HomeMy WebLinkAbout07/03/1967 Business Meeting 297 JULY 3, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Lambert, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilmen Brown and Kurbitz absent on roll call. Councilman Brown, being in the hospital, it was MOVED by Robinson, seconded by Lynch that. Councilmen Brown and Kurbitz be excused from this meeting: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of June 26, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. An Ordinance appropriating $1,524.00 within the 1967 Budget for thelunicipal Court, having been read in its entirety, was ordered laid on the table for one week or until the next regular meeting of the City Council on July 10, 1967. MOVED by Lambert, seconded by Robinson that Ordinance No. 934 relating to the Comp. plan for crafts, operators and maintenance personnel, and amending the Yakima Municipal Code, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. City Manager Smith explained that this is primarily a reclassification change in personnel rather than a salary change. . ORDINANCE NO. 934, AN ORDINANCE relating to personnel and salaries; designating the classi- fication plan and salary ranges for crafts, operators and maintenance personnel; and amending Subsection 2.20.100 (f) of the City of Yakima Municipal Code. MOVED by Lambert, seconded by Lynch that Resolution No. D -10$7 authorizing the acquisition of property from Mrs. Esther A. Graham and authorizing the execution of an Irrigation Pipe Agreement, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. City Manager Smith explained that this trans- action is in connection with the relocation of Washington Avenue and the Yakima Municipal Airport improvements. RESOLUTION NO. D -10$7, A RESOLUTION authorizing the acquisition of real property from Mrs. Esther A. Graham; and authorizing the execution of an Irrigation Pipe Agreement incidental thereto. . MOVED by Robinson, seconded by Lambert that Resolution No. D - 108$ authorizing the execution of a deed conveying property to William and Ruth Todd, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. City Manager Smith explained that this transaction is also connected with the relocation of Washington Avenue and the Yakima Municipal Airport improvements. RESOLUTION NO. D -10$$, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a deed conveying property to William Todd and Ruth Todd. MOVED by Lynch, seconded by Lambert that Resolution No. D -10$9 authorizing the execution of a deed conveying property to Decoto Aircraft, Inc., be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. City Manager explained that this transaction is also connected with the relocation of Washington Avenue and the Yakima Municipal Airport improvements. RESOLUTION NO. D -10$9, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a deed conveying property to Decoto Aircraft, Inc. MOVED by Robinson, seconded by Lynch that Resolution No. D -1090 authorizing the execution of a right of way deed conveying property to Yakima County, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. Public Works Director, John Mayo, explained that this property is being conveyed to Yakima County as right of way for West "J" Street, as the. County is going to open this road and it ties to 21st Avenue and Fruitvale Boulevard. RESOLUTION NO. D -1090, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a right of way deed conveying property to Yakima County. MOVED by Robinson, seconded by McNeice that Resolution No. D -1091 approving the transfer of domestic water service from the Nob Hill Water Company to the City of Yakima domestic - water service, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. Discussion indicated that Mr. Johnson asked to be transferred to the City system to get the benefit of City irrigation. RESOLUTION NO. D -1091, A RESOLUTION approving the transfer of domestic water service to property at 3910 Tieton Drive, Yakima, Washington. MOVED by Robinson, seconded by Lambert that the matter of use of Domestic water for irriga- tion purposes by Mr. King, 2201 Fruitvale Boulevard, be postponed indefinitely: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown and Kurbitz absent. MOVED by Robinson, seconded by Lambert that Resolution No. D -1092, a Resolution of apprecia- tion and commendation for the services performed by George Smith during his tenure as City Manager of Yakima, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. Council members each expressed their appreciation for his dedicated and loyal service . and extended their best wishes for con- tinued success in the future. Mr. Smith stated that he wished to express his thanks and that he has enjoyed working with the Council members and the people of Yakima. RESOLUTION NO. D -1092, A RESOLUTION of appreciation and commendation for the services per - formed by George Smith during his tenure as City Manager of Yakima, Washington 298 JULY 3, 1967 The City Engineer reported the following estimate for work performed during the month of June, 1967, for payment: The following is a semi -final estimate: CONTRACT AWARDED PROJECT AND CONTRACTOR FUND AMOUNT North�56th Avenue March.20, 1967 LIDts.rr960 & 960 -1 Paving District Superior Asph. &.Conc.Co. 370 -930 $ 581.6$ It was MOVED by Robinson, seconded by Lynch that the report of the City Engineer dated June 29, 1967, with respect to the progress on this project of the City of Yakima, be approved and that the progress estimate therein set forth be approved and payment of the same authorized: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown and Kurbitz absent. Due to the resignation of City Manager George Smith on July 7, 1967, it is necessary for the City Council to appoint an Acting City Manager to serve until such time as a new City Manager is appointed. Discussion indicated that Mr. George Smith is taking a job with the City of Seattle and that there are some 26 applications for the position of City Manager on file at this time. After due discussion, it was MOVED by Lambert, seconded:by Robinson that Mr. Martin Friedline, Personnel Director and Assistant City Manager, be appointed Acting City Manager, beginning July $, 1967, to serve until a new City Manager is appointed, carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown and Kurbitz absent. A damage claim having been filed by Dean Van De Venter, 1202 West Nob Hill Boulevard, it = was MOVED by Lynch, seconded by McNeice that said damage claim be referred to the City Manager and Staff for study and recommendation: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown and Kurbitz absent. Information regarding the Fall elections, September 19, 1967 for the Primary and November 7, 1967, for the General election, having been received from Mr. Kenneth Gilbert, State Superintendent of Elections, the following position numbers were drawn by the Councilmen, whose offices are to be voted upon this year: Position No. 1 -- John M. Larson " No. 2 -- Robert R.. Lynch No. 3 -- Don W. McNeice No. 4 -- Wray R. Brown There being no further business to come before the Council, it was MOVED by Lynch, seconded by McNeice that we do now adjourn at the hour of 3:40 P.M.: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
