The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown,
• Kurbitz, Lambert and Robinson, City Manager Smith and City Attorney Andrews present on roll •

The Invocation was given by Councilman Lambert.
• The minutes of the regular meeting of January 3, 1966, having been duly certified accurate
.• by two councilmen and no one present wishing to have said minutes read publicly, Mayor Larson .
declared said minutes approved as recorded.
This being the time set for the hearing on the Assessment Roll for L.I.D. No. 930, Country
Store and Various Others Deomestic Water District, and there being.no protests in writing
or otherwise, it was MOVED by Lambert, seconded by Robinson that Ordinance No. 764 confirm-
ing said assessment roll and every part. thereof, be passed as read: carried, Brazier, Brown.
Kurbitz, Lambert, Larson and Robinson voting aye on roll call. Lynch absent.
ORDINANCE NO. 764, AN ORDINANCE confirming the assessment roll covering Local Improvement
District No. 930 as created and established by Ordinance No. 589 of the Ordinances of the
City of Yakima. •

This being the time fixed for the hearing on Petition No. 427, as filed by Marguerite _and
Will J. Hackett requesting vacation of a portion of Hamm Avenue, and City Manager Smith re-
porting that he had received a letter from C. W. Halverson, Attorney for the Hackett's,
requesting the City Council to continue said hearing to March 21, 1966: it was MOVED by
Brazier, seconded by Brown that said hearing•be postponed until March 21, 1966,:
carried, Brazier, Brown, Kurbitz, Lambert, Larson and Robinson voting aye by voice vote.
Lynch absent. •
This being the time fixed for the hearing on Petition No. 429, as filed by Monarch Station,
Inc., requesting vacation of a portion of S. llth Avenue near Tieton Drive, and the Clerk
of the Council reporting that Mr. Harvey Block of Monarch Station, Inc., has requested that
this hearing be postponed until February 21, 1966; it was MOVED by Brazier, seconded by
Brown that said hearing be postponed until February 21, 1966: carried, Brazier, Brown, Kur-
bitz, Lambert, Larson and Robinson voting -aye by voice vote. Lynch absent.
MOVED by Lambert, seconded by Brown that Resolution No. D -899, a Resolution of Intention to
create'a local improvement district to construct water mains in the vicinity of the Fair -
brooks Addition and S. 21st Avenue from Tieton Drive to McClaren Street', in accordance with
Petitions No. 401 and 421, and fixing the date of hearing for said matter for January 31,
1966, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert and Larson voting aye on
roll call. Robinson temporarily absent. Lynch absent.
RESOLUTION NO. D -$99, A RESOLUTION of intention to create a local improvement district.

The Planning Commission having reported on Petition No. 435, as filed by Maude Tesh, re-
questing rezone of property located at 211 E. "C' Street, and Petition No. 436, as filed by
Erma Frye and Others requesting rezone of property located between N. 5th•Avenue and N. 6th
Avenue and "B" Street, it was MOVED by Brazier, seconded by Brown that January 31, 1966, be
fixed as the date of hearing on said Petitions requesting rezone of property, and that the
City Clerk give notice of such hearing as required by law: carried, Brazier, Brown; Kurbitz,
Lambert, Larson and Robinson voting aye by voice vote. Lynch absent.
The Planning Commission having reported on the Final Plat of Olympic Estates as submitted•
by Glascom Builders, it was MOVED by Robinson, seconded by Brazier that said Plat be
approved and Mayor Larson be authorized to sign on behalf of the City Council: carried,
Brazier, Brown, Kurbitz, Lambert, Larson. and Robinson voting aye by voice vote. Lynch
absent. In'discussion, Planning Director Rudy Gast, explained that the Plat is located
between 31st and 32nd Avenue, and Nob Hill Boulevard and West Viola Avenue.
Mayor Larson reported on the trip he and City -Manager Smith made to Olympiato file an
Initiative for 1/10 of the Sales Tax, on this date and stated that the number given to this •
measure is No. 216.

Councilman Brazier reported on his visit with Mr. Nara of the Japanese Counsulate, from
Seattle' and that Mr. Nara will be coming back to Yakima•to speak at the Chamber of Commerce
meeting and to visit the Yakima Valley in the Spring.
City Manager Smith reported he had been invited by the Director of City Managers in Chicago,
to attend the Urban Policy Seminar for City Managers, from February 2 - 5, 1966, at Pasa-
dena, California, and indicated that he would appreciate the opportunity to attend this
Seminar at an approximate cost of $360.00. it was MOVED by Lambert, seconded by Robinson
that City Manager Smith be authorized to attend, said Seminar with expenses paid: carried,
Brazier, Broom, Kurbitz, Lambert, Larson and Robinson voting aye.by voice note.. Lynch -
absent. •
There being no further business to come before the Council, it was MOVED by Kurbitz, secon-
ded by Brazier that we do now adjourn at the hour of 3:25 P:.M.: carried, Brazier, Brown,
Kurbitz, Lambert, Larson and Robinson voting aye by voice vote. Lynch absent.
