HomeMy WebLinkAbout05/01/1967 Business Meeting 276 MAY 1, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The Invocation was given by Councilman Lynch. . The minutes of the regular meeting of April 24,. 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. Before starting with the business on the regular agenda, Mayor Larson presented Mike Wilson, Vice- President, and Robert Wright, a member, of the Baga -Telle Hi -Y Club of Davis High School, who explained a project their Club had voted to undertake as a means of assisting the City in keeping the downtown free of litter. They presented to the City Council, one of the eight attractive refuse receptacles which they will donate to the City for placing in various strategic locations throughout the downtown. They further reported that as a follow -up to this project, their club plans to have a clean -up campaign involving several of the downtown streets on Saturday, May 6, 1967. Council members commending the boys and their organization for their fine work, it was MOVED by Lambert, seconded by Lynch that Resolution No. D -1069, being a Resolution of appreciation for public service performed by Baga - Telle Hi -Y Club of Davis High School, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Mayor Larson pre- sented the boys with a copy of this Resolution. RESOLUTION NO. D -1069, A RESOLUTION of appreciation for public service performed by Baga- Telle Hi -Y Club of A. C. Davis High School An Ordinance amending the Yakima Municipal Traffic Code, having been read at the last regular Council meeting on April 24, 1967, and Council members finding that several correc- tions and changes needed to be made, and said Ordinance being held over for one week until this date, it was MOVED by Robinson, seconded by Brown that the revised Ordinance be read in full: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. After discussing the changes that had been made, it was MOVED by Brown, seconded by McNeice that Ordinance No. 906 relating to parking of motor vehicles on certain streets and amending the Yakima Municipal Code, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call.. ORDINANCE NO. 906, AN ORDINANCE relating to traffic regulations; regulating and restricting the stopping., standing and parking of motor vehicles; and amending Section 9.36.070 of the City of Yakima Municipal Code. Petition No. 521, having been filed with the City Clerk on April 24, 1967, by Mrs. Virginia M. Hall & Others protesting the block building planned for the northeast corner of Fisher Golf Course by the Metropolitan Park District, it was MOVED by Lynch, seconded by McNeice that said petition be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Discussion brought out that although this petition had been addressed to the City Council, and City Manager Smith indicated that it has been brought to the attention of the Metropolitan Park Board, and that since this is a matter for their department, all that the Staff can do is to let the petitioners know that this matter has been turned over to the Park Board for their consideration, and that a letter will be sent to them advising them of this action. Petition No. 522, having been filed with the City Clerk on April 27, 1967, by John Urlacher and Others, requesting the vacation of an alley in block 130 - Huson's Addition, it was MOVED by Lynch, seconded by Robinson that said Petition be referred to the City Manager and Planning Commission for study and recommendation: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice.:vote. MOVED by Robinson, seconded by Lambert that Resolution No. D -1070, being a Resolution of Intention to improve property by the construction of water mains, in accordance with Petition Nos. 509, 512, 515 and 523, and fixing the time of Hearing for May 22, 1967, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson vot- ing aye on roll call. • RESOLUTION NO. D- 1070, A RESOLUTION of intention to create a local improvement district. MOVED by Robinson, seconded by Brown that Resolution No. D -1071 authorizing and directing the auction sale of surplus vehicles owned by the City, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1071, A RESOLUTION authorizing and directing the auction sale of surplus personal property owned by the City of Yakima.. MOVED by Lambert, seconded by Lynch that Resolution No. D -1072 authorizing the payment of $27.09 to Mrs. Thomas V. Brown in settlement of a sewer backup damage claim, be passed as read; carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. RESOLUTION NO. D -1072, A RESOLUTION authorizing the payment of 527.09 to Mrs. Thomas V. Brown in settlement of a Damage Claim. The City Engineer having reported on the completion of L.I.D. No. 956, Marilane Sanitary Sewer District, it was MOVED by Robinson, seconded by Brown that May 29, 1967, be fixed as the date of Hearing for confirming the assessment roll on said District: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Bids having been received and considered by a bid board on this date, for L.I.D. No. 955, South 3rd Avenue Paving, and the following bids having been received: Superior Asphalt & Concrete Co. 334,305.25 Yakima Cement & Asphalt Paving Co. 40,697.50 and the City Engineer recommending that the bid suhbmitted by Superior Asphalt & Concrete. Company, being the low bid, that said contractor be awarded the contract, it was MOVED by Robinson, seconded by McNeice that the Engineer's recommendation be accepted and the bid 277 2 MAY 1, 1967 . be awarded to Superior Asphalt & Concrete Co. in the amount of $34,305.25 and that the City Manager be and is hereby authorized to enter into a contract with said contractor upon the filing of the proper bond and insurance: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Dr. Melvin H. Carlson, Dentist, being present, read a prepared statement, which was filed with the City Clerk on this date, requesting the City Council to broaden its planning to include fluoridation equipment, and giving a little background on fluoridation. He further stated that the fluoridation program is no longer debatable among the scientific community and should not be a topic of debate in the political arena. Dr. Harris of the County -City Health Department stated that in a lot of cities that now have fluoridation, the City Council had passed a fluoridation ordinance and it was not taken to the people for vote. Discussion by Council members brought out the fact that there should be an educational program on fluoridation available to people. Dr. Carlson stated that the dental profession would like to help the City Council in any way to promote this program. After due discus- sion, it was MOVED by Robinson, seconded by Lambert that the matter be laid on the table to be taken up at a later time: carried, Brown, Kurbit'z, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Councilman Kurbitz thanked Dr. Carlson for present- ing this information to the Council and suggested that the matter be taken off the table in a relatively short time. City Manager Smith reported that Fire Chief Jules Shockleyrequested and he is recommend- ing that Chief Shockley, Virgil Wilson and Richard M. Landis of the Fire Department, be given authorization to again go to Cornelius, Oregon, to check on the progress of the new pumper. They will be going for one day, May 4, 1967, and taking a City car, but need authorization for such a trip when it is out of State. After due discussion, it was MOVED by Kurbitz, seconded by Lambert that said trip be allowed and expenses paid: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Robinson that we do now adjourn at the hour of 4:20 P.M.: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
