HomeMy WebLinkAbout09/06/1966 Business Meeting 201„ SEPTEMBER 6, 1966 The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Lambert, Lynch and Robinson, City Smith and City Attorney Andrews present on roll call. Councilman Kurbitz absent on Roll call. It was MOVED by Robinson, seconded - by Lynch that Councilman Kurbitz be excused from this meeting: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The Invocation was given by Councilman Lambert. The minutes of the regular meeting of August 29, 1966, having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly; Mayor Larson declared said minutes approved as recorded. This being the time fixed for continuation of the Hearing on the replats of Edgecliff Manor No. 2 and Horizon Heights No. 2, it was MOVED by Robinson, seconded by Brown that Ordinance No. $2$ approving said replats, be passed as read: carried, Brazier, Brown, Lam - bert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent. Rudy Gast, Planning Director, explained that all the work is now finished regarding outstanding L.I.D.ts, in connection with these replats and the creating of new L.I.D.ts which will close out the old L.I.D.ts. ORDINANCE NO. $2$, AN ORDINANCE approving replats known as Edgecliff Manor No. 2 and Hori- zon Heights No. 2, both constituting additions to the City of Yakima, Washington. This being the time fixed for the Hearing on Resolution No. D -991, being a resolution of intention to improve property by the construction of water mains within the replats of Horizon Heights and Edgecliff Manor, and there . being no . protests in writing or otherwise, it was MOVED by Robinson, seconded by Lambert that Ordinance No. $29, providing for said improvement and creating Local Improvement District No. 95$, be passed as read: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent. City Manager Smith explained that the interest rate on this L.I.D. is 4% because . the original L.I.D.ts No, 905 and. 907 had 4% interest rate. . ORDINANCE NO. $29, AN ORDINANCE providing for the improvement of certain property by con- structing the necessary mains, fire hydrants, valves and other appurtenances for the pur- pose of supplying water for domestic use and fire protection; establishing a Local Improve- ment District, providing for the method of payment thereof, and creating a special fund. This being the time . fixed for the Hearing on Resolution No. D -992, being a resolution of intention to improve property by the construction of a pipe sewer within the replats of Horizon Heights and Edgecliff Manor, and there being no . protests in writing or otherwise,' it was MOVED by Lynch, seconded by gown that Ordinance No. $30 providing for said improve- ment and creating Local Improvement'District No. 959, be passed as read: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent. City Manager Smith explained that this L.I.D. will also . carry the 4% interest rate because the original L.I.D.ts No. 904 and 90$ had the 4% interest rate. ORDINANCE NO. 830, AN ORDINANCE providing for the improvement of certain property by con - structing a pipe sewer with the necessary wye branches and manholes; establishing a Local Improvement District, providing for the method of payment thereof, and creating a special fund. . Petition No. 4$5, having been filed with the City Clerk on September 2, 1966, by Ernest Wurl, requesting the vacation of the $ foot utility easement on the north side of Lot 17 - Scenicview Terrace, it was MOVED by Robinson, seconded by Lambert that said Petition be referred to the City Manager and Staff for study and recommendation: carried, Brazier,. Kurbitz absent. . City Manager Smith reported, that in accordance with Statute, the Preliminary Budget for 1967 has been duly filed with the Mayor and Councilmen for their consideration. He also stated, that a Resolution adopting the Preliminary Budget for 1967 is being prepared for their consideration at next week's Council meeting on September 12, 1966, and that the Staff is ready to meet with Council members and consider any suggestions that they may have. He referred to his Budget message presented in the Preliminary Budget and stated .that the Budget is balanced and shows.an approximate 2.65% increase due mainly to requeste• salary increases.
