The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The Invocation was given by Councilman Lambert. The minutes of the regular meeting of November 14, 1966, having been duly certified accurate by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. MOVED by Lambert, seconded by Brown that Ordinance No. $51 relating to utility taxes on certain utilities, fixing rates for 1967 and amending the Yakima Municipal Code, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager Smith explained that this is merely a reinactment of the Ordinance of last year, amending it to bring it up to date and,that there is no change in rates. ORDINANCE NO. $51, AN ORDINANCE relating to business and occupation taxes'upon certain utilities, fixing tax rates, providing for a surcharge, saving certain taxes'.and amending Section 5.50.050 of the City of Yakima Municipal Code. An Ordinance appropriating $2500 from the Water Sewer Fund to. Interest Debt Redemption, having been read in full, was ordered laid on the table for one week or until the regular meeting of the City Council to . be held November 2$, MOVED by Robinson, seconded by Lambert that Resolution No. D -1019 revising the schedule of routes for the Yakima City Bus system, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager Smith explained that the route changes at this time, cut off the unproductive area on Fruitvale Blvd. and give better coverage of 3rd Street. Martin Friedline, City Personnel Director, who is working with Mr. Robert Knight, Bus Consultant, referred to a letter received by the Council from the Country Shoppin' Center requesting that the bus service be extended from Washington Avenue to include their Shopping Center, and stated that at this time it would not be feasible to grant this request. He further stated that he felt that it is doubtful that the volume of bus business to this shopping center would justify extending the run at this time, but it might be possible in the future if and when 10th Avenue is opened up and further study is made of the bus routes. RESOLUTION NO. D -1019, A RESOLUTION revising the schedule of routes for the public bus transportation system operated by the City of Yakima. Upon the recommendation of City Attorney Andrews, it was MOVED by Brazier, seconded by Robinson that the Petition for Annexation filed November 10, 1966, by Robert W. & Mary Strausz, Straco, Inc., being Petition No. 474, be approved as meeting the requirements of law; that the City Manager and the Mayor be authorized to convene a Review Board, as required by law, for a hearing and review of this proposed annexation; and that an order be prepared fixing December 19, 1966, as the time for a public hearing by the City Council on this petition: carried, Brazier, Brown, Kurbitz, Lambert, Larson,. Lynch and Robinson voting aye by voice vote. Upon the recommendation of City Attorney Andrews, it was MOVED by Brazier, seconded by Lynch that the Petition for Annexation filed October 27, 1966, by Glascam Builders, Inc., being Petition No. 4$1, be approved as meeting the requirements of law; that the City Manager and the Mayor be authorized to convene a Review Board, as required by law, for a hearing and review of this proposed annexation; and that an order be prepared fixing December 19, 1966, as the time for a public hearing by the City Council on this petition: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The City Engineer reporting the completion of L.I.D. No. 946, Scenicview Terrace & Other Sewers, it was MOVED by Robinson, seconded by Brazier that December 19, 196.6, be fixed as the date of hearing on the assessment roll for said district and that the City Clerk give due notice of said hearing by publication and to each property owner, as required by law: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. A damage claim having been filed by Ronald A. Miller for damages to his car caused by a manhole cover, it was MOVED by Brazier, seconded by Lambert that said damage claim be referred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. City Manager Smith reporting that Mr. Hubert Werner, Administrative Assistant to the Superintendent of Schools, has been recommended by the School Board for appointment as Ex- Officio member of the Planning Commission, to fill the vacancy created by the resigna- tion of Rolla, Goold, it was MOVED by Robinson, seconded by Lynch that Mr. Werner be appointed to serve in this capacity and so notified: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour of $ :30 P.M.: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
