The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown,
Lambert and Robinson,and Acting City Manager Martin Friedline, present on roll call. Coun-
cilmen Kurbitz and Lynch absent on roll call. City Manager Smith and City Attorney on vaca
tion. It was MOVED by Robinson, seconded by Brown that Councilmen Kurbitz and Lynch be ex-
cused from this meeting: carried, Brazier, Brown, Lambert, Larson and Robinson voting aye
II by voice vote. .
The Invocation was given by Councilman Lambert.
The Minutes of the regular meeting of August 1, 1966, having been duly certified accurate
by two Councilmen and no one present wishing to have said Minutes read publicly, Mayor Lar-
son declared said Minutes approved as recorded. .
The matter of the Council Hearing on the.Replat of Edgecliff Manor and Horizon Heights, hav
ing been continued from June 13, 1966, and the Planning Department recommending continuatio
of said Hearing to September 6, 1966, it was MOVED by Brazier, seconded by Robinson that
said Hearing be continued to September 6, 1966: carried, Brazier, Brown, Lambert, Larson an.
Robinson voting aye by voice vote. Kurbitz and Lynch absent. Mayor Larson referred to the
letter to the Council from the Planning Department that explained that the work involved in
recomputing the LIDs in connection with the proposed replat has made it necessary that this
request be made to reschedule the Hearing to a later date.
MOVED by Brown, seconded by Lambert that Ordinance No. $23 relating to water -sewer systems
rates for extensions outside the City and amending the Yakima Municipal Code, be passed as
read: carried, Brazier, Brown, Lambert, Larson and Robinson voting aye on roll call. Kur-
bitz and Lynch absent. Mr. Rollo S. Goold, Superintendent of Schools and Arthur .Church,
Secretary of the School Board, being present, Mayor Larson referred to the memorandum to
the Council from Utilities Director, Frank Stein, which explained that School District No.
7 has acquired property outside the City for a new Junior High School and desires to annex
to the City as soon as possible, but in the meantime needs to have domestic water and sewer
service, and further explained that this is the reason for drawing up Ordinance No. $23 and
the following Resolution No. D -988, authorizing the execution of an agreement: with School
District No. 7 for public utility services.
ORDINANCE NO. $23, AN ORDINANCE relating to the water -sewer systems of the City of Yakima;
establishing rates for installing extensions to such systems outside the boundaries of a
local improvement district; specifying the time when payments for such extensions must be
made; amending Subsection 7.56.020(b) and Section 7.56.040 of the City of Yakima Municipal
Code; and declaring an emergency.
MOVED by Robinson, seconded by Lambert that Resolution No. D -98$ authorizing the execution
of an agreement with Yakima School District 7 for public utility services, be passed as
read: carried, Brazier, Brown, Lambert, Larson and Robinson voting aye on roll call. Kur-
bitz and Lynch absent.
RESOLUTION NO. D -9$$, A RESOLUTION authorizing the execution of an agreement with Yakima
School District No. 7 for public utility services. .
MOVED Lambert, seconded by Brown that Resolution No. D -9$9 authorizing the purchase of
materials for street repair without calling for bids, be passed as read: carried, Brazier,
Broom, Lambert, Larson and Robinson voting aye on roll call. Kurbitz and Lynch absent.
Public Works Director, John Mayo, explained that ordinarily these materials are bought in
quantities under S500, not needing a call for bids, and that in pouring cracks and repair-
ing Yakima Avenue and certain other streets, more of these materials were used than antici-
pated.
RESOLUTION NO. D -989, A RESOLUTION authorizing the purchase of materials without calling fo
bids.
The Planning Commission reporting on Petition No. 468, as filed by Jack R. Gustafson and
Others,requesting annexation of property located South of Scenic Drive and East of 53rd
Avenue, and recommending said annexation, it was MOVED by Brazier, seconded by Lambert that
the Petition for Annexation as filed by said Petitioners, be approved as meeting the require-
ments of law; that the City Manager and the Mayor be authorized to obtain waivers of a meet -
ing of a Review Board, as authorized by law; and that an order be prepared fixing August 22,
1966 as the time for a public hearing by the City Council on this Petition: carried, Brazier,
Brown, Lambert, Larson and Robinson voting aye by voice vote. Kurbitz and Lynch absent.

August 4, 1966, .with respect to the progress on the various construction projects of the
• City of Yakima, be approved and that the progress estimates therein set forth be approved

Petition No. 4$1, A Notice of Intention to Commence Annexation Proceedings, having been
filed with the City Clerk on August.$, 1966, for Glascam Builders, Inc.,. requesting. annexa-
tion of property located South of Nob Hill Boulevard, between S. 32nd Avenue and Thornton
Avenue, it was MOVED by Robinson, seconded by Brazier that this date, August $, 1966, ,be
set as the time for a meeting with Mr. L. B. Campbell, President of Glascam Builders, Inc.,
who signed said Notice of Intention No. 4$1, dated $/$/66: carried, Brazier, Brown, Lambert,
Larson and Robinson voting aye by voice vote. Kurbitz and Lynch absent. Mr. Campbell,
being present, and indicating that the area to be annexed is willing to assume its share of
the city's existing indebtedness, it was duly moved, seconded and passed, that the annexatior_
proposed _by Petition No. 4$1, (Notice of Intention to Commence Annexation Proceedings) be
accepted by the City of Yakima and that the area sought to be annexed be required to assume
the City's existing indebtedness. The above motion was made by Robinson, seconded by .
Brazier and carried: Brazier, Brown, Lambert, Larson and Robinson voting 'aye by voice vote.

Mayor Larson announced the appointment of Rev. Warren Campbell, Ralph Holbrook and Roy
Tufts to the Mayor's Committee on Human Rights.
There being no further business to come before the Council, it was MOVED by Brazier, secon-
ded by Robinson that we do now adjourn at the hour of 3:14 P.M.: carried, Brazier, Brown,
