APRIL 11, 1966
The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown,
Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll
call. Councilman Kurbitz absent on roll call. It was MOVED by Robinson, seconded by Lynch
that Councilman Kurbitz be excused from this meeting: carried, Brazier, Brown, Lambert
Larson, Lynch and Robinson voting aye by voice vote. (Kurbitz present after 3:15 P.M.j
ill The Invocation was given by Councilman Brazier.
II The minutes of the regular meeting of. April 4, 1966, having been duly certified accurate by
two councilmen and no one present wishing to have said minutes read publicly, Mayor Larson
declared said minutes approved as recorded.
An Ordinance appropriating S3,000 in the current expense fund to the 1966 Budget for City
Hall, to purchase lighting fixtures, having been read in its entirety at the regular meeting
on April 4, 1966, and being read by Title only at this meeting, it was NIOVED by Lambert,
seconded by Robinson that Ordinance No. 792 providing for said appropriation, be passed as
read: carried, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz
absent. Brazier temporarily absent.
ORDINANCE NO. 792, AN ORDINANCE appropriating the amount of S3,000 from unappropriated
monies in the Current Expense Fund to Account 10$ -340, Stationary Equipment, Land, Building
and Plant - Maintenance and Operation, of the Maintenance and Operation Classification, in the
1966 appropriation for 10$ -City Hall.
An Ordinance appropriating 81,559 to the 1966 Budget for the City Garage Fund, for the pur-
chase.of new vehicles, having been read in its entirety at the regular meeting on April 4,
1966, and being read by Title only at this meeting, it was MOVED by Robinson, seconded by
Lambert that Ordinance No. 793 providing for said appropriation, be passed as read: carried,
Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz ab-
sent.
ORDINANCE NO. 793, AN ORDINANCE appropriating the amount of 51,559 from unappropriated
• monies in the City Garage. Fund to Account 340 -940, Machinery and Equipment, of the Capital
Outlay Classification, in the 1966 appropriation for 340 -City Garage. .
A Notice of Intention.to'Commence Annexation Proceedings as filed with the City Clerk on
April $, 1966, by Orman E. Arnold, Betty J. Burton and Others requesting annexation of prop
erty located South of Mead between Voelker and-Rock Avenue, it was MOVED by Robinson, '
seconded by Lynch that this date, April 11, 1966, be set as the time for a meeting with the
initiating parties, Orman E. Arnold and Betty J. Burton, who signed the Notice of Intention
to Commence Annexation Proceedings: carried, Brazier, Brown, Lambert, . Larson, Lynch and VY \
Robinson. voting aye.by voice vote. Kurbitz absent. Orman E. Arnold and Betty J. Burton 1.
being present and indicating, that the area to be annexed is . willing to assume its share of
II the city's existing indebtedness, it was MOVED by Robinson, seconded by Lynch that the
annexation proposed by said initiating parties be accepted by the City of Yakima and that
the area to be annexed be required to assume its share of the city's existing indebtedness:
carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
Kurbitz absent. (See Minutes of December 6, 1965 and March 21, 1966 - were acted upon and
not completed. This Notice describes a larger area to be annexed).
Petition No. 459, having been filed with the City Clerk on April $, .1966, by Chris L.
Bickier requesting vacation of a portion of Central Park Addition, it was MOVED by Lynch,
seconded by Robinson that said Petition be referred to the City Manager and Planning Com-
mission: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye by voice
vote. Kurbitz absent.
MOVED by Lambert, seconded by Brown that Resolution No. D -933 authorizing the purchase of
water meter parts without calling for bids, be passed as read: carried, Brazier, Brown,
Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz absent. City Manager
Smith explained that Resolution No. D -656 authorizes this action and the standardizing of
water meters. .
RESOLUTION NO. D -933, A RESOLUTION authorizing and directing the purchase of water meter
parts without calling for bids.
MOVED by Lambert, seconded by Robinson that Resolution No. D -934 authorizing the execution
of an agreement with the Yakima Valley Transportation Company regarding an easement re-
quested in connection with the widening and improving a portion. of Nob Hill Boulevard, be
passed as read: carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on
roll call. Kurbitz present after 3:15, but not voting on this Resolution.
RESOLUTION N0. D -934, A RESOLUTION authorizing and directing the Mayor and City Clerk of
the City of Yakima to.execute an agreement with Yakima Valley Transportation Company.
MOVED by Robinson, seconded by Brown that Resolution No. D -935 authorizing the execution of
a Grazing Lease with Edgar M. Jones at the Yakima Municipal Airport, be passed as read:
carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll
call. City Manager Smith explained that this is to renew and extend the present lease for
three years, with modifications.
RESOLUTION NO. D -935, A RESOLUTION authorizing and directing the execution of a Grazing Lease
, with Edgar M. Jones.
MOVED by Robinson, seconded by Kurbitz that Resolution No. D -936 authorizing the payment of
57$.04 to Hattie Foley in settlement of damage to property resulting from a break in the
City water line, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson,
Lynch and Robinson voting aye on roll call.
RESOLUTION NO. D -936, A RESOLUTION authorizing payment of 57$.04 to Hattie Foley in settle-
ment of a Claim for Damages.
The Planning Commission having reported on Petition No. 450, as filed by Henry Hamberg and
Others, requesting annexation of property located on the West side of Cornell between King
and Pierce Streets, it was MOVED by Lynch, seconded by Lambert that said Petition be
approved as meeting the requirements of law, that the City Manager and Mayor be authorized

to obtain waivers by of a meeting of a Review Board, as authorized blaw; and that an order

be prepared fixing April 25, 1966, as the time for a public hearing by the City Council on
this petition: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting
aye by voice vote.
•The Planning Commission having reported on Petition No. 447, as filed by Charles M. Hunt,
requesting vacation of the West half of Prasch Avenue between S. llth Avenue and Pleasant
Avenue, it was MOVED by Robinson, seconded by Lynch that a resolution be prepared for the
next Council Meeting, setting May 9, 1966, as the time for a hearing by the City Council on
said Petition, and that the property be posted in accordance with Statute: carried, Brazier,
Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
The Planning Commission having reported on Petition No. 451, as filed by Robert P. Moriarity
and Others, requesting vacation of Barge Street between S. 41st and 42nd Avenues, it was
MOVED by Lynch, seconded by Robinson that a resolution be prepared for the next Council
Meeting, setting May 9, 1966, as the time for a hearing by the City Council on said Peti-
tion, and that the property be posted in accordance with Statute: carried, Brazier, Brown,
Kurbitz, Lambert, Larson, Lynch and Robinson. voting aye by voice vote.
The Planning Commission having reported on Petition No. 455, as filed by Mike A. Polo,
Richard Rasmussen and Others, requesting rezone of property located on the North side of
Summitview between Hall and Custer Avenues, and Petition No. 456, as filed by Ruby W. Harri-
son, requesting rezone of property located at 24th and Washington Avenues, it was MOVED by
Brazier, seconded by Kurbitz, that April 25, 1966, be set as the time for a hearing by the
City Council on the matter of rezone of certain real property as petitioned by said Peti-
tions, and that the City Clerk give notice of such hearings as required by law: carried,
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.

of 84,247.96, be deducted from "Released Matching Funds" which are on deposit. with State-
wide Retirement System in the name of the City of Yakima and that the City Clerk so advise

Mayor Larson presented to Police Chief Oscar Soderstrom, a.. Citation from the National
Police Officers Association, a Safety Award for the Enforcement of Traffic Safety for
Superior Safety Record for 1965, and stated that the City Council appreciates the fine
III work of the men in the Department and Chief Soderstrom's work as National Police Officers
Regional Vice President. Chief Soderstrom accepted this Safety Award on behalf of the men
in the. Police Department.
A Claim for damages having been filed with the City Clerk on April 7, 1966, by Robert
Desgrosellier of 810 S. 8th Avenue, it was MOVED by Robinson, seconded by Lambert that said
claim be referred to the. City Manager and Staff: carried, Brazier, Brown, Kurbitz, Lambert, •
Larson, Lynch and Robinson voting aye by voice vote.

Russell Carter, Senior Planner, reporting that the Final Plat for the Fairbrook Addition,
located south of Nob Hill Boulevard between South 44th and Glenside Avenues, is now ready
for the Mayor's signature, it was MOVED by Robinson, seconded by Brown that said Plat be
approved and that the Mayor be authorized to sign on behalf of the City Council: carried,
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
Russell Carter, Senior Planner, reported on matters pertaining to the replat of Horizon -
Heights and a part of Edgecliff Manor, and requested that the Council fix the date of hear-
ing. After due discussion, it was MOVED by Robinson, seconded by Lambert that a date of
hearing by the City Council on the . final replat of Horizon Heights and a part of Edgecliff..
Manor, be set for May 16, 1966: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch
and Robinson voting aye by voice vote.
The Association of Washington Cities' Annual Statewide Convention is being held in Yakima
on May 11, 12 and 13, 1966, and Mayor Larson asked that the Council choose two voting dele-
gates and an alternate to represent the City of Yakima. It was MOVED by Lynch, seconded by
Lambert that Councilmen Robinson and Brown be chosen as the two voting delegates, with
Councilman Brazier as the alternate: carried, Brazier, Brown, Kurbitz, Lambert, Larson,
Lynch and Robinson voting aye by voice vote.
There being no further business to come before the Council, it was MOVED by Kurbitz, secon-
ded by Lynch that we now adjourn at the hour of 4:00 P.M.: carried, Brazier, Brown, Kurbitz,
