October 31, 1966 .
The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown,
Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll
call. Councilman Kurbitz absent. MOVED by Robinson, seconded by Lambert that Councilman
Kurbitz be excused from this meeting: carried,Brazier, Brown , Lambert, Larson, Lynch and
Robinson voting aye by voice vote. Kurbitz absent. .
The Invocation was given by Councilman Lynch.
The minutes of the regular meeting of October 24, 1966, having been duly certified accurate
by two Councilmen, and no one present wishing to have the minutes read publicly, Mayor
Larson declared said minutes approved as recorded. •
In accordance with action taken by the City Council at their regular meeting of October 3,
1966, on Petition No. 456 as filed by Ruby W. Harrison requesting rezone of property situate3 at
24th and West Washingto,Avenue, and discussion of this matter at this meeting indicating that cert
certain legal problems have not been worked out with the property owners and would not be
completed for some time, it was MOVED by Robinson , seconded by Brazier that this matter
be patponed indefinitely: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson
voting aye by voice vote. Kurbitz absent. City Attorney Andrews indicated that new notice
of hearing will be given when and if this matter is considered again.
Petition No. 481 having been filed with the City Clerk on October 27, 1966 by Glascam
Builders and others, it was MOVED by Lynch, seconded by Lambert that said petition be
referred to the Planning Commission and Staff for study and recommendation: carried, Brazier,
Brown, Lambert, Larson, Lynch, and Robinson voting aye by voice vote. Kurbitz absent.
The City Engineer reporting the completion of L. I. D. No. 942, Highview Courts and other
Sewer district, it was MOVED by Brazier, seconded by Lynch that November 28, 1966 be
fixed as the date of hearing on the assessment roll for said district and that the City
Clerk give due notice of said hearing by publication and to each property owner as required
by statute: carried, Brazier, Brown, Lambert, Larson, Lynch, and Robinson voting aye by
voice vote. Kurbitz absent. .
Bids having been received and considered by a bid board on October 3, 1966 for the paving
of certain streets and alleys as provided for in L. I. D. 954, South 19th Avenue and
others Paving District and L. I. D. No. 954, 1966 alley paving district, and the following
bids having been received:
Yakima Cement and Asphalt Paving Company $30,440.50
Superior Asphalt and Concrete Company 36,659.50
and the City Engineer recommending that Yakima Cement and Asphalt Paving Co. be awarded
the contract, it was MOVED by Lynch, seconded by Lambert that the engineers recommendation
be accepted and the award be made to Yakima Cement and Asphalt Paving Co. and that the "-
City Manager be and is hereby authorized to enter into a contract with said contractor
upon the filing of the proper bond and insurance: carried, Brazier, Brown, Lambert, Larson,
Lynch and Robinson voting aye by voice vote. Kurbitz absent.
A "damage claim having been filed with the City Clerk on October 27, 1966 by Lewis F.
Anderson for damages resulting from the operation of the City Street Sweeper which threw
a rock striking Mr. Anderson's windshield, it was MOVED by Brazier, seconded by Lynch that
said damage claim be referred to the City Manager and staff for study and recommendation:
carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
Kurbitz absent.
Sister Marie Emile and approximately 20 students from St. Joseph Academy were again in at-
tendance and discussed contemporary problems of government with Council members.
Manager Smith reported that Architects Associated are about to complete the Central
Business District Study but that there is need to have the time for completion extended
from November 1 to December 20, 1966. After due discussion, it was MOVED by Robinson,
seconded by Brown that an extention of time be granted to Architects Associated for the
completion of the CBD study: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson
voting aye by voice vote. Kurbitz absent.
There being no further business to come before the Council, it was MOVED by Lynch,
seconded by Brazier that we do now adjourn at the hour of 3:55 P.M. Carried: Brazier,
Brown, Lambert, Larson, Lynch and R -zbins•, voting aye by voice vote. Kurbitz absent.
