The City Council met in regular session, Mayor Larson presiding, Councilmen Lambert, Lynch, McNeice and Robinson, and City Manager Smith present on roll call. Councilmen Brown and Kurbitz,;andCity Attorney Andrews absent on roll call. It was MOVED by Robinson, seconded by Lambert that Councilmen Brown and Kurbitz be excused from this meeting: carried, Lambert Larson, Lynch, McNeice and Robinson voting aye by voice vote. Councilman Kurbitz present after 3:05 P.M. (City Attorney Andrews excused previously to attend a Conference in San Francisco, California). The Invocation was given by Councilman Lynch. The minutes of the regular meeting of January 23, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. . This being the time fixed for the Hearing on Petition No. 496, as filed by Max Seals, Englewood Heights, Inc., and Walter R. and Marjorie Ott, requesting annexation of property located south of Englewood, between N. 58th and N. 60th Avenues, it was MOVED by Robinson, seconded by Lambert that Ordinance No. 877 providing for said annexation, be passed as read: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown and Kurbitz absent. . ORDINANCE NO. 877, AN ORDINANCE annexing property to the City of Yakima, and zoning said property. . Petition No. 504, having been filed with the City Clerk on January 23, 1967, by Albert R. and Lydia Bales, requesting improvement of property by the construction of a sewer between Mead and Loren Avenues and West of S. 18th Avenue, it was MOVED by Robinson, seconded by Lynch that said Petition No. 504, be referred to the City Manager and Staff for study and recommendation: carried, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown and Kurbitz absent. An Ordinance appropriating 59,405.00 from unanticipated revenues in The 1962 Street Improve ment Construction Fund, to be expended as authorized by the 1962 General Obligation Street Improvement Bond Ordinance, having been read in full, was ordered laid on the table for one week or until the next regular meeting to be held on February 6, 1967. Councilman Kurbitz present after 3 :05 P.M. MOVED by Robinson, seconded by Lambert that Ordinance No. 878 relating to traffic control and maximum speed limits, adding Fruitvale Boulevard to previously listed streets and amending the Yakima Municipal Code, be passed as read: carried, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown absent. City Manager Smith explained that the only changes in this Ordinance from Ordinance No. 864 that was passed on January 3, 1967, is to . include two locations which were inadvertently omitted. " ORDINANCE NO. 878, AN ORDINANCE relating to traffic control; establishing maximum speed limits on City streets; and amending Section 9.28.060 (b) of the City of Yakima Municipal Code; and declaring an emergency. . MOVED. by Lynch, seconded by Lambert that Ordinance No. 879 fixing the time of delinquency and providing for the issuance of bonds for the payment of the unpaid portion of L.I.D No. 946, Scenicview Terrace & Other Sewers, be passed as read: carried, Kurbitz, Lambert, Lar- son, Lynch, McNeice and Robinson voting aye on roll call. ORDINANCE NO. 879, AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 946, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. MOVED by Lambert, seconded by McNeice that Resolution No. D -1039 authorizing the execution of an Agreement with the State of Washington Department of Highways for soil testing in connection with improvements at the Yakima Municipal Airport, be passed as read: carried, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye on roll call. Brown absent. RESOLUTION NO. D -1039, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute an Agreement with the State of Washington, Depart- ment of Highways, for services in connection with Yakima Municipal Airport improvements. Bids having been received and considered by a bid board on January 23,1967, for the First Avenue Storm Drain - Walnut Street to Lincoln Avenue, and the following bids having been received: E. M. Gostovich, Sunnyside $36,510.00 Bill's Septic Service 39,980.00 N. L. Kimball 42,425.00 and the City Engineer recommending that the bid submitted by E. M. Gostovich of Sunnyside, Washington, being the low bid, be awarded the contract, it was MOVED by Robinson, seconded by McNeice that the Engineer's . recommendation be accepted and the bid be awarded to E. M. Gostovich, Sunnyside, in the amount of S36,510.00, and that the City Manager be and is hereby authorized to enter into a contract with said contractor upon the filing of the proper bond and insurance: carried, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Richter City Treasurer (continued) A 248 JANUARY 30, 1967 (Investment Committee Report, continued) • it was MOVED by Robinson, seconded by Lambert that the report of the City Treasurer dated December 31, 1966, regarding the investments of the City of Yakima, be accepted and approved: carried, Kurbitz., Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Brown absent. Mayor Larson stated that representatives from the Greater Yakima Chamber of Commerce High- !' way Committee, H. G. Wells, Jack Kelly and D. B. Leonard, are present and interested in bringing up a proposal for a.Resolution urging the completion of Interstate Highway $2 between Ellensburg and Yakima. Councilman Lynch, who is the-City Council's representative to the Chamber of Commerce meetings and is on the Interstate $2 Highway Committee, stated that he has attended several committee meetings and was disappointed to hear rather recently, that the Interstate $2 project would have no funds available for 1967 - 1968. . He further stated that he felt that this link between Ellensburg and Yakima is . the most important section of the entire project and has been talked about since 1960 and will pro - vide for freeway movement of traffic for 300,000 persons. He indicated that we have been led to believe that this project had high priority and that this proposed delay should be of great concern to the City Council and the citizens of Yakima, and if necessary, the Council should pass a strong Resolution urging the completion of the highway between Ellens burg and Yakima, stating their feelings and reasons and that this Resolution should be directed to the State Highway Department, our State Legislators, Congressmen and even the President of the United States. H. G. Wells, Secretary - Manager of the Greater Yakima Chamber of Commerce, stated that the Chamber representatives present are extremely grati- fied at Councilman Lynch's comments and feel that we can no longer sit by and let this remain in a dormant state, and that there should be some additional construction money made available in this biennium. Mr. Wells further stated that they feel that transportation is a vital segment of the government, that this has been.a National cut, and that the longer it is postponed or delayed, it will cost more because we will get half of the con - struction done for the money now set aside, and something needs to be done now. He stated that they hope that the City Council will take this suggested action, as has the Yakima Chamber and the Chambers of many cities from Ellensburg to Walla Walla. D. B. Leonard, member of the Chamber's Highway Committee, stated that he thinks another important factor in this matter is the matter of safety. He stated that a good portion of fatalities are head -on collisions, and with the Interstate system this is eliminated by dividing the traffic. Mr. Leonard further stated that highway safety is a very important factor between Ellensburg and Yakima and the longer we delay the construction on that highway, the longer we condone the traffic hazards, and that the sooner it is completed, the sooner we are going to have a safer highway. He stated that he would like to put an O.K. on the sugges- tion that Councilman Lynch has made that the City Council take some kind of action and do pass some kind of Resolution. Jack Kelly, President, Greater Yakima Chamber of Commerce, stated that he feels that a petition or Resolution from a group such as this City Council, is much more powerful than anything else would be. After due discussion, it was MOVED by Lynch, seconded by. Robinson, that the Staff be authorized to draw up a Resolution urging . the completion of Interstate Highway $2 between Ellensburg and Yakima, in accordance with suggested recommendations: carried, Kurbitz, Lambert, Larson, Lynch, McNeice and Robinson voting aye by voice vote.
