HomeMy WebLinkAbout12/13/1965 Business Meeting 106 - December 13, 1965 The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews present on roll call. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of December 6, 1965, having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. Petition No. 433, as filed by Kay K. Kime and Harry B. Hough on December $, 1965, in the vicinity of West Viola Avenue and Petition No. 434, as filed by George Shuford and others, on December 10, 1965, in the vicinity of 56th Avenue from Englewood Avenue to West Lincoln Avenue, requesting formation of L.I.D.'s to construct curbs, gutters and the surfacing of said street, it was MOVED by Robinson, seconded by'Brown that said petitions for the creation of Local Improvement Districts, be referred to the City Manager and Staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson votinu aye by voice vote. MOVED by Lynch, seconded by Lambert that Resolution No. D -888 authorizing payment of S5$ to William J. Thomas, Police Department employee, in settlement of.a damage claim, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Discussion indicated the $5$ claim is for glasses destroyed during the course of duty. RESOLUTION NO. D -888, A RESOLUTION authorizing the payment of S5$ to William J. Thomas in settlement of a damage claim. MOVED by Robinson, seconded by Lambert that Resolution No. D -$$9, authorizing the City Manager and City Clerk to execute agreements for the operation of the Central Fire Alarm Headquarters, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch, and Robinson voting aye on roll call. RESOLUTION NO. D -$$9, A RESOLUTION authorizing the City Manager and City Clerk to execute agreements for the operation of the Central Fire Alarm Headquarters. MOVED by Brown, seconded by Lynch that Resolution No. D-890 authorizing execution of a Lease Agreement with' Yakima Cement Products Company, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. City Manager Smith explained this is for storage space beneath the Nob Hill overpass and that the rental rate is in line with that charged by the railroad and their rental rate charges. Public Works Director Mayo explained that the other property owners that had indicated an interest in renting this space were no longer interested. One -third of the available space is used II by the Washington Co -op Canners for parking and the balance of the space is included in sai. lease agreement. . RESOLUTION NO. D -$90, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute a Lease Agreement with. Yakima Cement Products Company. Roy B. Hopkins, President, Yakima Area Safety Council was present and explained the action taken by the Safety Council on the matter of jay walking, that they unanimously would endorse the City Traffic Board's recommendation to the City Council recommending more rigid enforcement against jay walking in the central business district be implemented. Councilman Robinson asked Mr. Hopkins to elaborate more on just what the Safety Council wants done. Mr. Hopkins again'stated.the.`.Safety Council would back up the Police Department in any action they would see fit to take in the matter of enforcement against jay walking, but did not have any concrete suggestions for the enforcement of the program. In answer to Councilman Lambert's question as to how many additional Policemen it would take to enforce action against jay walking, Police Chief Oscar Soderstrom indicated it would take about twelve extra policemen at a cost of approximately $75,000 to properly - enforce the jay walking Ordinance in the central business district. Chief Soderstrom indicated that his staff at this time of the year is involved in more important phases of law enforcement such as shop lifting, etc., and that only one man can be spared for foot patrol. He also mentioned that statistically there are fewer injuries due to jay walking than in the .crosswalks and inter- sections. Chief Soderstrom and the Council members indicated that they did not condone jay walking, but until there is cooperation and an educational program, enforcement against jay walking cannot be undertaken. Councilman Kurbitz and Mayor Larson expressed appreciation to Mr. Hopkins for bringing this matter before the Council. . The Planning Commission having reported on Petition No. 424, as filed by Naomi E. Fromm, requesting rezone of property located at 3512 Tieton Drive, and Petition No. 430, as filed by Frank Lipp, requesting rezone of property located at 107 N. 10th Street, it was MOVED by Brazier, seconded by Lynch that December 27, 1965, be set as the time for a hearing by the City Council on the matter of rezone of certain real property as petitioned by said Peti- tions, and that the City Clerk give notice of such hearing as required by law: carried, Brazier; Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. The Planning Commission having reported on Petition No. 427, as filed by Marguerite and Will J. Hackett, requesting vacation of Hamm Avenue between 17th and 19th Avenues, and Petition No. 429, as filed by Monarch Station, requesting vacation of a portion of S. llth Avenue, it was MOVED by Brazier, seconded by Lynch that a resolution . be prepared setting January 10, 1966, as the time for a hearing by the City Council on said Petitions, and that the propert be posted in accordance with Statute: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. No. 946, Scenic View Terrace.& Other Sewers, and L.I.D. No. 942, High View Courts and Other Sewers: DeBlasio Bros. $30,001.5$ Gregory Bros. Cement Co. 31,987.32 N. L. Kimball. 32,206.14 and the City Engineer recommending the bid of DeBlasio Bros. as the lowest bid, it was MOVED by Lynch, seconded.by Brazier, that the recommendation of the City Engineer be accepted and • said bid be awarded to DeBlasio Bros. in the amount of $30,001'.58 and that the City Manager be and is hereby authorized to enter into a contract with said contractor upon the filing of the proper bond and insurance: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. John Mayo, Public Works Director, reported the percentage of protests on the McClure Side- . walk L.I.D. No. 94$ as of this week to date is 50.7%. There being no further business to come before the Council, it was MOVED by Kurbitz, seconded by Lynch that we do now adjourn at the hour of 3 :55 P.M.: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
