HomeMy WebLinkAbout12/27/1965 Business Meeting 110 • • DECEMBER 27, 1965 • The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Lambert, Lynch, Kurbitz and Robinson, City Manager Smith and City Attorney Andrews present on roll call. • The Invocation was given by Councilman Kurbitz. _. • The minutes of the regular meeting of December 20, 1965, having been duly certified accurate by two council- men and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approve. as recorded. In accordance with action taken by the City Council at their regular meeting on December 20, 1965, it was MOVED by Lynch, seconded by Lambert that Ordinance No. 758 adopting a group insurance plan for City employees; authorizing the City to contribute to .paying the premiums therefor, and amending the Yakima Municipal Code, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. In discussion it was explained that this Ordinance changes the City Employees' insurance carrier. from Aetna Insurance Company to Blue Cross. ORDINANCE NO. 758, AN ORDINANCE adopting, a group insurance plan for City employees; authorizing the City to contribute to paying the premiums therefor; amending Sections 2.04.010 and 2.04.030, and repealing Section 2.04.020, all of the City of Yakima Municipal Code. This being the time set for a hearing on Petition No. 424, as filed by Naomi E. Fromm, requesting rezone of property located at 3512 Tieton Drive, and the Planning Commission recommending said rezone, it was MOVED by Brown, seconded by Lambert that Ordinance No. 759 accepting the recommendation of the Planning Commission and rezoning said property, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and • Robinson voting aye on roll call. ORDINANCE NO. 759, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain property located at 3512 Tieton Drive, in the City of Yakima, Washington, from R -2, Two - Family Zone, to B -2, Local Business Zone. This being the time fixed for a hearing on Petition No.' 430, as filed by Frank Lipp, requesting rezone of property located at 107 North 10th Street, and the Planning Commission recommending rezone of said property, it was MOVED by Lambert, seconded by Brown that Ordinance No. 760 accepting the recommendation of the Planning Commission and rezoning said property, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. . • ORDINANCE NO. 760, AN ORDINANCE accepting the recommendation of the Planning Commission and rezoning certain • property located at 107 North 10th Street, in the City of Yakima, Washington, from M -2, Heavy Industrial Zone, to R - Multiple Family Zone. This being the time fixed for a hearing on the six -year comprehensive street program for the City of Yakima, it was MOVED by Robinson, seconded by Lynch that Ordinance No. 761 adopting a six year comprehensive street • • program and amending the Yakima Municipal Code, be passed as read. John Mayo, Public Works Director, indica= ted that in revising the six -year plan it has been suggested that the signalizing of two intersections - a traffic - activated signal on 40th and Lincoln Avenue and a replacement of the signal light with a new one at 16th and Fruitvale, be added to the proposed revision. He requested that the original motion be amended to include the addition to the plan of the signalization of these two'places. Discussion indicated that the money is available for this improvement; and that the original six -year plan should be reviewed at least ever • two years. It was MOVED by Robinson, seconded by Brown that the motion to pass Ordinance No. 761 be amended with additions to the six -year comprehensive street program being listed as: 7 - for 1966, improvement of the Fruitvale and 16th Avenue intersection signal, and 10 -a for 1967, signalization at 40th and Lincoln Avenues.: carried: Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Mayor Larson then called for the vote on the original motion to pass Ordinance No. 761 as amended: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. • • ORDINANCE NO. 76i, AN ORDINANCE adopting a. six year comprehensive street program for the City of Yakima; and amending Section 8.10.010 and Section 8.10.020 of the City of Yakima Municipal Code. Petition No. 437, having been filed with the City Clerk on December 22, 1965, by Albert E. Rasmussen and others, requesting construction of a sewer and the creation of a local improvement district, in the vicinity of 4501 - 4507 West Chestnut Street, it was MOVED by Robinson, seconded by Lynch that said Petition be referred to the City Manager and staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. MOVED by Lynch, seconded by Robinson that Ordinance No. 762 relating to L.I.D. No. 948, and repealing in its entirety, Ordinance No. 742,which created said local improvement district, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. John Mayo reported that the . final figures on the McClure Sidewalk District have been completed and the percentage of protests is 56.0 %, and that the percentage of protests eliminating the "properties on 20th and 24th Avenues where sidewalks are already existing, is 55.18 %. ORDINANCE NO. 762, AN ORDINANCE relating to a Local Improvement District; and repealing, in its entirety, Ordinance No. 742, passed on November 22, 1965, entitled "An Ordinance providing for the improvement of certain property by the construction of concrete sidewalks, together with necessary grading and incidental • work; establishing a local improvement district, providing for the of payment thereof, and creating a special fund ". MOVED by Lynch, seconded by Lambert that Resolution No. D -895 authorizing the hire of work, labor and materials without calling forbids, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Discussion indicated that improvements made to the Police Department communication center earler in the year, had run over the bid submitted for this work because the • original blue prints of the building failed to show a structural steel bearing wall which had to be removed, thus increasing the costs to $1,565.82. RESOLUTION NO. D -895, A RESOLUTION authorizing the hire of work, labor and materials without calling for bids. MOVED by Robinson, seconded by Lambert that Resolution No. D -896 transferring $1,524 within the 1965 appropria- tion, Municipal Airport Fund, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager Smith explained this transfer of funds within the 1965 Budget for Municipal Airport, was necessary to pay for grader rental and overtime wages in snow removal operations. • RESOLUTION NO. D - 896, A RESOLUTION transferring the amount of $1,524 within the 1965 appropriation for 390 - Municipal Airport Fund. • • 111 • December 27, 1965 • • MOVED by Brown, seconded by Robinson that Resolution No. D -897 transferring $4,500 within the 1965 Budget for Street Department, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager Smith explained this amount was to be transferred from one classification in the Street Department fund in order to pay overtime payments in emergency snow removal operations. • RESOLUTION NO. D -897, A RESOLUTION transferring the amount of $4,500 within the 1965 appropriation for 310 - Street Department. • Mayor Larson, on behalf of the City Council, welcomed Bill Gough as City Hall reporter to replace Elwyn • Nellis. City Manager Smith referring to a memo from John Mayo regarding the selection of Consulting Engineers for the Water Filtration Plant Design, stated the staff wishes to recommend that the City Council give authorization . to proceed.with the next steps of the planning and preliminary design work for the water facility improvement program, in order to be in the position to apply for any Federal grants which are.available. The City Manager and staff would like . to recommend the contracts be allocated as follows: the design of the filtration plantto Cornell, Howland, Hayes and Merryfield; the financial studies, equalizing reservoirs and Well No. 6 • to Gray and Osborn; and our own engineering staff to do the engineering. After discussion, it was MOVED by Lynch, seconded by Robinson, that authorization be given to the City Manager to proceed along the lines • requested and bring back contracts to the Council to study: carried, Brazier, Brown, Lambert, Larson, Lynch .and Robinson voting aye by voice vote. Kurbitz not voting. • City Manager Smith recommended to the City Council that authorization be given to take a membership of $100 per year in the U. S. Conference of Mayors, Washington, D. C., a.National Mayors' organization. The City has been receiving, without charge, a considerable amount of very worthwhile reports and research material, which may be discontinued at any time if we do not have a membership in this organization. It was MOVED by Lambert, seconded by Brown, that authorization be given to take out a membership in the U. S. Conference of Mayors' organization, Washington, D. C., at $100 per year: carried, Brazier, Brown, Kurbitz,.Lambert, Larson, Lynch and Robinson voting aye by voice vote.
