YAKIMA CITY COUNCIL
STUDY SESSION
September 13, 2022

1. Roll Call
Present: Mayor Janice Deccio, presiding and Councilmembers Patricia Byers, Holly
Cousens, Danny Herrera and Eliana Macias (attending virtually via Zoom)
Staff:Acting City Manager Rosylen Oglesby,Acting City Attorney Cynthia Martinez and City
Clerk Sonya Claar Tee
Absent and excused: Assistant Mayor Soneya Lund and Councilmember Matt Brown
Police Chief Murray provided an update to Council on the search for missing child Lucian
Munguia. After several days of technology resources being utilized in the search, the
community is now being included in volunteer search opportunities.
2. Public comment (allow 15 minutes)
None.
3. Safety Concern- S. 16th Avenue
Public Works Director Scott Schafer reported at the City Council Retreat held on July 12,
2022, concerns were voiced regarding the safety of pedestrians crossing South 16th Avenue
from Chuck Austin Place. Mr. Schafer advised there are two options the City can take: 1)
install approximately 863 feet of sidewalk on the westside of S. 16th Avenue at an estimated
cost of$118,460, or 2) install a hybrid pedestrian crosswalk for crossing 16th Avenue to an
existing sidewalk at an estimated cost between $75,000 and $150,000, which may be eligible
for grant funding. Mr. Schafer noted Perry Technical Institute plans an expansion of their
property on 16th Avenue, which will trigger Yakima Municipal Code Title 12, so the majority of
the sidewalks would be resolved, with the exception of two properties. Councilmember
Byers requested additional information regarding Perry Technical Institute's timeline for
campus expansion.
4. Traffic Safety Session
Captain Boyle and Lieutenant Cavin presented traffic safety information to Council in
response to concerns voiced at the City Council Retreat held on July 12, 2022. Captain
Boyle reviewed the highlights of the report provided to Council, together with national, state,
and local statistics relating to: staffing, discretionary time, political climate and the impacts of

those factors on traffic safety enforcement.
Lieutenant Cavin advised Council on blood sample DUI state lab report delays and lab
results containing higher amounts of Fentanyl over the last 18 months.
Acting City Attorney Cynthia Martinez responded to Council inquiries regarding charging and
prosecution of DUI cases.
5. Yakima County Development Association presentation
Yakima County Development Association (YCDA) Executive Director Jonathan Smith shared
a PowerPoint on YCDA's economic development programs and outcomes.
6. Adjournment
MOTION: Byers moved and Cousens seconded to adjourn to the next City Council
regular meeting on September 20, 2022, at 5:30 p.m. in the Council Chambers. The
motion carried by unanimous vote, Brown and Lund absent. The meeting adjourned at 6:24
p.m.
