HomeMy WebLinkAbout09/19/1966 Business Meeting 2O8 September 19, 1966 The City Council met in regular session, Mayor Larson, presiding, Councilmen Brazier, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. Councilman Brown absent on roll call. It was MOVED by Robinson, seconded by Lynchthat Councilman Brown be excused from this meeting: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye voice vote. The Invocation was given by. Councilman Kurbitz. The minutes of the regular meeting of September 12, 1966 having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. This..beingsthe time;fixed`?for the:contii uation.of Hearing on Petition No. 456 as filed by Ruby Harrison, requesting rezone of property situated at 24th and W. Washington Avenue, it was MOVED by Robinson, seconded by Lynch that this matter be continued for 2 weeks or until October 3rd: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brown absent. . Petition No. 486 having been filed with the City Clerk, on September 13, 1966, by Albert R. Bales, requesting annexation of property located West of 18th Avenue, between Mead & Loren Avenues, it was MOVED by Robinson, seconded by Lambert that said Petition be re- ferred to the City Manager and the Planning Commission for study and recommendation: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brown absent. • MOVED by Lambert, seconded by Robinson that Ordinance No. 833 changing the name of Fair Avenue from the center line of East Nob Hill Boulevard North to the North right of way line of High Street, within the City of Yakima , to South 10th Street be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Brown absent. Mr. Les Newlun protested the changing of this street name. ORDINANCE NO. 833, AN ORDINANCE changing the name of a portion of Fair Avenue to South 10th. Street. MOVED by Lynch, seconded by Lambert that Resolution No. D -1000, accepting the Grant offer of the United States of America through the Federal Aviation Agency in the maximum amount of $29,647 to be used for the construction of a fire and rescue equipment building on the Yakima Municipal Airport be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Brown absent. RESOLUTION NO. D -1000, A RESOLUTION accepting the Grant Offer of the United States of America through the Federal Aviation Agency in the maximum amount of $29,647 to be used under Project No. 9 -45- 023 -C709 for the construction of a fire and rescue equipment building on the Yakima Municipal Airport. MOVED by Lynch, seconded by Lambert that Resolution No. D -1001 authorizing and directing the City Manager and City Clerk to execute a Concession Agreement with the State of Washington, Department of Public Assistance, Division of Services for the Blind be passed as read: carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Brown absent. (Airport Gift Shop in Administration Building). RESOLUTION NO. D -1001, A RESOLUTION authorizing and directing the City Manager and City Clerk to execute a Concession Agreement with the State of Washington. Department of Public Assistance,, Division of Services for the Blind. MOVED by Robinson, seconded by Brazier, that Resolution No. D -1002 transferring $400 within the 1966 Budget for the. Planning Department, be passed as read: carried, Brazier, Kurbitz, Lambert,,Larson, Lynch and Robinson voting aye on roll call. Brown absent. Planning Director Gast stated additional expenses have incurred as the Planning Commission are more frequently attending Planning Seminars and Workshops within the State which are sponsored by the Planning Association of Washington. * see below Under City Manager's Report, Public Works Director, John Mayo informed the Council that in cooperation with. the Fair Board's xquest, the City has consented to install a tem- porary traffic light at South 10th Street and Nob Hill Boulevard, in order to eliminate the traffic congestion at that point during fair week. Mr. Mayo stated that the equipment is available and that it would be only a matter of labor of 2 city employees for 2 days. He also stated that the County is cooperating with the Fair officials, by passing a resolution authorizing this installation. The County owns 3/4 of this intersection. The Council favored helping the Fair Board in this matter. City Attorney Andrews requested the Council to recess this meeting for one day, in order to meet legal requirements if the Airport Bond Issue must be put on the November General Election, in the event it fails to pass in the Primary Election on September 20, 1966. It was MOVED by Kurbitz, seconded by Brazier that we do now recess at the hour of 8:40 P.M. until 4 P.M. Tuesday, September 20, 1966: Carried, Brazier, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye by voice vote. Brown absent. RECESSED MEETING, TUESDAY, SEPTEMBER 20, 1966, 4 O'CLOCK P.M.
