HomeMy WebLinkAbout03/20/1967 Business Meeting 264 MARCH 20, 1967 The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen Brown, Kurbitz, Lambert, Lynch and McNeice, City Manager Smith and City Attorney Andrews present on roll call. Mayor Larson absent on roll call. Mayor Larson having reported to the City Clerk that he would be absent, it was MOVED by Kurbitz, seconded by Lambert that Mayor Larson be excused from this meeting: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Brown. The minutes of the regular meeting of March 13, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Acting Mayor Robinson declared said minutes approved as recorded. This being the time fixed for the Hearing on Petition No. 508, filed by E. R. Johnson, re- questing annexation of property located west of 58th Avenue and south of Scenic Drive, it was MOVED by Lynch, seconded by.Brown that Ordinance No. 894 providing for said annexation, be passed as read: carried, Brown,Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye on roll call. Larson absent. ORDINANCE NO. 894, AN ORDINANCE annexing property to the City of. Yakima, and zoning said property. . Petition No. 509, having been filed with the City Clerk on March 17, 1967, by Chas. C. • Buren, Buren Sheet Metal Company, requesting improvement of property by the construction of a water main on the north side of Washington Avenue from S. 3rd Avenue to Cornell Avenue, it was MOVED_by Lynch, seconded by McNeice that Petition No. 509, requesting the formation of a Local Improvement District, be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. Petition No. 510, Notice of Intention to Commence Annexation Proceedings, having been filed with the City Clerk on March 17, 1967, by Thomas A. Dillon, requesting annexation of prop- erty located between S. 10th and Pleasant Avenues, adjacent to Spokane Street, it was MOVED by Lynch, seconded by McNeice that this date, March 20, 1967, be set as the time for a meeting with the initiating party who signed the Notice of Intention to Commence Annexation Proceedings dated March 17, 1967, that initiating party being Thomas A. Dillon: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson ab- sent. Mr. Thomas A. Dillon, indicating that the area to be annexed is willing to assume its share of the City's existing indebtedness, it was duly moved, seconded and passed that the annexation proposed by petition no. 510 (Notice of Intention to Commence Annexation Proceedings) be accepted by the City of Yakima and that the area sought to be annexed be required to assume the City's existing indebtedness. The above Motion was made by Lynch, "seconded by Lambert and carried: Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson votin: aye by voice vote. Larson absent. Discussion disclosed that this property is owned by one owner. MOVED by Lambert, seconded by Lynch that Resolution No. D -1058 vacating a public utility easement in Englewood Suburban Homes Addition, as requested on Petition No. 505 filed by Ira and Jurine Kendall, be passed as read: carried, Brown, Kurbitz, Lambert, Lynch, McNeic: and Robinson voting aye on roll call. Larson absent. Public Works Director, John Mayo, explained that this is merely an exchange of a strip of land for a strip of land on the -------- south side of Englewood and that the City .still has the same amount of land, but has no immediate or foreseeable need for this . particular easement which has been requested vacated by the Kendall's. RESOLUTION NO. D -1058, A RESOLUTION vacating a public utility easement in Englewood Suburba Homes Addition to the City of Yakima. An Application for a Sewer Hookup outside the Yakima City. Limits, having been filed with the City Clerk on March 17, 1967, by Norman J. Alderson, 1613 King Street, and City Manager Smith stating that this matter has been studied by the Staff, and several outside hookups have been allowed in this vicinity as it is hoped that this area east of 16th may be annex- ed eventually, and the staff recommending that this outside hookup be granted upon the signing of an outside hookup agreement, it was MOVED by Lynch, seconded by Brown that said outside hookup be granted when and if the outside hookup agreement is signed by the appli- cant: carried, Brown,. Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. A Damage Claim in the amount of 5156,395.01, having been filed with the City Clerk on March 16, 1967, by J. E. and Louise A. Gritten, it was MOVED by Lambert, seconded by McNeic: that said Damage Claim be referred to the City Manager and Staff for study and recommenda- tion: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. The following bids having been received and considered by a bid board on March 20, 1967, for L.I.D. Nos. 960 and 960 -1, North 56th Avenue and Others Paving District: Superior Asphalt and Concrete Co. 335,339.15 Yakima Cement and Asphalt Paving Co. 38,728.50 Graham & Morris Construction Co., Inc. 4.2,302.50 and the City Engineer recommending that since Superior Asphalt and Concrete Company of Yakima, have submitted the low bid, that the contract be awarded to them, it was MOVED by Brown, seconded by McNeice that the Engineer's recommendation be accepted and that said bid be awarded to Superior Asphalt and Concrete Company of Yakima, in the amount of $35,339.15, and that the City Manager be and is hereby authorized to enter into a contract with said contractor upon the filing of the proper bond and insurance: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. City Manager Smith stating that Police Chief Campbell requested, and that he is recommend- ing authorization for two Policemen, John Stevens and Harvey Qually,to attend the Police Supervision Training School in Denver, Colorado from April 3, to April 14, 1967, at an approximate cost of 3498.00 per man, it was MOVED by Lynch, seconded by Lambert that said travel be allowed with expenses paid: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. 265 MARCH 20, 1967 Councilman Lambert stating that she will be in San Mateo, California next week and asking to be excused from the next Council meeting on March 27, 1967, it was MOVED by Lynch, seconded by McNeice that Councilman Lambert be excused from the next regular meeting of the Council: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. Larson absent. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour of $:27 P.M.: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote.
