Councilman Robinson absent and - excused at meeting of May 15, 1967. Councilmen Kurbitz and Lynch and City Attorney Andrews absent on roll call. MOVED by Brown, seconded by Lambert, that Councilmen Lynch and Kurbitz be excused from this meeting. Carried, Brown, Lambert, Larson, and McNeice - voting aye by voice vote. Kurbitz, Lynch, and Robinson absent. (City Attorney Andrews in Court.) • The Invocation was given,by. Councilman Lambert. . • The minutes of the regular meeting of May 22, 1967, having. been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor . Larson declared said minutes approved as recorded. • ,Mr. Kelly, President of the Greater Yakima Chamber of Commerce, presented a letter for 'reading, and expressed the appreciation of•the•Chamber for the fine cooperation which the City Government has given in making this a better city, as follows:• . "Dear Mayor Larson: "It is indeed a pleasure to learn of the City's 1966 financial report which presents such a superior financial condition in Yakima. • "It has been my observation over the past years since the establishment of the • Council -City Manager of government, that the citizens of our City are indeed fortunate. • • "As President of the Greater Yakima .Chamber of Commerce, I wish to take this oppor- tunity to congratulate you and each member of the Yakima City Council for a splendid job over and above the :normal call of duty. • . 0 "Sincerely, • (s) John R. Kelly • • • President ". Mayor Larson expressed the appreciation of the City.that the Chamber-had taken the initia- tive in thus publicly appearing before the City Council, stating it was a pleasure to see how the Chamber has grown and what a tremendous job can be done with the Chamber and the City Government working together. This being the time fixed for.the continuation of the Hearing on the. Assessment Roll for L.I.D. No. 915, Sumac Sewer District, Mayor Larson asked if.there was further discussion. Mr. Clifford Wells gave further information on his purchase of property within the dis- trict. .Mr. John Noel was also present. Mr. Mayo stated that the only portion of Mr. Noel's property being assessed was that portion that had not been previously assessed under the Fenton Street Sewer District. Mrs. Timpke and other property owners in the vicinity were present to protest the condition of the lots owned by Mrs. Timpke, request- ing that the contractors, De Blasio, clean up the rocks and cement. This was not a protest against the assessment roll. City'Manager Smith and Public Works Director Mayo agreed to investigate the complaints: After due discussion, it having been MOVED on May 22, 1967, by. Lynch, seconded by Brown, that Ordinance No. 916 confirming said assessment roll and every part thereof, be passed as read, Mayor Larson called for a roll call vote, and it carried, Brown, Lambert,, Larson, McNeice voting aye on roll call. Kurbitz, Lynch, and • Robinson absent. ORDINANCE NO. 916, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 915 as created and established by Ordinance No. 494 of the Ordinances of the City of Yakima. This being the time fixed for the Hearing on the Assessment Roll for L.I.D. No. 956, • Marilane Sanitary Sewer District, and there being no protests in writing or otherwise, it was MOVED by Brown, seconded by McNeice, that Ordinance No. 917 confirming said assess- ment roll and every part thereof, be passed as read. Carried: Brown, Lambert, Larson, and McNeice voting aye on roll call. Kurbitz, Lynch and Robinson absent. ORDINANCE NO. 917, AN ORDINANCE confirming the assessment roll covering Local Improvement District .No. 956 as created and established by Ordinance No. 820 of the Ordinances of the City of Yakima.. Petition No. 530, Notice of Intention to Commence Annexation Proceedings, having been • filed with the City Clerk on May 23, 1967, by Jess G. Lindeman, George M. Sears,. and Northwest Equipment Co., requesting annexation' of an Industrial Site located south of the present City Limits on South lst Street, it was MOVED by Brown, seconded by Lambert, that this date be set as the time for a meeting with the initiating parties, who signed the Notice of Intention to Commence Annexation Proceedings dated May 23, 1967; carried, Brown, Lambert, Larson, McNeice voting aye on voice vote. Kurbitz, Lynch and Robinson absent. E. Frederick Velikanje, attorney, appearing for the petitioners, indicating that the area to be annexed is willing to assume its share of the City's existing indebtedness, it was duly moved, seconded and passed that the annexation proposed by Petition No. 530 (Notice of Intention to Commence Annexation Proceedings)-be acceptedlby the City of Yakima and that the area sought to be annexed be required to assume the City's existing indebtedness. The above MOTION was made by Brown, seconded by Lambert and carried: Brown, Lambert, Larson., and McNeice voting aye by voice vote. Kurbitz, Lynch, and Robinson absent. Petition No. 531, being : ::the :formatioly:of.anD,• having been filed with the City Clerk on May 23, 1967, by School District #7, R..Goold, requesting improvement of property by constructing curbs, gutters and surfacing of West Pierc,e..Street from S. lOth•to S. 12th Avenues, and Pleasant Avenue from King Street to Washington Avenue, it was MOVED by Lambert; seconded by McNeice, that said Petition be referred to the City Manager and Staff for study and recommendation. Carried: Brown, Lambert, Larson, and McNeice voting aye by voice vote. Kurbitz, Lynch, and Robinson absent. AN ORDINANCE appropriating $28,000 within the 1967 Budget to Engineering Department for additional engineering personnel, having been read in its entirety,. was ordered laid on the table for one week or until the next regular meeting of the City Council to be held on June 5, 1967. • • 286 May 29,, 1967 MOVED by Brown, seconded by McNeice, that Ordinance No. 918, relating to bonds for officers and employees - deleting Electrical Inspector, be passed as read. ORDINANCE NO. 918, AN ORDINANCE relating to bonds for officers and employees; and amending Section 2.16:010 of the City of Yakima Municipal Code. . MOVED by Lambert, seconded by Brown, that Ordinance No. 919, relating to personnel and compensation plan - deleting Electrical Inspector-, be passed as read. carried: Brown, Lambert, Larson, and McNeice voting aye on roll call. Kurbitz, Lynch, and Robinson absent. ORDINANCE NO. 919, AN ORDINANCE relating to personnel and salaries; designating the classification plan and salary ranges for inspection and investigation personnel; and amending Sub-section 2.20.100 (d) of the City of Yakima Municipal Code. • MOVED by Brown, seconded by McNeice, that Ordinance No. 920, relating to street decora- tions - making same subject to approval of State Electrical Inspector, be passed as read: carried, Brown, Lambert, Larson, and McNeice voting aye on roll call. Kurbitz, Lynch, and Robinson absent. . ORDINANCE NO. 920, AN ORDINANCE relating to street decorations and banners; and amending Sub - section 5.06.120 (10) of the City of Yakima Municipal Code. MOVED by Lambert, seconded by Brown, that Ordinance No. 921, relating to Examining Board for heating and cooling installers deletes Electrical Inspector from the Board, be passed as read: carried, Brown, Lambert, Larson, and McNeice voting aye on roll call. ORDINANCE NO. 921, AN ORDINANCE relating to the Examining Board, Examinations and Fees for heating and comfort cooling installers; and amending Section 11.32.160 of the City of Yakima Municipal Code. ,MOVED by Lambert, seconded by Brown, that Ordinance No. 922, relating to the City Electri- cal Code - changing from City Electrical Inspection to State Electrical Inspection, be passed as read: carried, Brown, Lambert, Larson, and McNeice voting aye on .roll call. MOVED by Brown, seconded by McNeice, that Resolution No. D -1078, being a Resolution of Intention to improve property by constructing curbs, gutter and surfacing, in accordance with Petition Nos... and 514, and a portion of Nob Hill Blvd. from South 16th to South 24th Avenues, and fixing the time of Hearing for June 19, 1967, be passed as read: carried, Brown, Lambert, Larson, and McNeice voting aye on roll call. Kurbitz, Lynch, and Robinson absent. RESOLUTION NO. D -1078, A RESOLUTION of intention to create a local improvement district. City Manager Smith requesting that the City Council officially designate voting delegates to the Association of Washington Cities Convention to be held June 21 to 23, 1967, in' Seattle, it was MOVED by McNeice, seconded by Brown, that Mayor Larson and Councilman Lambert be appointed as official delegates to the Association of Washington Cities conven- tion June 21 to 23, 1967: carried, Brown, Lambert, Larson, and McNeice voting aye by voice vote. Kurbitz, Lynch, and Robinson absent.
