Robinson absent and excused. Kurbitz absent on,;r..oll call. It was MOVED by Lynch, seconded by Brazier that Councilman Kurbitz be excused from this meeting: carried, Brazier, Brown, Lambert, Larson and Lynch voting aye by voice vote. Kurbitz present after 3:07 P.M. The Invocation was given by Councilman Brown. The minutes of the regular meeting of May 31, 1966, having been duly certified accurate by two councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. . MOVED by Lambert, seconded by Brown that Resolution No. D -962, authorizing the temporary closure of a portion of South Fourth Street for conducting fire drills, be passed as read: carried, Brazier, Brown, Lambert, Larson and Lynch voting aye on roll call. Kurbitz and Robinson absent. Kurbitz present after 3:07 P.M. RESOLUTION NO. D -962, A RESOLUTION authorizing the temporary closure of a portion of South Fourth Street. The City Engineer having reported the completion of L.I.D. No. 944, High View Courts and Various Others Domestic Water, it was MOVED by Brazier, seconded by Lynch that July 5, 1966 be set as the time for a hearing on the assessment roll for said district and that the City Clerk give notice by publication and to each property owner as required by law: carried, Brazier, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote. An application for utility connection to the City water and sewer systems outside the Yakima City Limits, having been filed by Robert Strausz, President of Straco, Inc., for the shopping center under construction -- Valley West Mall, at the Northwest corner of Summit - view and Minnesota Avenues intersection, and Mr. Strausz being present and indicating that this Company is willing to sign the outside hookup agreement and is planning to annex to • 172 • JUNE 6, 1966 • the City as soon as possible, it was MOVED by Lynch, .seconded by Lambert that, providing all City Building Codes have been followed and Permits obtained by the Builder, said appli- cation be accepted and the staff process the necessary agreement for this hookup: carried, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote.. In answer to questions by council members about necessary build- ing permits and if all plans of the shopping center being built in this area conform to City building codes, City Manager explained that the work has been started on the shopping center and the City has been in close contact with builders and the work plans do con - form with all city codes. He further stated that he does not feel there will be any prob- lems as Mr. Strausz does want to annex to the City as soon as possible. A vacancy having been created on the Civil Service Commission by the death of Mr. Frank Fairchild, City Manager Smith stated that the City Council needs to. appoint a replacement, and that Mayor Larson has approached Mr. Bert Broad about the possibility of serving and Mr. Broad has indicated he will be available to do so. After due discussion, it was.MOVED by Lynch, seconded by Brown that Mr. Bert Broad be appointed to serve on the Civil Service Commission to serve this unexpired term to June 1,1_969: carried, Brown, Kurbitz, Lambert Larson and Lynch voting aye by voice vote. A vacancy having been created on the Library Board when Dr. Klapstein transferred from Yakima, Manager Smith submitted the names of Mr. Charles Countryman, attorney, and Mr. Tom Dohne, attorney, as possible replacement on the Library Board. After due discussion, • it was MOVED by Lambert, seconded by Brown that Mr. Countryman be appointed to fill this vacancy on the Library Board until December 31,.1969: carried,.Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice vote. ' City Manager Smith:reported on a request from Mr. Cronkhite, Civil Defense Director, • asking that . a representative be allowed to attend a special training course in, Moving the population of an entire city.where it would be necessary to utilize the Civil Defense shelter program, that is being held in Battlecreek, Michigan, for one week, June 19 - 2 1966, and recommended that Dale LeMaster, Traffic Engineer, be allowed to attend. He explained that the expenses for this trip will be completely underwritten by the Federal . • Civil Defense, but he needs the Council's permission to use City time for this trip. Mr. Smith further stated that Mr. Warren Sutliff will also be making this same trip on the County level, but that::Mr :..Cronkhite;,°feels that the City needs to have someone to handle the information for the City.* After due discussion, it was MOVED by Lynch, seconded by • • Lambert that the recommendation of the Civil Defense Board be followed and that Dale LeMaster be allowed to attend said conference: carried, Brown, Kurbitz, Lambert, Larson and Lynch voting aye by voice -vote.
