FEBRUARY 7, 1966 .
The City Council met in regular session, Mayor Larson presiding, Councilmen. Brazier, Brown,
Kurbitz, Lambert, Lynch and Robinson, City.Manager Smith and City Attorney Andrews present
on roll call.
The Invocation was given. by Councilman Brazier. .

The minutes of the regular meeting of January 31; 1966,.having been duly certified accurate II
by two councilmen and no one present wishing to have said minutes read publicly; Mayor
Larson declared said minutes approved as recorded.
This being the time set for the continuation of the Hearing on the General Plan for the City
of Yakima and the Readoption of the existing Zoning Ordinance, and a Resolution. recommending

changes and requesting recommendation of the Planning Commission having been read, as well ::''
as the recommended changes, it was MOVED by Lynch, seconded by Robinson that Resolution No.
D -907 recommending said changes to the General Plan and referring the changes•and original
Plan to the Planning Commission, be passed as read: carried, Brazier, Brown, Kurbitz, Lam-
bert, Larson, Lynch and Robinson voting aye on roll call. Discussion was as follows: .Mr.
V.•O. Nichoson, Attorney for the Union Pacific Railroad and Yakima- Valley Transportation
Company, again mentioned the changes they had suggested at previous hearings and although
they are.not in complete agreement with the suggested changes, appreciate the fact that
changes had been made in some of the wording about the railroads. He stated that the rail-
roads still do not like. the word "detrimental", but liked the phrasing in several places of
'where and when practicable ". He also stated that in making their position plain that they
still. would like the remarks about the railroads and YVT tracks deleted, but felt that . who-
ever made the suggested changes is trying to get them together. Walt Shields, representing
the•fruit growers, said they agreed with the suggestions of the railroad. Councilman Robin
son explained with•regard to the changes suggested, that as far as the railroad is concerne
the council members have tried to make it practicable and all changes will be made with
references to traffic in the future.. Councilman Kurbitz stated he did not feel that the
YVT is necessarily detrimental in a residential area since the use is minimal, and made the
suggestion regarding the railroad tracks, that where it may not be possible to move the
tracks, to devise some means of getting traffic underneath the railroad tracks, such as
underpasses at Yakima Avenue, B Street and C Street. Mr. Gene Land, being present, stated
that he did not agree with many phases of the General Plan and is against •zoning. He had
. many comments about zoning, parking problems, the proposed mall, and informed the Council

that he had ideas he would like to propose•to them privately and that he was not prepared
to make a statement publicly. Mayor Larson suggested that Mr. Land prepare plan in
writing to present to the Council, or he could present his plan at any hearings in the
future. Mrs. Bruce Hudson, President of the League of Women Voters, spoke supporting their
original statement, that they are in favor of the adoption of the General Plan as it is and
hope the changes can be made and the General Flan ado'ted at the earliest possible date. •
Mr.. Don .Tait , presented to Mayor Larson, a folder wit z replies to an ad the Committee of
1000 had placed in the newspaper regarding the General Plan, and read a letter from Mr.
Paxton, President of the Committee, stating these letters spoke 40 to 1 against the Plan.
Mr. Vic Saathoff, President of the Yakima Junior Chamber of Commerce, read' a statement from
the Chamber, recommending that the City Council adopt the General Plan for the City of
Yakima. Mr. Bill Cahoon, an interested person in favor of the General Plan, mentioned
copies of the General Plan have been available for the general public in their Real Estate .
Office for•many months. • Council members expressed their appreciation to the Junior Chamber
of Commerce, the League of Women Voters, and to those other persons in groups who are en-
deavoring to back the General Plan and assist in its formation and completion. Mayor Larso.
explained that the General Plan would now be going back to the Planning Commission with the
•recommended changes and that there will be a public hearing of the Planning Commission on
February 17, 1966 at 7:30 P.M. in the Council Chambers. It was MOVED by Robinson, seconded
by Lynch that the Council's hearing of this datetbe March 7, 1966: carried,
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by vote.
RESOLUTION NO. D -907, A RESOLUTION recommending certain changes in the proposed General
Plan for the City of Yakima; and requesting a recommendation of the Planning Commission
with respect thereto..
An Ordinance appropriating $5,643 from Current Expense Fund to the Police Department Budget
for 1966, having been read in its entirety at the regular meeting of January 31, 1966, was
read by title only at this meeting. It was MOVED .by Robinson, seconded by Brown that
Ordinance No. 768 providing for said appropriation, be passed as read: carried, Brazier,
Brown, Kurbitz, Lambert, Larson., Lynch and Robinson. voting aye on roll call. City Manager
Smith explained that this appropriation will enable the Police Department to pay the pur-
chase price on new Police cars without trading in the old ones, and allow the old cars to
be sold at auction. Discussion indicated that this is a new procedure. . •
ORDINANCE NO. 768, AN ORDINANCE appropriating the amount of $5,643 from unappropriated
money in the Current Expense to Account 940, Machinery and Equipment, of the Capital
Outlay Classification, in the 1966 appropriation for 121 - Police Department. .
A Notice of Intention to.Commence Annexation Proceedings, having been filed with the City
Clerk on February 2, 1966, by 0. L. Burnham, for property located West of Minnesota between
Englewood. and Lincoln Avenue, and Mr. Burnham being unable to attend this meeting, it was
MOVED by Lynch, seconded by Lambert that said Notice of Intention be held over for one week -
until the next Council meeting on February 14, 1966: carried, Brazier, •Brown , Kurbitz,
Lambert, Larson, Lynch and Robinson voting aye by voice vote.

Petition No. 441, having been filed with the City Clerk on February 1, 1966., by John A. •
Lanik, requesting annexation of property located on North 58th Avenue, North of Englewood
and South of Scenic Drive, it was MOVED by Lynch, seconded..by Lambert that said Petition be
referred to the City Manager and the Planning Commission for study.and.recommendation:
carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice
vote.
Petition No. 442, having been filed with the City Clerk on February 3, 1966 by Carl Hahner
and Others requesting construction of curb, gutter and surfacing of a portion of Prasch
. Avenue - 3td Avenue' to 5th'Avenue, it was MOVED by Robinson, seconded by Lynch that said
Petition be referred to the City Manager and Staff for study and recommendation: carried,
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.

FEBRUARY 7, 1966 .
MOVED by Brown, seconded by Robinson, that Resolution No. D -908 setting a date for hearing
on the confirmation of the irrigation maintenance assessment roll for 1966, for February 28,
1966,. be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robin-
son voting aye on roll call. It was explained that this is a new procedure in setting up
the irrigation maintenance rolls for 1966, in accordance with Ordinance No. 727 and its
amendment, Ordinance No. 750.
RESOLUTION NO. D -908, A RESOLUTION setting a date for hearing on the confirmation of the
irrigation maintenance assessment roll for the year 1966.
MOVED by Robinson, seconded by Brown that Resolution No. D -909 prescribing a form of con-
tract for City advertising and directing publication of notice for proposals, be passed.as
read: carried, Brazier; Brown, 'Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on
roll call. City Manager Smith explained this is the yearly contract with the newspaper,
to publish all publications for the City.
RESOLUTION NO. D -909, A RESOLUTION prescribing a form of contract for City advertising and
directing publication of notice for proposals.
MOVED by Robinson, seconded by Lambert'that.Resolution No. D -910 authorizing the purchase o�
repair parts for Wayne Sweepers without calling for bids be passed as read: carried, Brazie ,
Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager
Smith explained this is a single source item.
RESOLUTION NO. D- 91O,.A RESOLUTION authorizing the purchase of repair parts for Wayne
Sweepers without calling for bids. .
The Planning Commission reporting on Petition No. 438, as filed by Yakima School District
No. 7, requesting vacation of Spruce Street between South 6th Avenue and South 7th Avenue,
it was MOVED by Robinson, seconded by Brazier that a Resolution to set the date of hearing
on said Petition be prepared for the next regular meeting of the City Council on February
14, 1966: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye
• by voice vote. •

. City Manager Smith and Fire Chief Jules Schockley requesting permission for four. firemen .
and Chief Schockley t� make a one -day visit to Moscow, Idaho, on February 14, 1966 to
inspect a new articulated platform of their Fire Department, with expenses paid, it was
MOVED by Lambert, seconded by Robinson that Chief Schockley and Firemen Rex Laffoon, Virgil
Wilson, Nels Lindberg and Art Lang, be authorized to make said trip with expenses paid:

Mr; Smith explained that the City Fire Department is in the process of purchasing this type
of equipment and would like to inspect a similar one. •
There being no further business to come before the Council, it was MOVED by Kurbitz,
seconded by Lynch that we do no' adjourn at the hour of 4:45 P.M.: carried: Brazier, gown,
Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
