HomeMy WebLinkAbout03/27/1967 Business Meeting 266 MARCH 27, 1967 Due to the lack of a quorum at 3:00 P.M., the regular meeting of the City Council on this date, was informally postponed and convened at the hour of 4:45 P.M., Mayor Larson presid- ing, Councilmen Lynch, McNeice and Robinson present on roll call. Councilmen Brown, Kur- bitz and Lambert absent on roll call. Councilman Lambert, having been excused from this meeting the last regular Council meeting on March 20, 1967, it was MOVED by Robinson, seconded by Lynch that Councilmen Brown and Kurbitz be excused from this meeting: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of March 20, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. This being the time fixed for the Hearing on Petition No. 506, filed by Eleanor Edenholm, requesting rezone of property located at 306 N. 5th Avenue between Lincoln and "D" Street, and there being no protests in writing or otherwise, it was MOVED by Lynch, seconded by McNeice that Ordinance No. 895 accepting the recommendation of the Planning Commission and rezoning said property, be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. ORDINANCE NO. $95, AN ORDINANCE accepting the recommendation of the Planning Commission and.rezoning certain property located at 306 North 5th Avenue, in the City of Yakima, Wash- ington, from R -3, Multiple Family Zone, to B. -3, General Business Zone. This being the time fixed for the Hearing on Petition No. 507, filed by A. J. Lenz, request- ing rezone of property located at 10$ and 110 N. 7th Avenue, between Pierce and N. 7th Avenues, and there being no protests in writing or otherwise, it was MOVED by Lynch, secon- ded by McNeice that. Ordinance No. $96 accepting the recommendation of the Planning Commis- sion and rezoning said property, be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. Mrs. A. J. Lenz was present and spoke in favor of this rezone. ORDINANCE NO. $96, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located at 10$ and 110 North 7th Avenue, in the City of Yakima, Washington, from B -1, Modified Business Zone, to B -2, Local Business Zone. This being the time fixed for the Hearing on the Assessment Roll for L.I.D. No. 939, Power- house Road and Others Domestic Water District, and there being no protests in writing or otherwise, it was MOVED by Robinson, seconded by Lynch that Ordinance No. $97 confirming said Assessment Roll, be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. ORDINANCE NO. $97, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 939 as created and established by Ordinance No. 645 of the Ordinances of the City of Yakima. This being the time fixed for the Hearing on the Assessment Roll for L.•I.D. No. 951, South 42nd Avenue Domestic Water District, and there being no protests in writing or otherwise, it was MOVED by Lynch, seconded by Robinson that Ordinance No. $9$ confirming said Assess- ment Roll, . be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. ORDINANCE NO. $9$, AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 951 as created and established by Ordinance No. 7$2 of the Ordinances of the City of Yakima. The following Petitions requesting improvement of property, having been filed with the City Clerk: No. 511., by Darryld W. Olson & .Others, on March 22, 1967, by the construction of curbs, gutters and surfacing of S. 20th Avenue from Plath Avenue to Mead Avenue and a. portion of Mead Avenue from S. 20th Avenue, No'. 512, by Joe J. Ernst and Kenneth E. Matson, on March 23, 1967, by the construction of water mains on property fronting on portions of Surrey Lane, Phaeton Place, Conestoga Blvd. and Carriage Hill Drive, No. 513, by Joe J. Ernst and Kenneth E. Matson, on March 23, 1967, by the construction of a sewer on various lots in Carriage Hill Plat, No. 514, by Joe J. Ernst, Kenneth E. Matson & Others, on March 23, 1967, by the construction of curbs, gutters and surfacing of portions of Surrey Lane, Phaeton Place, Conestoga Blvd. and Carriage Hill Drive, it was MOVED by Lynch, seconded by McNeice that said Petitions be referred to the City Manager and Staff for study and recommendation: carried, Larson, Lynch, McNeice and Robin- son voting aye by voice vote. Brown, Kurbitz and Lambert absent. MOVED by Robinson, seconded by Lynch that Resolution No. D -1059 transferring 8413.7$ within the 1967 Budget for Water- Sewer, for the purchase of a hoist to be used at the Sewage Plant be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. Public Utilities Director, Frank Stein, explained that this 2 ton chain hoist is to be used for handling cylinders of compressed chlorine gas at the Sewage Plant, to replace the present one that can no longer be used for this purpose safely, but which will be used for handling lighter loads, and at the time of the adoption of the 1967 Budget, it could not have reasonably been forseen that this new hoist would be needed. RESOLUTION NO. D -1059, A RESOLUTION transferring the amount. of 5413.78 within the 1967 appropriation for 520, Water- Sewer. . 267 - MARCH 27, 1967 MOVED by Lynch, seconded by Robinson that Resolution No. D -1060 authorizing the execution of an Easement Agreement with Clarence and Melvina M. Sluder, be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. Public Utilities Director, Frank Stein, explained that said owners will grant to the City, a public utility easement across their property for which the City will furnish . labor and material to fill and level a drainage ditch presently existing on the owners' property and being maintained by the City. RESOLUTION NO. D -1060, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Easement Agreement with Clarence and Melvina M. Sluder, husband and wife. City Manager Smith reporting that Resolutions and other information regarding Architectural services for remodeling the Administration Building and the construction of. the Office Building for the U. S. Weather Bureau at the Yakima Municipal Airport, having been studied and discussed at the Study Session preceding the regular Council meeting on this date, and further reporting that the staff recommends that these Resolutions be placed on the regular City Council Agenda, it was MOVED by Lynch, seconded by McNeice that both Resolutions be read: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown, Kur- bitz and Lambert absent. MOVED by Lynch, seconded by McNeice that Resolution No. D -1061 authorizing the execution of an agreement with Villesvik & Smith, A.I.A., for Architectural Services for the Terminal Building at the Yakima Municipal Airport, be passed as read: carried, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. City Manager Smith explained that this particular phase would be provided for out of the Airport Construction Fund, which would be from the Airport Bond Fund. RESOLUTION NO. D -1061, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with Villesvik & Smith, A.I.A. for architectural services for the terminal building at the Yakima Municipal Airport. MOVED by Lynch, seconded by McNeice that Resolution No. D -1062 authorizing the execution of an agreement with R. S. Cameron, A.I.A., for architectural services for a United States Weather Bureau office at the Yakima.Municipal Airport, be passed as read:. carried,. Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown, Kurbitz and Lambert absent. City Manager Smith explained that the plan is to do this project prior to remodeling of the terminal building. Councilman Lynch stated that he feels that the size of building pro- vided for in the present plans is not adequate for future needs, and that he feels it would be wise for the Staff to look into the design to build the building bigger . than the abso- lute minimum. He further indicated that he feels it would be cheaper to build bigger now than to expand later on, as the present plans indicate they will build what is necessary now, and provide plans for expansion as needed. • RESOLUTION NO. D -1062, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with R. S. Cameron, A.I.A., for archi- tectural services for a United States Weather Bureau office at the Yakima Municipal Airport City Manager Smith stating that Chief Campbell is requesting and he is recommending that Lieutenant H. Jack LaRue be authorized to travel to Evanston, Illinois to attend the "Principles of Police Management" School from April $ to May 13, 196 at an approximate cost of $3$0.00, it was MOVED by Lynch, seconded by Robinson that said trip be allowed with expenses paid: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown, Kurbitz and Lambert absent. City Manager Smith explained that this is the first time that any of our officers have attended this school, that application had to be made to Northwestern University, and that an answer had just been received on this date, accepting Lieutenant LaRue's application. He further explained that the balance of the expense of approximately 5450.00 for this school is to be paid by Federal Funds. City Manager Smith requesting and recommending that Purchasing Agent, Kermit Smith, be authorized to attend the "Pacific Northwest Public' Association" and the "Purchasing Agents' Association, Western Division" meetings in Portland, Oregon, from April 13, to April 15, 1967, at an approximate cost of $75.00, it was MOVED by Robinson, seconded by Lynch that said travel be allowed with expenses paid: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown, Kurbitz and Lambert absent. Architect Donn Rothe's final estimate for work done on Fire Station #4 at the Yakima Muni- cipal Airport, having been received, it was MOVED by Robinson, seconded by Lynch that said report with respect to the payment of the final amount, be approved and payment in the amount of 55,625.15 be made: carried, Larson, Lynch, McNeice and Robinson voting aye by - voice vote. Brown, Kurbitz and Lambert absent. There being no further business to come before the Council, it was MOVED by Lynch, seconded by McNeice that we do now adjourn at the hour of 5 :40 P.M.: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
