OCTOBER 17, 1966 .
The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier,
Brown, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews
present on roll call. •
The Invocation was given by Councilman Kurbitz.
The minutes of the regular meeting of October 10, 1966, having been duly certified accurate
by two Councilmen, and no one present wishing to have said minutes read publicly, Mayor
Larson declared said minutes approved as recorded. .
Petition No. 494, having been filed with the City Clerk on October 11, 1966, Raymond
Hayes, 1701 Tahoma Avenue, requesting improvement of property by the construction of a
sewer to serve the north side of Tahoma Avenue between 16th Avenue and Tahoma Cemetery,
it was MOVED by Robinson, seconded by Brazier that said Petition be referred to the City
Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert,
Larson, Lynch and Robinson voting aye by voice vote.
An Ordinance appropriating $31,420 from the Cumulative Reserve Fund for Domestic Water
Supply Development in the 1966 Budget for Water -Sewer Fund, for installation of a 16 -inch
domestic water supply main on Washington Avenue for transmission of water from the Airport
well to the City's distribution system, having been read in its entirety, said Ordinance
was ordered laid on the table for one week or until the regular meeting of the City Council
to be held on October 24, 1966. City Manager Smith reported briefly on the status of the
Cumulative Reserve Fund for Domestic Water Supply Development.
MOVED by Lambert, seconded by Robinson that Resolution No. D -1009 authorizing the execution
of a Transit Advertising Lease Agreement with Washington Transit Advertising of Seattle,
be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson
voting aye on roll call. .City Attorney Andrews explained that this is a lease contract
with the Advertising Company, who will deal with the advertisers and from which the City
will derive revenue.
RESOLUTION NO. D -1009, A RESOLUTION authorizing the execution of a Transit Advertising
Lease.
MOVED by Robinson, seconded by Btown that Resolution No. D -1010. appointing Fred H. Andrews,
acting City Manager from October 20, 1966 through October 2$, 1966, be passed as read:
carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll
call.

MOVED by Robinson, seconded by Brown that Resolution No. D -1011 authorizing payment of
$42 to Zelia Kuhn in settlement of a claim for damages caused by.a sewer backup, be passed
as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye
on roll call. City Attorney Andrews explained that this claim, as well as the one filed
by. Peter J. Paulson, both resulted from the same sewer backup at 216 S. 6th Street, which
is a duplex occupied by both claimants and he feels that the claims in both instances are
reasonable. .
RESOLUTION NO. D -1011, A RESOLUTION authorizing payment of a Claim for Damages filed by
Zella Kuhn.
MOVED by Robinson, seconded by Lambert that Resolution No. D -1012 authorizing payment of
$75 to Peter J. Paulson, in settlement of a claim for damages caused by a sewer backup, be
passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson
voting aye on roll call. .
RESOLUTION NO. D -1012, A RESOLUTION authorizing payment of a Claim for Damages filed by
Peter J. Paulson. .
The thirty day legal limit for protests to be filed, having expired October. 14, 1966, John
Mayo, Public Works Director, gave a brief rundown on the percentage of protest for various
sections of the proposed street improvement entitled "North 56th Avenue and Others Paving
District" - L.I.D. No. 960, as follows:

Mr. Mayo further indicated that an Ordinance will be prepared amending and deleting certain
portions of Ordinance No. $31 creating L.I.D. No. 960, North 56th Avenue and Others Paving.
Mr. A. M. Willoughby, property owner in the Garrett Street vicinity, stated that he had
tried to get people on 10th Avenue interested in being included in this project, but he
finds that there are too many of them on fixed incomes to be interested at this time. -
City Manager Smith requesting and recommending that Rudy Gast, Planning Director, be
allowed to make a trip, at an estimated cost of $15$.00, with representatives of Archi-
tects Associated, to San Francisco, October 19 through 22, 1966, for the purpose of meeting
with Larry Smith and Associates, who are doing our Economic Analysis on the Downtown Study,
and on matters concerning the General Plan, it was MOVED by Kurbitz, seconded by Robinson
that said trip be allowed with expenses paid: carried, Brazier, Brown, Kurbitz, Lambert,
Larson, Lynch and Robinson voting aye by voice vote.
