HomeMy WebLinkAbout02/06/1967 Business Meeting 249 FEBRUARY 6, 1967 1 The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen 'Brown, Kurbitz, Lambert, Lynch and McNeice, Assistant City Manager Friedline and City Attorney Andrews present on roll call. Mayor. Larson and City Manager Smith absent on roll call and attending a meeting in Olympia. It was MOVED by Lynch;: seconded by Lambert that Mayor Larson be excused from this meeting: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye by voice vote. The Invocation was given by Councilman Lambert. The minutes of the regular meeting of January 30, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Assistant Mayor Robinson declared said minutes approved as recorded. An Ordinance appropriating 59,405..00 from unanticipated revenues in the 1962 Street Improve ment Construction Fund, to be expended as authorized by the 1962 General Obligation Street Improvement Bond Ordinance, having been read in its entirety at the regular meeting on January 30, 1967, and being read by Title only at this meeting, it was MOVED by Lynch, seconded by Brown that Ordinance No. 880 providing for said appropriation, be passed as read: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye on roll call Larson absent. . ORDINANCE NO. 880, AN ORDINANCE appropriating the amount of S9,405.00 from unanticipated revenues in Fiund::.No.. 911, The 1962 Street Improvement Construction Fund to be expended in the manner as provided by the 1962 General Obligation Street Improvement Bond Ordinance. In accordance with action taken at the regular meeting on January 30, 1967, and a Resolu- tion having been prepared by the Staff, it was MOVED by Lynch, seconded by McNeice that Resolution No. D -1040 urging the early completion of Interstate Highway No. 82, be passed as read: carried: Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye on roll call. Larson absent. Councilman Lynch stated that he believes that this is a good resolu- tion and would wish there were some way to emphasize his feelings that the City Council should be seriously disturbed about this situation. He further stated that he hopes when all of our State.Legislators, Congressmen, State Highway Department and even the President of the United States, read this Resolution, that there will also be a.letter stating that the City Council is seriously disturbed about this situation. Councilman Lynch also suggested sending this Resolution to neighboring Cities and Councils, with a letter attached to the effect, that if they agree with this Resolution, they might wish to pass such a Reso- lution and pass it on to the same people with the same emphasis. RESOLUTION NO. D- 1010, A RESOLUTION urging the early completion of Interstate Highway No. 82. MOVED by Brown, seconded by Lambert that Resolution No. D -1041 declaring the intention to make assessments for irrigation system maintenance and fixing the date of hearing on the assessment roll for Monday, February 27, 1967, be passed as read: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye on roll call. Larson absent. Frank Stein, Public Utilities Director, explained that this is the same procedure that was followed last year and that notices will be sent out to each property owner informing him of his assess- ment. RESOLUTION NO. D -1041, A RESOLUTION declaring the intention of the Yakima City Council to make assessments for irrigation system maintenance, and fixing a date of hearing on an assessment roll therefor. . MOVED by Lambert, seconded by Brown that Resolution No. D -1042 prescribing a form of con- tract for City advertising for 1967, and directing publication of notice for proposals, be passed as read: carried, Brown, Kurbitz, Lambert, Lynch, McNeice and Robinson voting aye . on roll call. Larson absent. Councilman Lynch stated that he will be out of town next Monday, February 13, 1967 and asked to be excused from that meeting.
