HomeMy WebLinkAbout02/13/1967 Business Meeting 25 FEBRUARY 13, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Kurbitz, Lambert, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Lynch absent on roll call, and excused at the preceding Council meeting on February 6, 1967. . The Invocation was given by Councilman Brown. . • The minutes of the regular meeting of February 6, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. . This being the time fixed for the Hearing on Petition No. 493, as filed by Lawrence and Marlene Moreau, requesting annexation of property located between King Street and Washing- ton Avenue, and 12th Avenue and Pleasant, it was MOVED by Robinson, seconded by Lambert that Ordinance No. $81 providing for said annexation, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. Planning Director Rudy Gast, explained that the Planning Commission had recommended the zoning on this property as specified in Ordinance No. $81, with the provision that certain restrictions be put the part zoned R -3, and Lawrence and Anthony Moreau, being present, filed with the City Clerk at this meeting, a Declaration of Restrictive and Protective Covenants to be recorded and attached to this. ORDINANCE NO. $$1, AN ORDINANCE annexing property to the City of Yakima, and zoning said property. . • • This being the time fixed for the Hearing on Petition No. 500, as filed by Roche Fruit Com- pany, Inc., requesting the Vacation of a portion of . "F" Street, it was MOVED by Lambert, seconded by Brown that Ordinance No. $$2 providing for said Vacation, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. ORDINANCE NO. 8$2, AN ORDINANCE providing for the vacation of a portions of "F" Street, within the City of Yakima. MOVED by Robinson, seconded by McNeice that Resolution No. D -1043 authorizing the execution of an Easement Agreement with Roche Fruit Company, Inc., be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. John Roche, representing Roche Fruit Company, was present at this meeting. RESOLUTION NO. D =1043, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute an Easement Agreement with Roche Fruit Company, Inc. Petition No. 505, having been filed with the City Clerk on February 6, 1967, by Ira and Jurine Kendall, requesting the Vacation of a Public Utility Easement between Englewood and the Old Powerhouse Road and West of 27th Avenue, it was MOVED by Robinson, seconded by that said Petition be referred to the City Manager and Staff for study and recom- mendation: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Lynch absent. An Ordinance appropriating $$,000 from the Sewer Bond Construction Fund to the 1967 Water- Sewer Fund, having been read in its entirety, was ordered laid on the table for one week or until the next regular Council meeting to be held on February 20, 1967. MOVED by Robinson, seconded by Lambert that Resolution No. D -1044 establishing the inter- section of S. 44th Avenue and Arlington Street as a diagonal pedestrian school crossing, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. City Manager Smith explained that when Ordinance No. $67 re- lating to traffic control and making changes in the Traffic Code, was passed on January 9, 1967, it stated that to establish diagonal pedestrian school crossings, it would have to be done by a Resolution of the City Council, and this Resolution is merely meant to implement said Ordinance. RESOLUTION NO. D -1044, A RESOLUTION establishing the intersection of South 44th Avenue and Arlington Street in the City of Yakima as a diagonal pedestrian school crossing. • MOVED by Lambert, seconded by Brown that Resolution No. D -1045 authorizing the execution of an Agreement with China Air Lines to use the Yakima Municipal Airport for flight training purposes, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robin- son voting aye on roll call. Lynch absent. City Manager Smith stated that this Agreement is the same type that the City has with Boeing. He further explained that Boeing has sold planes to China Air Lines and is training their personnel and this procedure will be carried on with other companies with whom they do business. The Council indicated that they believe that this should be on an administrative basis in order that special action does not have to be taken by the Council each time. RESOLUTION NO. D -1045, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an agreement with China Air Lines. MOVED by Robinson, seconded by McNeice that Resolution No. D -1046 authorizing the payment of 5149.77 to Mrs. Anna Tappe in settlement of a Claim for Damages caused by a sewer backup, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. . RESOLUTION NO. D -1046, A RESOLUTION authorizing the payment of 5149.77 to Mrs. Anna Tappe in settlement of a Claim for Damages. MOVED by. Lambert, seconded by Brown that Resolution No. D -1047 authorizing the payment of $122.17 to Eugene Naff in settlement of a Claim for Damages caused to his auto by a fire hydrant at the intersection of 34th Avenue and Jefferson, be passed as read: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye on roll call. Lynch absent. RESOLUTION NO. D- 1017, A RESOLUTION authorizing the payment of 5122.17 to Eugene Naff in settlement of a Claim for Damages. 253 FEBRUARY 13, 1967 The City•Engineer having reported on the completion of L.I.D. No. 943, Tri -Skool and Others Paving, it was MOVED by Robinson, seconded by Brown that the date of Hearing for confirming the Assessment Roll on said District, be fixed for March 13, 1967: carried, Brown, Kurbitz; Lambert, Larson, McNeice and Robinson voting aye by voice vote. Lynch absent. Mrs. Wakeley, Mrs. Cannon and Mr. and Mrs. Tom Batey, representing the property owners in the vicinity of the proposed 1$" drain on E. Spruce Street, were present and discussed the problem of drainage in this area in connection with the Sluder ditch. A Damage Claim having been filed with the City Clerk on February 9, 1967 by Lois I. Miller, it was MOVED by Robinson, seconded by Lambert that said Damage Claim be referred to the City Manager and Staff for study and recommendation: carried, Brown, Kurbitz, Lambert, . Larson, McNeice and Robinson voting aye by voice vote. Lynch absent. City Manager Smith requesting and recommending that Fire Chief Shockley and Virgil Wilson be granted authorization to travel to Cornelius, Oregon, on Wednesday, February 15, 1967, to observe the installation of a pumper on equipment similar to equipment that the Yakima Fire Department will have, it was MOVED by Robinson, seconded by McNeice that authorization be given for said trip to be made with expenses paid: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote. Lynch absent. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Robinson that we do now adjourn at the hour of 4:00 P.M.: carried, Brown, Kurbitz, Lambert, Larson, McNeice and Robinson voting aye by voice vote.
