HomeMy WebLinkAbout02/28/1966 Business Meeting . 13' • • February 2$, 1966 The City Council met in regular session, MIayor Larson presiding, Councilmen Brazier, Brown, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The Invocation was given by Councilman Brown. The minutes of the regular meeting of February 21, 1966, having been duly certified accurate: by two councilmen and no one present wishing to have said minutes read publicly, Mayor Lar- son declared said minutes approved as recorded. . • This being the' time set for the hearing on the confirmation of the irrigation maintenance assessment roll for 1966, Councilman Robinson opened the discussion by explaining that the hearing today is in accordance, with. State"= Statute - and Municipal Ordinances and is the first time for such a hearing, and that the preliminary notices received earlier by property owners are not.statements, but notices of this hearing. He :further..explained•;that certain adjust- ments must be made because of changes in ownership and segregation of property. Those people whose assessments will be adjusted for these reasons are as follows: Frances B. Virden, Virginia Trotter, etal, Paul Wordelman, Harold E. Durham, Mrs. Anna Reihs, Taft E. Evans, etux., Mrs. Mae Bradford, Erskine A. Soloman, Jr., George M. Martin, W. E. Cousineau, Mrs. Ray Ide, Emmett J. Johnson, John Noel, Victor V. Fluegge, Mary A. Praetoriurs, Wilbur E. Effinger, United Blds. of Wash., James Snell, Harley J. Taylor, Harry J. Taylor, M. A. Flynn, Loy Rogers, et ux., C. A. Cronwell, Wayne Baughman, A. B. Cronwell, Paul Crowell, and George H. Moate. MOVED by Robinson, seconded by Lynch that these adjustments to the assessment roll be approved as read: carried; Brazier, Brown, Kurbitz, Lambert,.Larson, Lynch and Robinson voting aye by voice vote. Frank Stein, Utilities Director, then read the tabulation of Irrigation Districts by district and discussed with those present, matters of increase of assessments and improvements to districts. He explained that in many of the districts the rates were the same as before, some had been reduced and some had been in- creased due to replacement of old and obsolete pipe and installation of pumping systems and irrigation boxes. Mr. Stein further explained that each district must bear the cost of the improvements made, plus the regular maintenance charges. He stated that in many cases the higher charges will be for two or three years and some will be for five years before they Will be lowered again. There were more than 100 persons present, many of whom objected higher charges in their assessments. Mr. Stein reported that there were three. districts, No. 621, No. Hillcrest, 712, Jefferson, and $22, Glenview, in which the irrigation charges are very high and explained that this is due to the widening of Summitview at which time irrigation pipe had to be lowered and the cost was charged to the districts.. Council mem- bers indicated that they thought these charges were too high and that part of this cost should be covered by the street improvement funds. After discussion, it was MOVED by Robin • son, seconded by Brazier that the following changes be made in the said districts: District No. 621, No. Hillcrest -- reduced from .25 to .19 per square foot, .,._ District No. 712, Jefferson ' -- reduced from .30 to .20 per square foot on the . pumping and from .27 to .17 on the gravity, District No. $22, Glenview -- reduced from .30 to .20 per square foot: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote., After due discussion, it was MOVED by Brazier, seconded by Robinson that Ordinance No. 77$, confirming the irrigation maintenance roll as amended for 1966, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO 77$, AN ORDINANCE confirming the irrigation maintenance assessment roll of the City of Yakima for the calendar year 1966, and levying irrigation maintenance assess- . ments according to such roll; and declaring an emergency. • A notice of intention to commence annexation proceedings, having been filed with the City Clerk on February 21, 1966, by Henry Hamberg and Others, praying for annexation of property . located in the Coonse State Addition and a portion of Cornell Avenue and King Street, and Mrs. Henry Ramberg being.present and City Attorney Andrews ruling that Mrs. Hamberg can act for husband in the matters of this annexation, it was MOVED by Robinson, seconded by Braz- ier that this date, February 2$, 1966, be set as the time of meeting with the initiating party: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Mrs. Ramberg, having stated to the Council that the area to be annexed is will • ing to assume its share of the city'.s existing indebtedness, it was. MOVED by Robinson, seconded by Lynch that the annexation proposed by said party be accepted by the City of . Yakima, and that the area to be annexed be required to assume its share of the city's exist ing indebtedness: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Damage Claims having been filed with the City Clerk by 'Felix Gray, Jr., on February 23, • 1966, and by Charity Schuller on February 25, 1966, it was MOVED by Brazier, seconded by Lynch that said damage claims be referred to the Staff for study and recommendation: • carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. There being no further business to come before the Council, it was MOVED by Kurbitz, secon- ded by Lynch that we do now adjourn at the hour of 5:25 P.M.: carried, Brazier,. Brown, Kur- bitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
