HomeMy WebLinkAbout04/24/1967 Business Meeting 274 APRIL 24, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. . The Invocation was given by Councilman Kurbitz. The minutes of the regular meeting of April 17, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. This being the time fixed for'the Hearing on the Planning Commission's Notice of Intention to rezone certain property located at N. 7th and Pierce Avenues, it was MOVED by Robinson, seconded by McNeice that Ordinance No. 903 accepting the recommendation of the Planning Commission and rezoning said property, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. ORDINANCE NO. 903, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property situated at North 7th Avenue and Pierce Avenue, in the City of Yakima, Washington, from R -3, Multiple Family Zone, to B -2, Local Business Zone. Petition No. 519, having been filed with the City Clerk on April 18, 1967, by Adolph W. Gess & Others, requesting improvement of property by the construction of streets on the east side of a portion of S. 32nd Avenue, and Petition No. 520, having been filed with the City Clerk on April 20, 1967, by F. E. Wills & Others, requesting improvement of property by the construction of streets on Garrett Street from 16th to 18th Avenues, it was MOVED by Lynch, seconded by Lambert that said Petitions be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeiceand Robinson voting aye by voice vote. . MOVED by Robinson seconded by Lynch that an Ordinance amending the Yakima Municipal Traffic Code with regard to parking on certain streets, be passed as read. Discussion brought out that several street names listed in this Ordinance are not correct or consistent and specific corrections were suggested. It was then MOVED by Robinson, seconded by Lynch that said Ordinance be passed as amended. Further discussion brought out several other changes that should be made in this Ordinance. After due discussion, it was MOVED by Kurbitz, seconded by Robinson that this Ordinance be held over for one week or until the next regu- lar Council meeting on May 1, 1967, to be further studied and corrected: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. MOVED by Brown, seconded by Robinson that Ordinance No. 904, amending the Yakima Municipal Traffic Code with regard to maximum•speed limits on W. Yakima Avenue from 7th to 36th Avenues, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. ORDINANCE NO. 904, AN ORDINANCE relating to traffic control; establishing maximum speed limits on City streets; and amending Section 9.28.060 (b) of the City of Yakima Municipal Code. MOVED by Robinson, seconded by McNeice that Ordinance No. 905 fixing the time of delinquenc�r and providing for the issuance of bonds for the payment of the unpaid portion of L.I.D. No. 943, Tri -Skool & Others Paving District, be passed as read: carried, Brown, Kurbitz, Lam - bert, Larson, Lynch, McNeice and Robinson voting aye on roll call. (40) ORDINANCE NO. 905, AN ORDINANCE fixing the time of .delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 943, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. MOVED by Lynch; seconded by Lambert that Resolution No. D -1068 authorizing the execution of an amendment to the agreement with the Federal Aviation Administration, with regard to the relocation of a power cable serving the Instrument Landing System Localizer Facility at the Yakima Municipal Airport, be passed as read: carried, Brown, Kurbitz, Lambert, Lar- son, Lynch, McNeice and Robinson voting aye on roll call. City Manager Smith explained that originally the FAA had presented an estimate of approximately 513,000 and have now found that the cost will be approximately 825,000•as there will be quite an increase in cost of replacing the cable. Mr. Smith also pointed out that the Federal Government will be participating in approximately fifty per cent of the cost. RESOLUTION NO. D -1068, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an amendment to an agreement with the Federal Aviation Administration. The City Engineer having reported on the completion of L.I.D. No. 915, Sumac Sewer District, it was MOVED by Robinson, seconded by McNeice that May 22, 1967, be fixed as the date of Hearing for confirming the assessment roll on said District: carried, Brown, Kurbitz, Lam - bert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Damage Claims having been filed with the City Clerk, by Mrs. Germaine Paquette on April 18, 1967 in the amount of S30.00 for garbage can and stand destroyed by a City Road Grader, and by Mr. and-Mrs. Thomas V. Brown on April 19, 1967 in the amount of $27.09 for expenses in- curred involving a plugged sewer line, it was MOVED by Lynch, seconded by Lambert that said damage claims be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. City Manager Smith requesting and recommending that Planning Director Rudolph Gast, be -authorized to attend the Conference of Northwest Planners at Vancouver, B. C., from April 28 through 30th, 1967, at an approximate cost of 5115.00, it was MOVED by Lynch, seconded by Lambert that said travel be allowed with expenses paid: carried, Brown, Kurbitz, Lam- bert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. • 275 APRIL 24, 1967 There being no further business to. come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour of 4:10 P.M.: carried, Brown, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
