HomeMy WebLinkAbout04/17/1967 Business Meeting 272 APRIL 17, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lynch and McNeice, City Manager Smith and City Attorney Andrews present on roll call. Councilmen Lambert and Robinson absent on roll call. Councilman Robinson having been excused at the last regular meeting on April 10, 1967, it was MOVED by Lynch, seconded by McNeice that Councilman Lambert be excused from this meeting: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye by voice vote. The Invocation was given by Councilman Brown. The minutes of the regular meeting of April 10, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. An Ordinance appropriating 360,000 within the Domestic Water Improvement Fund to Construc- tion Expenditures, having been read in its entirety at the regular meeting on April 10, 1967, and being read by Title only at this meeting, it was MOVED by Lynch, seconded by Brown that Ordinance No..901 providing for said appropriation, be passed as read: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye on roll call. Lambert and Robinson absent. ORDINANCE NO. 901, AN ORDINANCE appropriating the amount of $60,000 within the Domestic Water Improvement Fund to.Account 7 -950, Construction Expenditures. This being the time fixed for the Hearing on Petition No. 510, filed by Thomas A. Dillon & Others, requesting annexation of property located between S. 9th and Pleasant Avenues, adjacent to Spokane Street, it was MOVED by Lynch, seconded by McNeice that Ordinance No. 902 providing for said annexation, be passed as read: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye on roll Call. Lambert and Robinson absent... Mr. and Mrs. J.J. Zerr, who had signed the Petition to annex, being present and asking how this annexation would affect their business, Mr. Rudy Gast, Planning Director, explained that their place of business will be a non_ conforming use and that they will not be allowed to expand or rebuild should it be destroyed, but otherwise this annexation will hot affect their busi- ness at the present time. ORDINANCE NO. 902, AN ORDINANCE annexing property to the City of Yakima, and zoning said property. Petition No. 51$, having been filed with the City Clerk on April 11, 1967, by Cook -Lewis Co. & First Baptist Chruch, requesting rezone of property located at 7, 9 & 11 N. 6th Street, between Yakima Avenue and "A" Street, it was MOVED by Lynch, seconded by Brown that said Petition be referred to the Planning Commission for study and recommendation: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye by voice vote. Lambert and Robinson absent. MOVED by Lynch, seconded by McNeice that Resolution No. D -1066, being a Resolution of Intention to improve . property by the . construction of a pipe sewer, in accordance with Petition Nos. 498, 502, 504, 513 and 516, and fixing the time of Hearing for May $, 1967, be passed as read: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye on roll call. Lambert and Robinson absent. RESOLUTION NO. D -1066, A RESOLUTION of intention to create a local improvement district. MOVED by Lynch, seconded by Brown that Resolution No. D -1067 authorizing the purchase of miscellaneous parts for a D -$ Caterpillar tractor, without calling for bids, be passed as read: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye on roll call. Lambert and Robinson absent. City Manager Smith explained that there is only one place that these parts can be purchased and that this tractor is used at the Sanitary Fill. RESOLUTION NO. D -1067, A RESOLUTION authorizing the purchase of material without calling for bids. City Manager Smith . repco.r.,ted that the following billing has been received from the State- wide City Employees Retirement System and recommended that said expense be taken out of our released matching funds, which are on deposit with Statewide Retirement System: April 5, 1967 ADMINISTRATIVE EXPENSE Charges for 1966: 247 accounts at 813.26 $ 3,275.22 2$ new members at 2.$0 7$.40 Less Advance for 1966 3,79$.$0 Amount Over for 1966 ($ 445.1$) Advance for 1967 250 accounts at $ 14.00 $ 3,500.00 25 new members at 2.$0 70.00 3,570.00 NET AMOUNT DUE 3 3,124.$2 After due discussion, it was MOVED by Lynch, seconded by McNeice that the Administrative Expense in the amount of 53,124.82, be deducted from "Released Matching Funds" which are on deposit with Statewide Retirement System in the name of the City of Yakima and that the City Clerk so advise said Retirement System: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye by voice vote. Lambert and Robinson absent. Discussion brought out the fact that this amount is over a thousand dollars less than last year, indicating that more cities have become members of the System, making the pro rated cost less. 27.E • APRIL 17, 1967 There being no further business to come before the' Council, it was MOVED by Lynch, secon- ded by McNeice that we do now adjourn at the hour of $:16 P.M.: carried, Brown, Kurbitz, Larson, Lynch and McNeice voting aye by voice vote.
