 3:25 P.M.: carried, Brown, Kurbitz; Larson, Lynch, McNeice and Robinson voting aye by voice vote.
