The City Council met in regular session Mayor Larson presiding, Councilmen Brazier, Brown,
Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews.present
on roll call.
The Invocation was given by. Councilman Kurbitz.
. The minutes of the regular meeting of January 10, 1966, having.been* duly certified accurate
by two councilmen and no one present wishing to have said minutes read publicly, Mayor
Larson declared said minutes approved as recorded.
This being'the time set for the Hearing on a General Plan for the City of Yakima and the
• - Readoption of the Existing Zoning Ordinance, Mr. Rudy .Gast, Planning Director, gave a brief
history of the preparation of the General Plan. Mr. V. 0. Nichoson, Attorney, representing
the Union Pacific Railroad and the Yakima Valley Transportation Company, presented a formal
objection to the General Plan, to the Council, from G. H. Baker, General Manager of the
• Northwestern District of the Union Pacific Railroad Company and President of the Yakima
Valley Transportation Company. Attached to the letter of objection were letters from eleve
fruit industries in favor of this objection to the General Plan. (copies are on file with
the Clerk of the Council) Also present were several representatives of the Railroad Com-
pany. NIr. Arman C. Taylor, General Traffic Agent of'the Railroad in Yakima, explained that
they were not in complete disagreement with the General Plan, but to the wording of two
particular points regarding the railroad and Y.V.T. -- the parts concerning the removal of
. the Union Pacific tracks between Walnut and West "Brr Street, and concerning Y.V.T. on page .
19 of the Plan, "Industries should be discouraged from locating in areas where they will
rely exclusively on Yakima Valley Transportation service." Mr. Taylor indicated that the
railroad spends a great deal of time encouraging industry to come into Yakima and believes
this part of the Plan might discourage industry to locate in some parts of Yakima.. NIr.
Taylor also stated that the railroad is looking to more industry of all kinds, not just
fruit, in the West Valley area and Wiley City. In discussion, Council members explained
that this plan is a long range plan..and not intended to discourage industry in any part of
Yakima, but that in the future -- 20 or 30 years, there would be a possiblity of needing to
remove some, or all of these tracks, and asked railroad representatives if in making these
objections, they had any specific plans or suggested changes to present to the Council. Mr. .
.Taylor answered that they had nothing definite to offer at the present time, but would like
to be represented at other meetings and will be glad to come up with something specific. •
Mayor Larson explained that the General. Plan is designed for orderly growth in years ahead,
and indicated that the Council is ready to sit down and work with the railroad on any
specific ideas and changes that they might suggest. Mr. Ernest Sandmeyer spoke in favor of
the General Plan and.asked the Council to adopt it in its entirety. He referred to pages
15, 17, 18 and.19 of the Plan about the railroads, and.presented his plan to the Council.
Mr. Sandmeyer presented a proposal to remove the railroad tracks from the center.of Yakima
to the East side of the Freeway, but West of the river. Mr. Don Tait'.stated that he is not
against the General Plan, but.objects to that part of the Plan referring to Urban Renewal
and Federal Funds to finance projects. Mrs. Bruce Hudson, President of the League of Women
,Voters, being present, stated that the League of Women Voters are in favor of the General
Plan because it is flexible and urged the.City Council to adopt this Plan. Councilman
Robinson urged interested persons not completely in favor of the General Plan as it is, to
- make specific suggestions as to the changes and improvements they would like to see made.
He also indicated that adopting this General Plan does not mean adopting a Comprehensive
Plan, but explained that in applying for Federal Funds for some, programs, a Comprehensive
Plan is needed, which can be drawn up from.a General Plan. Mrs. James Lane, member of the
League of Women Voters, spoke in support of the General Plan and mentioned it was important
to stress that this Plan, if adopted, can be reviewed and changed each year. Mr: Theodore
Spearman, 1102 S. 6th Street, being present, stated that all the discussion had_ been re-
• garding property and indicated that he is in favor of the General Plan as presented,but that
it does not go far enough along the lines of Urban Renewal. He explained his interest in
• housing in the City of Yakima and indicated that there should be instigated an investigatio
into the Urban Renewal program. Mrs. Rachel Corbin, 207 East "S" Street, spoke in favor of
the General Plan as presented, and urged the people of Yakima to become interested and take
advantage of such meetings to present their ideas and opinions. She .stated that the. people
•in the poorer sections of Yakima need help and that many places need to.be cleaned up. It
was MOVED by Kurbitz, seconded by Brazier that this Hearing on a General Plan for 'the City
of Yakima and the Readoption of the existing Zoning Ordinance, be continued until the next
meeting of the City Council on January 24, 1966: carried, Brazier, Brown, Kurbitz,.Lambert,
Larson, Lynch and Robinson voting aye by voice vote. • .
Petition No. 138, having been filed with the City Clerk by the Yakima School. District No. 7,
requesting vacation of a portion of Spruce Street between South Sixth and South Seventh
• Avenues, it was MOVED by Robinson, seconded by Lynch that said petition be referred to the
City Manager and the Planning Commission for study and recommendation: carried, Brazier,
Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. •
MOVED by Brazier, seconded by Robinson that Resolution No. D -900 authorizing the purchase
of street sign materials without calling for bids, be passed as read: carried,. Brazier,
Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call.

The City Engineer having reported the completion of Z.I.D. No. 935, South 8th Avenue Sani-
tary Sewer,.and L.I.D. No. 938, Blossom Hill and Others Sanitary Sewer, it was MOVED by
Brazier, seconded by Brown that February 14, 1966, be set as the time fora hearing on the
assessment rolls for said districts and that the City Clerk give.notice by publication and
to each property owner as required by law: carried, Brazier, Brown, Kurbitz, Lambert,
Larson, Lynch and Robinson voting aye by voice vote.

it was MOVED by Brazier, seconded by Robinson that the Report of the City Engineer dated
January 12, 1966, with respect to the progress of this project, be approved and that the
progress estimate therein set forth be approved and. the payment of same be authorized:
carried, Brazier, Brown, Kurbitz, Lambert,.Larson, Lynch and Robinson voting aye by voice
vote.

Mrs. Hazel Jennings, being present and referring to a card she had received from the Board
of Adjustment regarding their meeting, January 1$, 1966 in the Council Chambers, voiced her
opinion with regard to enlarging Davis High School and more parking problems than Il•
they already have, and that she felt all parents of children attending Davis High School
should be informed of such meetings, not just property owners abutting . the school property.
It was determined that Mrs. Jennings' comments should be heard by the Board of Adjustment
at their meeting and any other hearings to be held on Petition No. 43b as filed by the
Yakima School District No. 7, requesting vacation of a portion of Spruce Street between
South Sixth and South Seventh Avenues.

City Manager Smith requested authorization for City Engineering personnel, Allan Ray and
Francis Jaeger, to attend the Annual Northwest Roads and. Streets Conference to be held this
year at Corvallis, Oregon, February 9 to 11, with expenses paid. He commented that this
- Conference is held on alternate years in Washington and Oregon, with the hosting technical
staff presenting the latest techniques in grading, snow removal,' etc. It was MOVED by.
Brazier, seconded by Kurbitz, that said request be granted with expenses paid: carried, .
Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
City Manager Smith requested authorization for Public Works Director, John Mayo; to attend
the American Public Works Association Seminar to be held March 20 - 25.at the University
of California, at an approximate cost of 5400.00. He explained these seminars are sponsor-
ed all over the United States and Mr. Mayo has been invited to attend this one. It was
MOVED by Kurbitz, seconded by Brazier that said request be granted with expenses paid;
carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice
vote.
There being no further business to come before the Council, it was MOVED by Kurbitz,
• seconded by Lynch that we do now adjourn at the hour of 10:20 P.M.: carried, Brazier, •
