HomeMy WebLinkAbout07/17/1967 Business Meeting 302 1 JULY 17, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson, Acting City Manager Friedline and City Attorney Andrews present on roll call. The Invocation was given by Councilman Lambert. The minutes of the regular meeting of July 10, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. Petition No. 537, having been filed with the City Clerk on July 17, 1967, by Larry D. Zerr and Others, requesting annexation of property south of W. Mead Avenue, between S. 7th and Cornell Avenues, it was MOVED by Robinson, seconded by Lambert that the Petition for Annexation filed by Larry D. Zerr & Others, being Petition No. 537, be approved as meeting the requirements of law; that said Petition be referred to the City Manager and Planning Commission for study and recommendation; that the Mayor be authorized to obtain waivers of a meeting by a Review Board; and that August 21, 1967, be set as the date for a. public hearing by the City Council on this Petition: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. ,(more time taken to date of hearing due to Primary. Election and rule of 30 days for Ordinance to become effective) Petition No. 540, having been filed with the City Clerk on July 11, 1967, by Claude D. Ludwig and Others, requesting improvement of property by the paving of the alley in Block 390, which runs north from Yakima Avenue between 10th and llth Avenues, it was MOVED by Lynch, seconded by McNeice that said Petition for the creation of a Local Improvement District, be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. MOVED by Robinson, seconded by Brown that Resolution No. D -1093, authorizing the execution of a Water Pipe Permit agreement with the Northern Pacific Railway Company, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. City Attorney Andrews explained that this agreement gives the City permission to install an $"' water main across the Northern Pacific Railway Company. property. RESOLUTION NO. D -1093, A RESOLUTION authorizing and directing the Mayor and the City Clerk of the City of Yakima to execute a Water Pipe Permit Agreement with the Northern Pacific Railway Company. . MOVED by Robinson, seconded by Brown that Resolution No. D -1094 authorizing and directing the sale of surplus personal property owned by the City of Yakima, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Acting City Manager Martin Friedline explained that this is all old material, some had been previously used by the Fire Department and now replaced, the snow plow had been used at the Airport, and the fluorescent lights are ones that have been replaced in City Hall. He further explained that this Resolution directs the calling for bids on this material, and in the event of no acceptable bids, authorizes the disposition of said property by the Purchasing Agent. RESOLUTION NO. D -1094, A RESOLUTION authorizing and directing the sale of surplus personal property owned by the City of Yakima. MOVED by Lambert, seconded by Brown that Resolution No. D -1095 authorizing payment of $20 to Mrs. B. A. Perham in settlement of a Damage Claim, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch and McNeice voting aye on roll call. Robinson asking to b= excused from voting because of a conflict of interests. City Attorney Andrews explained that a City garbage truck damaged the claimant's garage. RESOLUTION NO. D -1095, A RESOLUTION authorizing and directing the payment of $20 to Mrs. B. A. Perham, Jr., in settlement of a damage claim. MOVED by Robinson, seconded by Lambert that Resolution No. D -1096 authorizing the payment of $20.$4 to Mr. Hugh Thomas in settlement of a damage claim, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Cit Attorney Andrews explained that an electrical service connection between the claimant's house and garage was damaged by an employee of the Municipal Garbage Department. RESOLUTION NO. D -1096, A RESOLUTION authorizing and directing the payment of $20.$4 to Hugh Thomas in settlement of a damage claim. MOVED by Lynch, seconded by Brown that Resolution No. D -1097 accepting the Grant Offer of F. A. A. in the amount of $560,2$7. to be used for the construction improvements to the Yakima Municipal Airport, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, • Lynch, McNeice and Robinson voting aye on roll call. Public Works Director John Mayo explained that the next step after the passage of this Resolution by the Council, will be the awarding of the contracts, and within a matter of approximately ten days, work should start on this project, which now includes the taxiway lighting. RESOLUTION NO. D -1097, A RESOLUTION accepting the Grant Offer of the United States of America through the Federal Aviation Administration in the maximum amount of $560,287 to be used under Project No. 9 -4 023 -C810 for the construction improvements to the Yakima Municipal Airport. Mr. Herman Knopff, 212 N. 35th Avenue, stated he was present to inquire about the applica- tions received for the position of City Manager, and that he feels that the City Manager position should be filled by a man from the City, or at least the County, of Yakima, who knows the problems of our City, instead of some place outside the area. Council members explained that they will try to find the man with the best qualifications that they possibly can, and if any local or county person is qualified and applies, his application will certainly be considered. 303 JULY 17, 1967 Acting City Manager Friedline requesting and recommending that Frank Stein, Public Utili- ties Director, and John Danker of the Water -Sewer Department, be allowed to travel to Salem, Oregon, to look at a sewer pipe sealing demonstration, at an approximate cost of S50, it was MOVED by Lynch, seconded by McNeice that said travel be allowed with expenses paid: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. There being no further business to come before the Council, it was MOVED by Kurbitz, secon- ded by Lynch that we do now adjourn at the hour of $:35 P.M.: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
