HomeMy WebLinkAbout11/08/1965 Business Meeting November 8, 1965 • The City Council met in regular session, Mayor Larson presiding, Councilmen Brazier, Brown, Kurbitz, Lambert, Lynch and Robinson, City Manager Smith and City Attorney Andrews, presen on roll call. The Invocation was given by Councilman Lynch. The minutes of the regular meeting of November 1, 1965, having been duly certified accurate by two Councilmen and no one present wishing to have said minutes read publicly, Mayor Larson declared said minutes approved as recorded. In accordance with action taken by the City Council at the regular meeting on November 1, 1965, it was MOVED by Brown, seconded by Lynch that Ordinance No. 736 providing for the rezone of property owned by John D. Managlia and John W. Dochow at 2703 and 2709 Nob Hill Boulevard, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. ORDINANCE NO. 736, AN ORDINANCE rezoning property at 2703 and 2709 Nob Hill Boulevard in the City of Yakima, Washington, from R -2, Two - Family Zone, to R -3, Multiple- Family Zone, and B -1, Modified Business Zone. Petition No. 427, having been filed with the City Clerk on November 4, 1965, by Marguerite and Will J. Hackett, requesting vacation of Hamm Avenue between 17th Avenue and 18th Avenue, it was MOVED by Robinson, seconded by Brown that said petition be referred to the City Manager and the Planning Commission for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. Petition No. 428, having been filed with the City Clerk on November 5, 1965, by St. Eliza- beth Hospital, requesting curb, gutter and surfacing for on- street parking on the south side of West Chestnut Avenue from South 9th Avenue to South 10th Avenue and the west side of South 9th Avenue from West Chestnut Avenue to West Walnut Street, it was MOVED by Lambert, seconded by Lynch that Petition No. 428 for the creation of a Local Improvement District, be referred to the City Manager and staff for study and recommendation: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. An Ordinance appropriating the amount of 58,860 from unappropriated monies in the Municipal Garbage Fund to the 1965 Budget for the same fund, having been read in its entirety, was ordered laid on the table to be read at the next regular meeting of the City Council on November 15, 1965. . In accordance with a complaint registered by Mrs. Donald Springer, and action taken by the City Council at the regular meeting on November 1, 1965, it was MOVED by Lynch, seconded by Lambert that Ordinance No. 737 relating to sanitary sewer rates and charges and amend- ing City of Yakima Municipal Code, be passed as read :, carried, Brazier, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. Brown asked to be and was excused from voting as this Ordinance affects him at the present time. ORDINANCE NO. 737, AN ORDINANCE relating to sanitary sewer rates and charges; prescribing the time and manner of billing for and payment of sewer service rates and charges; estab- lishing a sewer service charge for premises not connected to a sewer where such sewer service is available; and amending Section 7.60.030 of the City of Yakima Municipal Code. MOVED by Robinson, seconded by Lambert that Ordinance No. 738 fixing the time . of delinquency and providing for the issuance of Installment for the payment of the unpaid portion of L.I.D. No. 921, Carriage Hill Drive and Larson Lots No. 2 Domestic Water, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. 0 ORDINANCE NO. 738, AN ORDINANCE fixing the time of delinquency of installments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 921, and providing for the issuance of. Local Improvement District Installment Notes for the payment of the unpaid portion thereof. MOVED by Lynch, seconded by Lambert that Resolution No. D -875 authorizing and directing the City Manager and City Clerk to execute a Farm Lease agreement between the City of Yakima and LeRoy Schreiner and John Hartshorn, for property located at the Yakima Municipal Airport, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call.. (This Resolution will take the place of Resolution No. D -874, passed October 25, 1965.) . RESOLUTION NO. D -875, A RESOLUTION authorizing and directing the City Manager and the City Clerk to execute a Farm Lease agreement between the City of Yakima, as Lessor, and LeRoy Schreiner and John Hartshorn, as Lessees. MOVED by Robinson, seconded by Brown that Resolution No. D -876 transferring $576 within the 1965 Budget for Municipal Airport, be passed as read: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. RESOLUTION NO. D -876, A RESOLUTION transferring the amount of $576.within the 1965 appro- priation for 390 - Municipal Airport. Planning Director, Rudy Gast, having submitted a written report recommending the adoption of the General Plan as prepared and heard by the Planning Commission, Manager Smith reported that a Memorandum and changes would be forthcoming for the City Council's study. The Planning Commission recommending the rezone of property located at South 9th Street between Yakima and East Chestnut Streets, it was MOVED by Robinson, seconded by Lambert that November 22, 1965, be set as the time for a hearing by the City Council on the matter of the rezone of certain real property as petitioned by Paul Garmo, Charles Fowler and Charles M. Hunt by Petition No. 423, and that the City Clerk give notice of such hearing as required by law: carried, Brazier, Brown, Kurbitz, . Lambert, Larson, Lynch and Robinson voting aye* by voice vote. 93 1 November_$, 1965 The Planning Commission, recommending the annexation to the City of Yakima of property located North of Wide Hollow Creek and West of South 24th Avenue, it was MOVED by Lynch, seconded by Brazier that the Petition for Annexation filed by Trontech, Inc., being Petition No. 425, be approved as meeting the requirements of law; that the City Manager and the Mayor be authorized to convene a Review Board, as required by law, for a hearing and review of this proposed annexation; and that an order be prepared fixing November 29, 1965, as the time for a public . hearing by the City Council on this petition: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye on roll call. CH2M, Consulting Engineers, having presented for payment, the Final Estimate on Sewage 1Treatment Plant,it was MOVED by Robinson, seconded by Lynch that the Report of CH2M, Con- sulting Engineers, dated October 2$, 1965, with respect to the progress on said improvement be approved and that said Estimate therein set forth be approved and payment of the same authorized: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. It was reported that there are several letns.against the Contractor that have to be settled before final payment is made. Mr. Ted Spearman, being present, expressed interest in the City of Yakima General Plan and discussed matters of dates of Public Hearing and urged the City Council to make a more adequate survey in Federal financing of Urban Renewal. City Manager Smith requested permission for John Mayo, Director of Public Works, to travel to Corvallis and Eugene, Oregon, to visit new water filtration plants in those cities on November 12 and 13, 1965 at an estimated cost of 350. It was MOVED by Kurbitz; seconded by Robinson that said request be granted with expenses paid: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote. 95 November $, 1965 Councilman Kurbitz brought before the Council, matters of furthering interest of all groups in bringing new industry into the Yakima Valley, since the Port District issue had failed to pass at the recent election held November 2, 1965. Discussion indicated that full support should be given to the Yakima Area Industrial Committee of the Yakima Chamber of Commerce. It was MOVED by Kurbitz, seconded by Robinson that City Attorney Andrews prepare a resolution to be presented to the City Council at the next regular meeting on November 15, 1965,. indicating that the City Council pledges its support to the Yakima Area Industrial Committee of the' Chamber of Commerce in furthering its efforts to develop industry in the Yakima Valley: carried, Brazier, Brown, Kurbitz, Lambert, Larson, Lynch and Robinson voting aye by voice vote.
