JULY 11, 1966
The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Lambert,
Lynch & Robinson, City Manager Smith and City Attorney Andrews present on roll call. Kurbitz
and Brown absent. It was MOVED by Robinson, seconded by Lynch that Councilmen Kurbitz and
Brown be excused from this meeting: carried, Brazier, Lambert, Larson, Lynch and Robinson
voting aye by voice vote. Brown and Kurbitz absent.
The Invocation was given by Councilman Brazier.
The Minutes of the regular meeting of July 5, 1966 having been duly certified accurate by
two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson
declared said minutes approved as recorded.
This being the time fixed for the continuation of the hearing on Petition No. 456, as filed
by Ruby W. Harrison, requesting rezone of property situated at 24th and Washington Avenues,
and City Attorney Andrews stating that there is still some legal work to be done on this
matter, it was MOVED by Robinson, seconded by Lynch that hearing be continued until the
regular meeting of the Council on July 25, 1966: carried, Brazier, Lambert, Larson, Lynch,
and Robinson voting aye by voice vote. Brown and Kurbitz absent.
MOVED by Lynch, seconded by Lambert that Ordinance No. 818, an Ordinance appropriating
$5,000 to 1966 Engineer's Budget to construct partitions and install new lighting in the
City Engineer's office be passed as read: carried, Brazier, Lambert, Larson, Lynch, and
Robinson voting aye on roll call. frown and Kurbitz absent. (First reading, July 5, 1966 -
read by Title only, at this meeting).
ORDINANCE NO. 818,.AN ORDINANCE appropriating the amount of $5,000 from unappropriated
monies in the Current Expense Fund to Account 920, Buildings, of the Capital Outlay .
Classification, in the 1966 appropriation for 108 - City Hall.
In accordance with action taken at the last regular meeting of the Council on July 5, 1966,
in the matter of the reconsideration of Ordinance No. 816, providing for the vacation of
a portion of West Walnut Street, it was MOVED by Brazier, seconded by Robinson that re-
consideration of said ordinance be continued for one week until the next regular meeting
of the Council on July 18, 1966: carried, Brazier, Lambert Larson, Lynch and Robinson
voting aye on roll call. Brown and Kurbitz absent.
This being the time fixed for the hearing on the Assessment roll for L. I. D. No. 947,
South 1st Street Domestic Water, and there being no protests in writing or otherwise, it
was MOVED by Robinson, seconded by Lambert that Ordinance No. 819 confirming said assessment
roll and every part thereof, be passed as read; carried, Brazier, Lambert, Larson, Lynch,
and Robinson voting aye on roll call. Brown and Kurbitz absent.
ORDINANCE NO. 816, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 947 as created and established by Ordinance No. 726 of the Ordinances of the "-
City of Yakima.
MOVED by Brazier, seconded by Lynch, that Resolution No. D -978 authorizing execution and .
filing of a "Request for Aid - Federal Aid Airport Program" for enlarging and improving the
Yakima Municipal Airport be passed as read: carried, Brazier, Lambert, Larson, Lynch and
Robinson voting ayeon roll call. Brown and Kurbitz absent.
RESOLUTION NO. D -978, A RESOLUTION authorizing and directing the City Manager of the City
of Yakima to execute and file a "Request for Aid - Federal Aid Airport Program" for en-
larging and improving the Yakima Municipal Airport. .
The Planning Commission having reported on Petition No. 473, as filed by G. Dick Martin,
requesting rezone of property located at 1013 and 1017 South 28th Avenue, it was MOVED by
Brazier, seconded by Lambert that July 25, 1966 be set as the time for hearing by the City
Council and that the City Clerk give notice of such hearing as required by law: carried,
Brazier, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brown and Kurbitz
absent.
The following bids having been received on this date and considered by the Bid Board for
the Marilane Sanitary Sewer project:
DeBlasio Brothers $7,127.28
N. L. Kimball 8,356.84
Oxford & Cook 10,534.62
and the City Engineer recommending the bid of DeBlasio Brothers as being the lowest bid, it
was MOVED by Brazier, seconded by Robinson that the recommendation of the City Engineer be
accepted and the bid be awarded to DeBlasio Brothers in the amount of $7,127.28, and that
the City Manager : : :be. :and'is hereby authorized to enter into a contract with said contractors
upon the filing of the proper bond and insurance: carried, Brazier, Lambert , Larson,
. Lynch and Robinson voting aye by voice vote. Brown and Kurbitz absent.
Claims for damages having been filed by Emery E. Potts in the amount of $99.94 for damages
incurred when Mr. Potts ran over a dislodged city manhole cover, and by Mrs..Zella Kuhn in
the amount of $42.00 for damages incurred to Mrs. Kuhn's basement by city sewer back up, it
was MOVED by Brazier, seconded_by Lynch, that said damage claims be referred to the City
Manager and staff for study and recommendation: carried, Brazier, Lambert, Larson, Lynch,
and Robinson voting aye by voice vote. Brown and Kurbitz absent.
City Manager Smith requesting the authorization to send Dale LeMasters, Traffic Engineer,
to a Traffic Engineering Seminar to be conducted at Northwestern University in Chicago
September 12 through September 30, 1966 at an approximate cost of $845.00(which includes

registration, transportation and living costs), it was MOVED by Robinson, seconded by Lynch
that authorization be given For Dale LeMaster to attend said seminar with expenses paid:
carried, Brazier, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Brown and
Kurbitz absent. City Manager Smith stated that Mr. LeMasters has agreed to stay with the
city for a year in order that the city may benefit from the training he will receive at
said seminar.

City Manager Smith requesting the authorization to send Rudy Gast, Planning Director, to
the National Conference of the American Institute of Planners, being held at Portland,
Oregon from August 14 through August 18, 1966, at an approximate expense of $140.00, it
was MOVED by Lynch., seconded by Brazier that authorization be given for Rudy Gast to
attend said conference with expenses paid: carried, Brazier, Lambert, Larson, Lynch and
Robinson voting aye by voice vote. •Brown and Kurbitz absent.
