HomeMy WebLinkAbout02/20/1967 Business Meeting 254 FEBRUARY 20, 1967 • The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. 'Councilmen Kurbitz and Lambert absent on roll. call. It was MOVED by Robinson, seconded by Brown that Councilmen Kurbitz and Lambert be excused from this meeting: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of February 13, 1967, having been duly certified accurat. by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. An Ordinance appropriating $8,000 from the Sewer Bond Construction Fund to the 1967 Water - Sewer Fund, having been read in its entirety at the regular meeting on February 13, 1967, and being read by Title' only at this meeting, it was MOVED by Robinson, seconded by McNeice that Ordinance No. 883 providing for said appropriation, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. ORDINANCE NO. 883, AN ORDINANCE transferring and appropriating the amount of $8,000 from the Sewer Bond Construction Fund, Account No. 580, to Account No. 930, Other Structures and Improvements, of the Capital Outlay Classification in the 1967 appropriation for 520, Water - Sewer Fund. Petition No. 506, having been filed with the City Clerk on February 14, 1967, by Eleanor Edenholm, requesting rezone of property located at 306 N. 5th Avenue between Lincoln and "D" Street, and Petition No. 507, having been filed with the City Clerk on February 15, 1967, by A. J. Lenz, requesting rezone of property located at 108 and 110 N. 7th Avenue betw Pierce and N. 7th Avenues, it was MOVED by Robinson, seconded by Brown that said Petitions be referred to the Planning Commission for study and recommendation: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. Petition No. 508, Notice of Intention to Commence Annexation Proceedings, having been filed with the City Clerk on February 16, 1967, by E. R. and Betty Johnson, requesting annexa- tion of property contiguous to present City Limits west of N. 58th Avenue and south of Scenic Drive, it was MOVED by Robinson, seconded by McNeice that this date, February 20, 1967, be set as the time for a meeting with the initiating parties, who signed the Notice of Intention to Commence Annexation Proceedings dated February 16, 1967, those initiating parties being E. R. and Betty Johnson; car'rried;..Brown - Larson;. .,Lynch; McNeice and Robinson voting aye by voice vote.. Kurbitz and Lambert absent. .E. R. and Betty Johnson, indicating that the area to be annexed is willing to assume its share of the City's existing indebted- ness, it was duly moved, seconded and passed that the annexation proposed by petition no. 508 (Notice of Intention to Commence Annexation Proceedings) be accepted by the City of Yakima and that the area sought to be annexed be required to assume the City's existing indebtedness. The above Motion was made by Robinson, seconded by Brown and carried: Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. Discussion disclosed that this property is owned by one owner. , An Ordinance. appropriating S6,220 from the Current Expense Fund to the 1967 Budget for the Police Department, having been read in its entirety, was ordered laid on the table for one week or until the next regular Council meeting to be held on February 27, 1967. MOVED by Lynch, seconded by Robinson that Resolution No. D -1048, being a Resolution of Intention to improve property by the construction of water mains in accordance with Peti- tion No. 497 filed by Englewood Heights, Inc., and the Outside Utility Agreement executed by Robert Strausz, Straco, Inc., and fixing the date of hearing for March 13, 1967, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call Kurbitz and Lambert absent. . RESOLUTION N0. D -1048, A RESOLUTION of intention to create a local improvement district. MOVED by Brown, seconded by Lynch that Resolution No. D -1049 authorizing payment of 886.50 to Mrs. Stanley F. Frisch in settlement of a Damage Claim be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. City Attorney Andrews explained that this claim was for the wrongful cutting of trees on her property and feels that this is a reasonable settlement. RESOLUTION NO. D -1049, A RESOLUTION authorizing the payment of $86.50 to Mrs. Stanley F. Frisch in settlement of a Damage.Claim. MOVED by Robinson, seconded by Brown that Resolution No. D -1050 authorizing the purchase of material for installation of a water service for the Haas hop extract plant, without calling for bids, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. City Manager Smith explained that the most costly of the listed items, the 20" x 12" MJ tapping sleeve is available from one place only, Olympic Foundry, Seattle, Washington, at a cost of $576, except at a much greater cost of S750 plus S75 shipping charges from Birmingham, Alabama, so no good purpose would be served by calling for bids. Public Works Director John Mayo, indicated that this • item is a specialty item because of the size, and stated that up to a 12' size would be available on the market, but this 20' one will have to specially made. RESOLUTION NO. D- 105.0, A RESOLUTION authorizing the purchase of material without calling for bids. Architect Don Rothe's semi -final estimate for work done on Fire Station #4 at the Yakima Municipal Airport, having been received, it was MOVED by Robinson, seconded by McNeice that said estimate be accepted and payment in the amount of 32,144.94 be made: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. . An Application for Outside Utility Hookup for water, having been filed with the City Clerk on February 17, 1967, by Bud Owens on property located at 1606 N. 1st. Street, and the Stafi recommending that this hookup be allowed as the property owner wishes to annex when he can, it was MOVED by Robinson, seconded by McNeice that this Outside Utility Hookup be allowed when and if the property owner signs an Outside Utility Hookup Agreement: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Harper & Son & Company, and representatives of the bidders, for the purchase of $69$,000.00 Airport General Obligation Bonds and the following bids having been received: Effective Interest Seattle 1st National Bank & Others 3.7426% Bank of Yakima & Others 3.7712$% 1st National Bank of Chicago, Pacific Northwest 3.207% National Bank of Commerce & Others 3. %252% National Bank of Washington & Others 3.$725% and Finance Director Ray hMIcGraw having checked out all bids and submitting his summary at this meeting showing the Seattle 1st National Bank as having submitted the lowest and best bid, it was MOVED by Robinson, seconded by Lynch that the bid for the sale of $69$,000.00 Airport General Obligation Bonds be awarded to Seattle 1st National Bank, with an effective interest rate of 3.7426%: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. In accordance with Resolution No. D -1042 prescribing a form of contract for City advertis- ing and directing publication of . notice for proposals, one bid and one bid only was sub- mitted by the Yakima Daily Republic for the City printing for the period commencing Febru- ary 20, 1967 and ending on the third Monday in February, 1968, it was MOVED by Lynch, seconded by Brown that said bid be awarded to the Yakima Daily Republic and that the City Manager be and is hereby authorized to enter into an agreement with said Yakima Daily Republic: carried,.carricd, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
