Kurbitz temporarily absent. It was MOVED by Brazier; seconded by Robinson that Councilman Kurbitz be temporarily excused from this meeting: carried, Brazier, Brown, Lam- . bert, Larson, Lynch and Robinson voting aye by voice vote. Kurbitz. present after 3:12 P.M. The Invocation was given by Councilman Brazier; • The minutes of the regular meeting of December 27, 1965, having been duly certified accurate by two councilmen and no one present wishing to have.said minutes read publicly, Mayor Lar- son declared said minutes approved as recorded. • MOVED'by Robinson, seconded by Brown that Ordinance No. 763 fixing the time of delinquency and prescribing Installment Notes for the payment of the unpaid portion of L.I.D. No. 934, North First Street Sanitary be passed as read:, carried, Brazier, Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call.. Kurbitz absent. ORDINANCE NO. 763, AN ORDINANCE fixing the time of delinquency of installments of assess- ' ) ments levied for the payment of the cost of the improvement in Local Improvement'District No. 934 and providing for the issuance of Local Improvement District Installment Notes for • the payment of the unpaid portion thereof. • MOVED by Robinson, seconded by Lambert that Resolution No. D -898 removing property located ;south of Summitview and north of the Yakima Valley Canal, (4108A Summitview), from the City • Treasurer's Sewer Maintenance Roll, be passed as read: carried, Brazier,_Brown, Lambert, Larson, Lynch and Robinson voting aye on roll call. Kurbitz present after 3:12 P.M. and not voting because he was not present to hear all the information on. this Resolution. City Attorney Andrews explained this Resolution would cancel a Sewer Connection Contract entered into in 1955 with the original owner, Paul R. Cheek, and said property at that time being outside of the City Limits, has since been annexed and ownership .passed to Mrs. Louis Ulrich and is now covered by the Ordinance which establishes sewer connection charges; therefore, said Resolution removes this property from the 'City Treasurer's Sewer Maintenance • Roll. . December 30, 1965, with respect to the progress on this construction project of the City of Yakima, be approved and that the progress estimate therein set forth be approved and the payment of same be.authorized: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. • City. Manager Smith reported that there will be a vacancy on the Library Board as the term of George Martin has expired, and that the Library Board recommended that the City Council consider the appointment of Mrs. Ernest (Genevieve) Falk to replace him. This would be for a six-year term. It was MOVED by Lynch, seconded by Robinson that Mrs. Ernest Falk be • appointed to replace George Martin on the Library Board for a period of six years: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. City Manager Smith recommended that the Council review the matter of the Bus problem, in • order to arrive at a determination as to possible financing. If it is to be a municipal operation, he requested authorization of the Council to submit a preliminary application to the housing agency in Washington, D. C., to see if the City of Yakima would be eligible for a Federal Grant, either 2/3 or 50%. It was MOVED by Robinson, seconded by Lynch that the . City Manager submit a preliminary application for funds through the Federal Grant allowed under the Urban Mass Transportation Act of 1964 through 196$: carried, Brazier, Brown, Lam - bert, Larson, Lynch and Robinson voting aye by voice vote. Kurbitz voting no. Councilman Kurbitz indicated again he is opposed to use of Federal Funds for this project. Councilman Robinson indicated that in making this preliminary application, we would then know whether there would be federal funds and would have a better idea what to present to the people. CitV Manager Smith gave a report on the snow removal program -- labor, materials, etc., for 1965. There was discussion on the cost of snow removal and questions from the Council as to whether the Budget. covered this cost or if additional money would have to be obtained. John Mayo, Public Works Director, explained that the funds could be transferred from one department to another under the Street Department Budget, but that some part of the Street Department program would not get done because of using these funds for snow removal. It was also explained that enough had been allowed in the Budget for salt and sand, and if the sand was not used in the snow removal program, it would then be used in the Street Depart- . ment program. • There being no further business to come before the Council, it was MOVED by Kurbitz, second d. by Brazier that we do now adjourn at the hour of 3:45 P.M.: carried, Brazier, Brown, Kurbit, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
