HomeMy WebLinkAbout01/09/1967 Business Meeting 240 JANUARY 9, 1967 The City Council met in regular session, Mayor Larson presiding, Councilmen Brown, Lynch, McNeice and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilmen Kurbitz and Lambert absent on roll call. It was MOVED by Robinson, seconded by Lynch that Councilmen Kurbitz and Lambert be excused from this meeting: carried, Brown, Larson, Lynch, McNeice. and Robinson voting aye by voice vote. Councilman Lambert present after 3:55 P.M. The Invocation was given by Councilman Brown. The Minutes of the regular meeting of January 3, 1967, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes . read publicly, Mayor Larson declared said minutes approved as recorded. Petition No. 493, having been filed with the City Clerk on January 6, 1967, by Lawrence and Marlene Moreau, requesting annexation of property located between King Street and Washing- ton Avenue and 12th Avenue and Pleasant, it was MOVED by Robinson, seconded by Lynch that the Petition for Annexation filed by Lawrence & Marlene Moreau, being Petition No. 493, be approved as meeting the requirements of law; that said Petition be referred to the City Manager and Planning Commission for study and recommendation; that the Mayor be authorized to convene a Review Board, as required by law, for hearing and review of this proposed annexation; and that February 13, 1967 be set as the date for a public hearing by the City Council on this Petition: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. MOVED by Robinson, seconded by Brown that Ordinance No. $66 relating to animal licenses, specifying the fees, and amending the Yakima Municipal Code, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson. voting aye on roll call. Kurbitz and Lambert absent. Those present and speaking against the change of fees to a straight $4.00 per dog, were Mrs. Grover Cleveland, 1111 Landon Avenue, Mr. Larry Mathews, and Mrs. Leonard Ler- well. Mrs. Cleveland stated that she does not think the license fee should be changed as she does not feel that the animal control program is doing much good at the present fees. Mr. Mathews spoke on behalf of the dog owners, stating that he does not feel that the 1700 householders that have licensed dogs, or about 13% of all householders in the City of Yakima, should be expected to support the whole program for all dog owners and therefore feels that the fees should not be* changed. Mrs. Lerwell stated that she does not feel that the fee should be raised from 52.50 to 54.00 on spayed females when she has gone td the expense of having her dog spayed. Council members explained that all fees are not being raised as stated by those objecting to this Ordinance, but are being raised only on males and spayed females and lowered on females, and that in changing the fee and making it uniform, it is not expected to completely pay the cost of the animal control program, but to help make it a better program. ORDINANCE NO. 866, AN ORDINANCE relating to animal licenses and specifying the fees there- for; amending Section 6.22.050 of the City of Yakima Municipal Code; and declaring an emergency. MOVED by Brown, seconded by Lynch that Ordinance No. $67 relating to traffic and travel on public streets and amending the Yakima Municipal Code, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. Councilman Robinson explained that this Ordinance is only for diagonal pedestrian school crossings and to bring up to date our school crossing regulations. ORDINANCE NO. $67, AN ORDINANCE relating to vehicular and pedestrian traffic control; pro - viding for the establishment of, and regulating, school crossings and diagonal pedestrian school crossings; providing for the establishment of and designating the authority of the schoolboy patrol; and amending Sections 9.20.010 (b), 9.20.010 (e), 9.24.110 and 9.12.020 of the City of Yakima Municipal Code. MOVED by Robinson, seconded by Brown that Ordinance No. $6$ fixing the time of delinquency and providing for the issuance of bonds for the payment of the unpaid portion of L.I.D. No. 942, High View Courts and Other Sewers District, be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. ORDINANCE NO. $6$, AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 942, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. . . MOVED by Robinson, seconded by Brown that Resolution No. D -1033 authorizing the execution of a "Yakima County Conference of Governments Agreement", be passed as read: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye on roll call. Kurbitz and Lambert absent. City Manager Smith explained that many times there is need for communication and coopera- tion between various city and county agencies, so this agreement has been drawn up so that the best interests of the public may be served by coordinated plans and programs resulting in increased efficiency and economy in local government. RESOLUTION No. D -1033, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City of Yakima to execute a "Yakima County Conference of Governments Agree- ment". JANUARY 9, 1967 it was MOVED by Robinson, seconded by Lynch that the report of the City Engineer dated January 5, 1967, with respect to the progress,on the various construction projects of the City of Yakima, be approved and that the progress estimates therein set forth be approved and payment of the same authorized: carried, Brown, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. In accordance with the recommendation of City Attorney Andrews at the regular Council meeting on November 2$, 1966, at the time Judge George H. Mullins was appointed to fill the unexpired term of Municipal Court Judge to be effective until January 9, 1967, at which time Judge Mullins officially takes office because of his re- election at the November $, 1966 election, Mayor Larson reaffirmed the appointment of Judge George H. Mullins as Muni- cipal Court Judge on this date, January 9, 1967. A vacancy having been created on the City- County Health District Board by the resignation of Councilman Brazier, and Mayor Larson reporting that Councilman Don McNeice has indica- ted that he is willing to serve in this capacity, it was MOVED by Robinson, seconded by Lynch that Don McNeice be appointed as City Council representative to the Health District Board: carried, Brown, Larson, Lynch and Robinson voting aye by voice vote. Kurbitz and Lambert absent. Mayor Larson reporting that the Visitors and Convention Bureau has asked that the Council send a representative to their monthly meetings, it was MOVED by Robinson, seconded by McNeice that Councilman. Wray Brown be appointed as City County representative to attend said meetings: carried, Larson, Lynch, McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. City Manager Smith requesting and recommending that authorization be given City Attorney Andrews to attend the 20th Annual Western Regional Traffic Court Conference, from Monday, January 30, 1967 to February 3, 1967, at the Hastings College of Law, San Francisco, Calif- ornia, at an estimated cost of $315.00, it was MOVED by Lynch, seconded by- Robinson that City Attorney Andrews be allowed to attend said Conference with expenses paid: carried, Brown, Larson, Lynch McNeice and Robinson voting aye by voice vote. Kurbitz and Lambert absent. There being no further business to come before the Council, it was MOVED by Lynch, seconded by Lambert that we do now adjourn at the hour of 4:10 P.M.: carried, Brown, Lambert, Lar- son, Lynch, McNeice and Robinson voting aye by voice vote.
